Women shaping the future of Aotearoa recognised in inaugural Women of Impact in Property list

Thirty wāhine whose leadership is shaping the future of New Zealand’s built environment have been recognised in the inaugural Women of Impact in Property list, unveiled by Property Council New Zealand this International Women’s Day.

Spanning developers, designers, engineers, strategists, policy leaders and project specialists, the list – selected from over 90 nominees – celebrates the breadth of talent driving progress across the property ecosystem.

Importantly, Women of Impact in Property is not a competition. Every honouree is recognised equally for the influence and impact they have delivered across the sector.

Property Council Chief Executive Leonie Freeman says the programme shines a light on the people whose leadership is helping shape stronger, more inclusive communities.

We want to acknowledge the senior New Zealand bipartisan political delegation joining this mission:

We are also joined by a wide range of New Zealand companies active in Brazil. Some of their senior representatives have travelled with us from New Zealand, others are based here in Brazil, and a few have come from other parts of Latin America. They bring innovative solutions to essential sectors in Brazil – solutions for infrastructure, energy and resources, healthcare, defence, and agriculture.

All of these companies share a common thread: New Zealand’s reputation for innovation, practical solutions, and world-class quality.

It therefore is a great pleasure to formally open this New Zealand Innovation Showcase.

It’s wonderful to be back in Brazil. New Zealanders have long admired your country. For us, way down at the bottom of the Southwest pacific, just north of the penguins, Brazil has always grabbed our imagination. The mighty Amazon, the world’s lungs, its great river, and within its vast canopy, the greatest biodiversity anywhere on the planet. We admire the vibrant rhythm and flair of your people, and, of course, the magnificent history of your football team.

The first New Zealand football team to qualify for the World Cup was in 1982, after our team survived 15 gruelling matches just to qualify for the world’s premier sporting event. When the draw came out, with Brazil in our group, we all wondered how our team could hope to compete against a Brazilian side containing brilliant, world class players like Éder, Falcao, Júnior, Sócrates and Zico.

Well, you were very respectful of New Zealand that day, only scoring four goals against us, for which we remain grateful. Such was the euphoria New Zealanders felt to be even on the same pitch as your team, our capital’s then leading newspaper declared after the big loss that ‘Four years ago it would’ve been 20-0!’

In 1982 you were the best team at the tournament, but you didn’t win. New Zealanders understood your pain 13 years later, when a great All Blacks rugby team, the best performer at the 1995 Rugby World Cup, faltered at the final hurdle. That day we understood how Brazilians felt in 1982.

It was also an honour to meet Pelé in 2006, at FIFA’s invitation for that year’s World Cup Final in Berlin. Pelé came to define Brazilian football with his sublime skill, the freedom and excitement with which he played, his resilience and determination during his long career, and the way he carried himself on the pitch with a grace that only the most gifted can reach.

We would now like to turn attention to another important topic for all of us here: New Zealand’s relations with Latin America.

Though a vast ocean, and the imposing Andes, separate New Zealand from Brazil, we share important values – a commitment to democracy, the international rule of law, multilateralism, and a vision to create, however imperfectly, a future that sustains and nourishes our children and their children’s material needs, and whose environment and climate is tended to with a serious duty of care. Brazil’s demonstrated this duty of care during its recent impressive hosting of COP 30.

Twenty twenty-six marks the 25th anniversary of the establishment of the New Zealand Embassy here in Brasilia, and the 62nd anniversary of our diplomatic relations.

We have, since coming into office, led a highly active diplomacy, focusing most particularly on our own region, the Pacific, and in South and Southeast Asia. Now is the time, we believe, to build on our history in South America to elevate our diplomatic and economic relationships with your continent.

We do so because those of us who have history together, who share common beliefs, and possess the same essential values, must strengthen our bonds as we work to protect institutions that have, for all their imperfections, helped to sustain conditions of global peace for 80 years. We come as friends wanting to talk about the work ahead.

That is also why we are here as a cross-party delegation, alongside our business delegation, to signal as clearly as we can, that boosting our relationships with Brazil and with your Latin American neighbours is a goal on all sides of New Zealand politics.

This commitment is not made lightly, nor is it merely a response to the current regional and global disruptions we face. It is a recognition from New Zealand that we have not done enough in past decades to grow our relations, and we are resolved not just to improve them, but to transform them.

That will take time, and this is just the beginning, but we are keen to move fast as we find those areas where our people can mutually benefit from our governments and businesses’ greater collaborations and partnerships.

We see Latin America as an important partner in addressing major global challenges, including building climate resilience, and boosting food and energy security.

We also share serious concerns over the ever present and fast-growing threat of transnational organised crime. We also share in the urgent need to protect and promote effective rules-based multilateralism and trade architecture.

Put simply, New Zealand cannot expect to be able to progress initiatives in the international arena without Latin American cooperation – be that in the United Nations, Antarctic Treaty System, APEC, or on trade. Your region matters enormously for us.

As we say, continuing to build our relationships with the region is a strategic choice for New Zealand.  It is why we have a sizeable network of diplomatic missions spread across the region, and why we have held a series of foreign policy consultations over the last year. Our Latin American partnerships matter.

And this is again why we considered it important to undertake this rare cross-parliamentary, business and cultural mission to the region. Within a geo-strategic environment that is changing rapidly and is hugely challenging, deepening our engagement with Latin America is critical for achieving our enduring objectives of ensuring:

A sustainable future, a prosperous and resilient future, and a stable, safe, and just future – for your people and ours.

A sustainable future

We recall first visiting Brasilia almost 20 years ago now as Foreign Minister, when President Lula was leading your country.  Back then we spoke about how Brazil was emerging as a political superpower. Today, Brazil is viewed as a leader in the multilateral space at a time of profound geopolitical change and challenge.

Brazil’s hosting role convening COP30 and the G20 reveals your country’s ability to bridge divides and foster dialogue among diverse partners, large and small. Brazil can feel proud in showcasing how committed it is to inclusive, forward-looking solutions on climate resilience, economic governance, and global security.

In our meetings here, with Minister Vieria, Ambassador Amorim and Deputy Minister Elias, we agreed that this is something we all need to do if we are to be successful in defending and advancing the international rules-based order on which our shared security and prosperity rely.

In an era where consensus is increasingly elusive, the ability to convene, lead, and inspire collaboration is indispensable. We have been saying in multilateral and bilateral fora that never has diplomacy been more needed than now. We need to talk more, listen more, even to those with whom we might not agree. But from more diplomacy, more listening to other perspectives, we see a path towards greater understanding between nations.

Our time here in Brasilia was preceded by visits to Buenos Aires and Montevideo, where we similarly spoke with President Milei and President Orsi on the fundamental importance, indeed necessity, of boosting global cooperation and effective coalition-building with our Latin American and other partners.

Our shared interest in preserving the Antarctic as a zone of peace and science was a key topic, following on from New Zealand’s hosting late last year of an Antarctic Parliamentary Assembly. It was the first time the assembly was held in the Southern Hemisphere, and we were thrilled to be able to attract parliamentarians from across Latin America, including from Argentina and Uruguay.

While the Antarctic Treaty has been maintaining peace and promoting scientific collaboration for close to seven decades, the region is not immune to the impacts of the geopolitical landscape. Protecting the Antarctic is as important to us as protecting your vast rainforest is to you, as both have impacts on our global climate’s health.

We must work together to ensure the long-term protection of the Antarctic as a natural reserve devoted to peace and science, which supports our shared security and prosperity.  As such, we were especially pleased to sign a new Antarctic Cooperation Arrangement with Uruguay while we were in Montevideo, and to take the pulse of the one we have with Argentina while in Buenos Aires.

Chile, where we will visit next, is also a gateway nation to Antarctica and a close partner when it comes to protecting it, as well as our shared oceans – in fact, it was at the United Nation’s “Our Oceans Conference” that we last met with our Chilean Foreign Minister counterpart.

New Zealand’s relationship with Chile is a close and longstanding one.  Last year, we marked our 80th anniversary of diplomatic relations. It is a relationship that was sealed back in 1945 when we were both proud founding members of the United Nations, an institution where we have worked so long and so closely with Latin American partners.  And we will continue to do so.

We have highlighted in speeches at the United Nations that the United Nations’ system is facing unprecedented challenges that have built up over time. We urged the United Nations leadership and members to work seriously to achieve long overdue but necessary reforms that help to reduce the vulnerabilities the UN currently faces. Do more with less, and be effective, by focussing on its core purpose to improve its impact and delivery.

The next UN Secretary will have a significant role in carrying forward the all-important reform process.          

New Zealand is already supporting that effort through its co-leadership of the United Nations mandate review, and we will work closely with Latin American countries to ensure this aspect of United Nations reform is fit for purpose for another 80 years.

Another key success of our Latin American partnerships has been positioning ourselves at the vanguard of developing innovative future-focused trade architecture. The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is a great example of this. In the early 2000s, Chile and New Zealand led the creation of the high-quality and comprehensive P4 Agreement. It was then expanded into the Trans-Pacific Partnership (bringing onboard Mexico and Peru), and it has subsequently transformed into what now has global reach and influence with the accession of the United Kingdom, and others – including Costa Rica, Uruguay and Ecuador – seeking to do so.

Innovative leadership on trade rules gives small and medium-sized trading nations like New Zealand and many of our Latin American partners a larger, more influential voice in shaping the international trade environment that we all depend on.

Alongside CPTPP, we have successfully collaborated on a range of modern trade agreements.  The latest offering is the innovative Future of Investment Partnership, which we were pleased to launch last year alongside a range of partners, including Chile, Mexico, Uruguay, Paraguay, and Peru.

At a time when the international rules-based system is facing multiple challenges, open, rules-based trade is more important than ever, whether through CPTPP, Mercosur, or other platforms such as the Pacific Alliance – which New Zealand remains keen to join as an Associate Member when appropriate.  Open, rules-based trade is critical for our shared future prosperity.

A prosperous and resilient future

There is so much more we should be doing to grow our shared prosperity. For New Zealand, Latin America remains a region of significant untapped trade potential where we can and want to do more, including in terms of diversifying our trading base.

Latin America represents the world’s fourth-largest economy – US$6.34 trillion – almost twice that of India.  Latin America is home to 660 million people with high education levels; large middle classes; sizable youth populations; and an abundance of natural resources.

In fact, it holds half of the world’s biodiversity, a quarter of its forests, and a substantial share of minerals essential to the twin digital and low carbon transitions. The region’s sheer size and resources present significant opportunities for New Zealand businesses looking to diversify beyond the Indo-Pacific and traditional markets.

The New Zealand Government is aiming to double its export value by 2034.  And this is why we are joined on this Latin America Mission by a delegation of New Zealand business leaders.  Our time here also dovetails our Minister of Trade’s successful mission to São Paulo in October 2024, which saw us achieve a $100 million trade boost from the 13 arrangements signed. They covered a broad range of sectors, including technology, healthcare and advanced manufacturing, showcasing New Zealand’s diverse offerings and a growing regional interest in New Zealand expertise.

Here in Brazil, our volume of trade is not huge, but it is fresh and exciting. That’s because, in Brazil, New Zealand is not known as a source of high-volume primary goods, but instead as a high-quality technology exporter successfully engaging in areas where we can add real value, by raising productivity, efficiency and profitability for our Brazilian customers and partners.

And this brings me to the theme of the Innovation Showcase here today: Accelerate Brazil, with its focus on boosting commercial opportunities through greater engagement in the technology sector.

Among the success stories featured here today is Tait Communications.  Tait entered the Brazilian market back in 2006, and it has since become a strong regional player, which is challenging the market share of larger, US-based companies such as Motorola, to provide communication and security solutions in the mining and defence sectors. Over the years, Tait’s business has seen remarkable growth, and it has turned its headquarters here in Brazil into a regional hub for its operations in South America.

As demonstrated by some of the businesses here with us today, including Livestock Improvement Corporation and Gallaghers, there is also, we think, a great opportunity for further engagement in agritech.  Though New Zealand has previously been viewed as a competitor, there appears to be an increasing awareness of the value of collaborating with us in the agriculture sector – something which is backed by New Zealand’s record of helping to improve the productivity and sustainability of small, medium, and large dairy producers in the region.

By example, back in 2007, when we last visited, New Zealand also first invested in the Kiwi Group dairy farm in Goiás state.  The operation has since gone from strength to strength, showing how New Zealand pasture-based sustainable production systems can be adapted to Brazil’s climate conditions – and with great success. The farm is now the largest milk producer in the state and will shortly inaugurate a new modern farm.

There are also other similar Kiwi-Brazilian collaborative farming stories, including in Bahia. We hope we can do much more with Brazil and other partners across the region in the agricultural and other sectors, as the benefits of New Zealand agritech products and systems become better-known.

As demonstrated at this showcase, New Zealand is well-placed to provide a broad range of focused, smart solutions that enable increased productivity and efficiency, and therefore economic development, in sectors of strategic importance throughout the region, such as technology-driven service solutions that support export agriculture, the mining industry, and other sectors including IT, retail, healthcare and film.

On the film sector, we signed with the Brazilian Foreign Minister yesterday a Brazil – New Zealand Audio-Visual Co-Production Agreement, which aligns with our Government’s 

“Going for Growth” economic strategy.  The agreement allows approved film and television projects to gain the status of official co-productions, entitling them to the benefits accorded to national productions in each of the co-producer’s countries. New Zealand’s co-production agreements with partners worldwide have delivered tangible benefits for our local film industry, and we have every expectation that this will be the case here too.

Indeed, tonight, we are pleased to have here with us an exemplar of what can be achieved in this area in the person of David Schurmann, a Brazilian New Zealander who produced and directed the film Little Secret – a film that Brazil submitted to the foreign-language category of the Oscars back in 2016.

New Zealand is eager to ensure that the implementation of the agreement is a success, and LANZBC – which is with us on this mission – will shortly host a film webinar, alongside the New Zealand Film Commission and Brazil’s ANCINE.

We were also pleased to sign yesterday a refreshed Education Cooperation Arrangement with Brazil. Education and research have long been an important strand of our relationship with Brazil and the broader region. All eight New Zealand universities are ranked in the top two percent globally and prior to COVID, we hosted some 25,000 students from the region each year to further their education and research.

While those numbers are still rebuilding, we are very keen to see that this vital exchange of our best and brightest youth continues to grow.

A safe, secure, and just future

Beyond our diplomatic and economic relations, we see value in shoring-up our relationships with Latin American partners to help protect and advance national, regional and international security. Collectively we are facing the most challenging strategic environment in 80 years. Geostrategic competition, armed conflict and the instability it causes, and transnational organised crime are all on the rise. No region is immune, although nor has there ever been better appreciation about how inter-connected our regions are.

Given this context, it is critical we actively contribute and work together towards global peacebuilding and security. And we have a track record of doing so in the past: from WW2, where the “Smoking Snakes” of Brazil fought courageously at Monte Castello in the north of Italy, whilst New Zealand troops did the same at Monte Cassino in the south; to today, where we have units working together in contemporary peacekeeping missions, such as with Uruguay and Colombia, and in the Multinational Force and Observers in the Sinai.

New Zealand calls for democracy, human rights, and the rule of law to be upheld in Venezuela, and that all political prisoners and others arbitrarily detained to be released. The people of Venezuela must determine their country’s political future.

We have also been a steadfast supporter of Colombia’s 2016 peace agreement. While New Zealand was President of the UNSC, we co-sponsored resolution 2261, which established a UN political mission to monitor and verify the bilateral ceasefire between the Colombian Government and FARC. This has been followed by New Zealand supporting post-conflict demining efforts, including a contribution made last year to the UN Multi-partner Trust Fund for sustaining peace in Colombia, also focussing on demining efforts.

More recently, the New Zealand Government agreed a comprehensive plan to disrupt and prevent drug exports to New Zealand and Pacific Islands, with the Islands vulnerable to the dreadful poison of drugs. We’ve established new offshore liaison positions to increase collaboration with our international partners, because it’s one battle we cannot afford to lose.

Latin America countries share our concerns about transnational organised crime and are key partners in the fight against it.  We are pleased to announce that one of those new offshore liaison positions will be based in Bogotá with a regional remit, working alongside the Australian Federal Police, and embedded with the Colombia National Police.

A positive global future requires a Latin America that is safe, secure, active, and prosperous, and we look forward to strengthening our engagement with Brazil and other partners in the region on these important issues.

Closing Remarks

The key objective for our mission is to reinforce both bilaterally and across the region the value we are attaching to our Latin American partnerships.  No country or region on its own can satisfactorily or sustainably address the multiple challenges we face today.  We need to work hard to collaborate more politically, commercially, and through people-to-people links.

Indeed, promoting our growing people-to-people links remains one of the best ways we can deepen and broaden our collaboration. In that regard, New Zealand was pleased to support the launch of the new airlink between Auckland and Buenos Aires, and we hope more such direct linkages will be possible in the future.

The last 25 years has seen the welcome emergence of a steadily growing Latin American community in New Zealand. It now numbers more than 38,000 and they make an outsized contribution to the vibrancy and value of our country.  Many thousands have been supported to experience New Zealand through our working holiday schemes with Argentina, Brazil, Chile, Mexico, Peru and Uruguay, which are hugely popular. Perhaps a few more of your footballers might like to join them.

We encourage young New Zealanders, too, to take up the opportunity to travel between our countries and forge life-long experiences and connections, which in turn will strengthen our bonds.

Spike in children under 12 needing mental health support

More children under 12 are ringing Youthline, with its latest figures showing that age group makes up 10 percent of calls for help.

At the charity’s inaugural youth mental health summit at Parliament on Wednesday, speakers called for cross-party support and a more connected model of care for young New Zealanders who, since Covid-19, are struggling more than ever.

Youthline runs free services including a helpline, face-to-face counselling, mentoring, and programmes in schools.

Its chief executive, Shae Ronald, said the helpline had 28,000 conversations a year but demand had been climbing for more than a decade, particularly since Covid-19.

“We had a big jump last year in January, and we’ve had another big jump over the last three months.”

And the cases were growing in seriousness, too – the number of rangatahi who were considered very high risk, and requiring emergency intervention, was up to four a day. Ronald said she remembered a time when it was one a week.

Today, many young people were battling something she called the “missing middle service gap”.

“Many young people fall into the space where their needs are serious, but do not meet the threshold for urgent or specialist intervention. As a result, they may face long wait lists, limited availability, or uncertainty about where they fit within the system,” she said.

And the callers were getting younger, too.

“As of last year, 10 percent of all people contacting Youthline are under 12,” she said.

Australian psychiatrist Pat McGorry explained the increase of mental health distress among youths was a global trend, and it could be down to any combination of factors – social media, climate anxiety, rising cost of living and buying a house, and notably, Covid-19.

“The younger age groups had a much more precipitous drop in their mental health during the pandemic,” he said.

“We think it’s about 25 percent of the rise over the last 20 years, Covid is responsible for it.”

Mental Health Minister Matt Doocey – who himself had spent time as a Youthline counsellor in the 1980s – expressed envy of Australia over the size and scale of their resources to respond to the mental health crisis.

But McGorry said it wasn’t all smooth sailing there, either.

“I assume it’s the same in New Zealand,” he said.

“Life is much more precarious in an economic sense for [young people]. Their futures are clouded in many, many ways. House prices in Australia cost you three times the median income 40 years ago to buy a house. Now it’s 10 times. And rents are proportionally equal.

“And there are students in Western Sydney at the universities who have to choose between buying textbooks and eating. So they have food banks in the universities. Now, how can a society like Australia, one of the richest countries in the world, tolerate that? I mean, it’s just madness.”

Dr Jess Stubbing, a clinical psychologist and researcher now working in Massachusetts, said New Zealand was yet to see the true peak of the wave.

“I’m seeing more and more younger people, who are coming in at a younger age with really significant need, and a lot of that is young people who were in their very formative, early years during Covid, when their families were stressed, the country was stressed, we were all divided, and that affects us, that affects how we grow up.”

She said the New Zealand system was not meeting the current need, and it was definitely not going to meet future need, either.

That left a couple of options, she said – spend money today on an integrated, cohesive mental health system, “or spend ten times that in a decade when those people are adults and need our adult services”.

Doocey said the feedback he frequently received was that the system felt fragmented, with long wait times, unequipped to meet growing demand.

In the past 12 months, an extra 35,000 accessed support compared with the year before, which Doocey said was largely due to a reduction in workforce vacancies.

But that same growth wasn’t seen among young people.

A prevalence survey – the first of its kind for mental health and addiction among young people – was set to begin in the coming months, Doocey said.

And while that would take years to start producing data, it was a step in the right direction for a system where the need grew year on year.

“Study in Hong Kong” Week spotlights city’s competitive higher education sector

Speaking at the opening ceremony of APAIE 2026, the Hong Kong Special Administrative Region (HKSAR)’s Secretary for Education, Dr Christine Choi said, “To further promote higher education in Hong Kong to the world, we are dedicating this week as the ‘Study in Hong Kong’ Week, during which we will share our success stories and connect more closely with partners worldwide.”

“Under the “one country, two systems” principle, Hong Kong enjoys the distinctive advantages of being part of China with strong support from our Motherland and at the same time being centrally located in Asia.

“Our universities are globally recognised, with five of them within the world’s top 100 and Asia’s top 20. Hong Kong claimed all top four spots in the ranking of the world’s most international universities last year. Indeed, one in every four of our students come from outside Hong Kong. The proportion is even higher for academic staff, with around 70 per cent from elsewhere.”

Held under the theme “Asia-Pacific Partnerships for the Global Good”, APAIE 2026 featured pre-conference workshops, summit forums, keynote speeches, and exchange activities.

Dr Choi met with education officials and representatives from various regions on international education development trends and co-operation. She held separate meetings with the State Secretary of the Ministry of Education, Research, Development and Youth of the Slovak Republic, Mr Róbert Zsembera, and the Director General of the International Cooperation Department of the Ministry of Education and Training of Vietnam, Dr Nguyen Thu Thuy, to exchange views on the development, co-operation, and promotion of international higher education.

Dr Choi also toured the “Study in Hong Kong” Pavilion, where she learned about the promotional efforts of University Grants Committee (UGC)-funded universities and how they expand international networks to recruit students from various regions for study and exchange in Hong Kong. She also visited other booths at the exhibition, exchanging views on higher education development with representatives from various countries and regions.

Dr Choi noted that Hong Kong, as Asia’s world city, possesses advantages in global connectivity, world-class infrastructure, and rich cultural experiences that attract outstanding talent.

During the Week, UGC-funded universities hosted campus tours, allowing overseas guests to experience first-hand the fusion of diverse cultures from different regions. Universities also organised student exchange activities to foster friendships among international students from different regions, deepen their understanding of Hong Kong, and help them better integrate into local campus life.

“While Hong Kong is highly popular among students from the Chinese Mainland, those from other parts of the world, especially in the Association of Southeast Asian Nations (ASEAN) and Belt and Road countries or regions, have increased significantly in recent years,” Dr Choi said.

“As we welcome more non-local students to our schools and universities, we hope Hong Kong can serve as a springboard for them to engage with the Chinese Mainland and the wider Asia-Pacific, and as a pathway to widen collaborations across this vibrant region.”

Speech to second Pacific Stakeholder Fono

Tēnā koutou katoa, and warm Pacific greetings to you all. Thank you for the opportunity to gather for this important fono. 

I want to begin by thanking Reverend Hiueni for opening today’s fono and bringing us together in prayer this morning.  

Thank you also to MC Fuimaono for your welcome and introduction. 

I also acknowledge Public Service Commissioner Sir Brian Roche.  

I also want to greet former parliamentary colleagues Dame Winnie Laban, Aupito William Sio and the Honourable Alfred Ngaro. Thank you for your longstanding commitment to Pacific peoples in New Zealand. 

To our Pacific leaders and public sector leaders, thank you for attending this second Stakeholder Fono and for the valuable insights you shared at the first gathering in November. 

Scene setting 

At the first fono, you heard from senior officials who provided important context about the global, geopolitical and domestic pressures shaping our environment. These forces are changing the face of how we work, how community needs are changing, and how the public sector must respond.  

New Zealand is of the Pacific, and our country is enriched by the strength, culture, and contribution of Pacific peoples. Your success is New Zealand’s success. Pacific communities are among the youngest and fastest-growing in the country. That growth represents enormous potential; for families, for communities, and for the future workforce and economy. 

That is why the Government is focused on delivering practical improvements in the areas that matter most: safer communities, better education, stronger health outcomes, secure housing, and real economic opportunity. 

Delivering for Pacific Communities Strategy 

Not long after the first fono, the Ministry published its Delivering for Pacific Communities Strategy, a practical three-year plan to ensure Pacific peoples benefit directly from government policies and programmes. 

The Strategy focuses on the priorities Pacific communities told us matter most: economic opportunity, health, housing, education, and law and order, the fundamentals that support strong families and thriving communities. 

Across these areas, the Government is committed to delivering real results, not just intentions. 

I will briefly precis these areas of law and order, education, housing, health and economic opportunity. 

Law and order 

Good societies are safe societies. In the 2025 Global Peace Index, New Zealand ranked third highest. Safety is foundational. Pacific peoples are disproportionately affected by crime, and we need to continue to address the drivers and the remedies. 

We have taken strong steps to restore law and order. There were 49,000 fewer victims of violent crime in the year to October 2025 than there were in October 2023. Ram raids are down by 85 per cent and there has also been a 22% drop in serious repeat youth offending compared to when we took office – well ahead of our target of a 15% reduction by 2030. 

Alongside this, we are supporting community-led pacific initiatives that make a difference on the ground. For example, the Government is investing $1 million over four years in the Auckland Pacific Wardens Trust, recognising the vital role Pacific Wardens play in keeping people safe and strengthening community wellbeing. 

Safer communities allow families, businesses, and young people to flourish. 

Education 

Education is the pathway to social mobility and improved quality of life. Social investment insights tell us the huge impact education has on our life’s trajectory. 

Pacific learners, on average, face lower achievement across several indicators. To address this, we are seeing the highest shakeup in education in years. We have mandated one hour each of reading, writing, and maths every day, supported by structured literacy and phonics checks to improve reading outcomes. 

We are already seeing progress. The proportion of new entrants meeting expected phonics levels has risen from 36 per cent to 58 per cent. 

At the same time, programmes such as Tupu Aotearoa are creating pathways into employment, education, and training. We have already exceeded our target, placing more than 1,000 Pacific people into new opportunities. 

I am also encouraged by the huge increase in Pacific People enrolling in tertiary education. 

Investment in STEM is also important to participate in jobs and the workforce of the future. The Toloa Scholarships programme is seeing hundreds of Pacific students supported to carry out study in fields vital to New Zealand’s future. 

Here is where we are cutting new ground with the Ministry. I have ministerial responsibility for the Integrated Data Infrastructure (IDI) and in June I also safely uploaded the largest amount of data ever into the IDI. As part of this I also recently uploaded Toloa Scholarship data into the IDI. The first grant-related data set to ever go into the IDI. This will provide two sets of insights: a look back at the attributes of the recipients, and a look forward to data insights of attributes of success. 

Education is not just for youth but for adult learners also, and programmes such as MSD’s Alo Vaka are helping Pacific adults build skills and economic security, supporting over 300 people into better employment or business opportunities, and helping participating households increase incomes by around $9,000 to $12,000 on average. 

I am also exploring converting the certificates of completion that people receive from the Centre for Pacific Languages into micro-credentials that then sit on their CV for future stacking. This will add immense value. 

Health is closely linked to housing, both of which are key priorities for this Government. 

We have made significant investment into Pacific housing initiatives, totalling $150 million. 

We are cutting some never-trod ground in Pacific health. Healthy Homes is an HNZ initiative directed at improving young people’s health outcomes against ED attendance, and against off-work and off-study impacts.  

Do healthy homes also benefit older people? In 2024, I landed the Pacific Healthy Homes Initiative which for the first time in any agency includes older people in the eligibility criteria. More specifically, Pacific people over 45 years with an ASH condition. We commissioned Otago University for before and after assessments. Initial data concludes older Pacific people benefit from warmer homes.  

The programme is achieving real results, including delivering more than 5,200 interventions to date, such as insulation, heating and minor repairs in Pacific households. 

We are investing $35.9 million to deliver 41 homes through the Pacific Building Affordable Homes Fund, and it has been a privilege to personally open Penina homes in South Auckland, and the Pacific Trust in the Waikato, and providers in New Brighton, Christchurch.  

The Our Whare Our Fale programme in Eastern Porirua, shows the power of partnership between iwi, community organisations, and government to improve economic and health outcomes for families.  

Supported by a substantial $114 million Government investment over three years, it will deliver up to 300 affordable homes by 2034. On assuming the portfolio three years ago, this was still requiring sign off, but for me the vision was impactful and the implementation deliverable. 

I signed it off, and the first stage has already delivered 18 warm, energy-efficient homes and a communal fale, and I was glad to be there with Minister Potaka and Sir Bill English to mark its completion.  

This project will support families into stable homes designed for multigenerational living, with families expected to begin moving in by the end of the year.  

Homes are kept affordable through shared-equity support, perpetual land leases from Ngāti Toa that remove land costs, and construction at cost rather than market rates.  

I want to acknowledge Central Pacific Collective, Te Rūnanga o Toa Rangatira, and the Ministry for Pacific Peoples for their collaboration on Our Whare Our Fale.  

It is an initiative that is delivering real results, with a further 32 homes expected by late 2026 and ongoing employment throughout construction.  

Strong financial capability supports long-term economic resilience and home ownership, which is why the Ministry funds 12 providers to deliver the Financial Capability Programme across New Zealand. 

Since July 2025, 674 individuals completed financial literacy training and 266 were supported with tailored home ownership plans. 

Together, these initiatives enable Pacific families to step into home ownership while also creating Pacific-led construction and employment opportunities. 

The progress in Pacific-led affordable housing reflects the Government’s broader focus on fixing the housing system and enabling long-term supply. 

Alongside this work, the Government is focused on unlocking land for housing, supporting infrastructure, and reducing the barriers and costs that slow down building. 

Health  

Unfortunately, we know that Pacific peoples continue to experience poorer health outcomes, which is why improving frontline health services is a priority. 

Recent results show encouraging progress on the targets that matter most for families: 

  • Childhood immunisation rates at age two have risen to 82.6 per cent, the largest improvement across all targets 
  • Faster cancer treatment, supported by $604 million funding for new medicines 
  • Shorter emergency department stays despite higher demand 
  • Reduced waiting times for specialist appointments and elective procedures  

Our Elective Boost has delivered thousands of additional surgeries that make a real difference to people’s lives – hip and knee replacements, cataract surgeries, and other procedures – helping people return to work, family life, and the activities that give them purpose. 

Economic Opportunity 

Economic growth is central to long-term wellbeing. 

Pacific communities are a powerful driver of New Zealand’s economy, and strengthening Pacific businesses creates jobs and prosperity that benefit everyone. 

Unfortunately, we know Pacific unemployment is unacceptably high. The cost-of-living crisis, an economic downturn and high inflation hit our most vulnerable communities the hardest. 

That is why we have prioritised practical initiatives to support Pacific communities into sustainable employment and economic opportunity.  

Alo Vaka has provided targeted support to over 1,200 individuals and supported more than 300 individuals into better employment. 

We are investing in programmes such as the Pacific Business Trust, which has created hundreds of new jobs. 

Our Toloa Scholarships Programme will see hundreds of secondary students supported through strong education to employment pathways in high growth industries, enabling skills that are critical for the future economy. 

Pacific people already play a vital role across essential industries. Strengthening skills, entrepreneurship and leadership will lift productivity and competitiveness across the country. 

At the same time, this Government is focused on getting the broader economic settings right. Inflation has already more than halved from its peak, easing pressure on families and businesses, and we have lifted the incomes of working households experiencing hardship through tax relief and more affordable childcare. While it is encouraging to see inflation trending downward and pressure beginning to ease, we know there is still more work to do. 

Our young people are our greatest asset and backing them to succeed is essential to building a stronger future for New Zealand. 

Pacific youth are one of the youngest and fastest-growing population groups in New Zealand, and their wellbeing will shape our collective future. 

They carry Pacific languages, cultures, and identities forward. They are not only the leaders of tomorrow, but innovators and change-makers of today. 

I warmly acknowledge our Youth Panel – Lyonah, Tyler, Lupe, and Kaiata. Your perspectives ensure policies remain grounded in lived experience and focused on real opportunities. 

When young people are equipped to thrive, our communities and our economy thrive with them. 

Thriving Pacific communities 

Across all these areas, safety, education, health, housing, and economic opportunity, the goal is the same: strengthening the fundamentals so Pacific families can thrive. 

When communities are safer, children are learning, people can access timely healthcare, families have stable homes, and businesses are growing, the benefits extend far beyond any one group. Strong Pacific communities contribute to a stronger New Zealand. 

Progress takes sustained effort, partnership, and trust. Government can’t do this alone, and we value the leadership and expertise within Pacific communities. 

Lastly, as the previous Ministers here will agree, it’s a great privilege to be the Minister for Pacific Peoples and to be able to engage and support the Pacific community in New Zealand. In this task, I am ably supported by the staff here at the Ministry for Pacific Peoples.  

I know there has been some discussion in the previous months regarding the Ministry for Pacific Peoples and where it sits within the structure of government. I want to be clear with everyone here that I believe it is important that there is strong voice for Pacific peoples within government, both at a ministerial level and within the public service. I am also very proud of the Ministry being in the top agencies or better across a range of public service performance measures reported over the recent months. 

The Prime Minister has said there will be no structural change regarding the ministry in this term of Government. 

That’s not to say that there isn’t room for improvement. This government believes that the entire public service needs to do better to ensure they are truly delivering for the communities they serve. That includes things like improved efficiencies, through use of AI and streamlining back-office services. Others will speak more on this.

New appointments to University of Otago Council

Universities Minister Dr Shane Reti has announced two new appointments to the University of Otago Council. 

“Universities play a vital role in educating the workforce New Zealand needs and contributing to our country’s economic growth and wellbeing. Strong governance is essential to support that role,” says Dr Reti. 

“I am pleased to appoint Chris Hopkins and Dr Peter Bramley as new members of the University of Otago Council.” 

Chris Hopkins is a professional director and business mentor with extensive leadership experience as a chief executive and managing director, as well as strong financial management expertise. He is currently Chair of the Dunedin International Airport Board. 

Dr Peter Bramley is a consultant and professional director with extensive experience in health management, including serving as chief executive of a former district health board. He has also lectured at both the University of Canterbury and the University of Otago. 

“I thank both appointees for taking on these important governance roles and acknowledge outgoing members Malcolm Wong and Hon Clare Curran for their service. Their contributions to the Council are greatly appreciated,” says Dr Reti.

Police pleased with safe and fun Electric Avenue crowd

Christchurch Police on safety patrol around the Electric Avenue concerts on Friday and Saturday are pleased with the behaviour of the event attendees.

An estimated 43,000 strong crowd headed to the concert each night, many coming from out-of-town.

Operational Commander Senior Sergeant Karen Simmons and her large team worked alongside 440 security personnel to ensure the safety of the public at the two-night concert.

“We did have some issues on Friday with individuals preloading on alcohol and arriving intoxicated to the venue.

“Drunk and disorderly behaviour in Riccarton and the suburbs around the university were problematic and took valuable staffing resources away from where they were most required.

“It was a much better result on Saturday and the crowd overall was well behaved. My team enjoyed the positive interactions with the partying public who were in great spirits.

“A small number of arrests were made, and minor disorder was reported.

Enhancing Implementation Efficiency in the Northern Metropolis through Anchor Institutions and Clear Role Definition

In the Budget, the Government mentioned that it will further encourage developers holding land in the Northern Metropolis to collaborate with technology or advanced manufacturing enterprises in submitting joint development proposals. At C&W, we believe that introducing a public–private partnership model can enhance execution efficiency and help alleviate fiscal pressure, thereby accelerating the implementation of the Northern Metropolis development while leveraging market efficiency and innovation capabilities. However, the key lies in how clearly the Government defines public and commercial roles, and ensures transparency in long-term industry objectives, land use and return allocation, in order to attract private sector participation. Subject to clear planning, phased implementation and prudent regulation, the PPP model can become an important tool in advancing the industrialisation of the Northern Metropolis.

As noted in our earlier research, the Government may consider securing strategic “anchor institutions” and avoiding blurred industrial positioning across different precincts, so as to establish clear district identities and enhance overall attractiveness. We hope the Government will announce details of university and technology industry participation as soon as possible to strengthen developers’ confidence in advancing projects within the district. At the same time, we welcome the Government’s adoption of our earlier recommendation to introduce flexible arrangements for land premium payment in the Northern Metropolis. This will help alleviate cash flow pressures for enterprises undertaking land development, and enhance the feasibility and pace of public–private partnerships and industry introduction initiatives.

Suggest to Leverage MPF Assets to Broaden Financing Channels for the Northern Metropolis

We support the Government’s proposal to increase the borrowing ceiling of the two bond programmes to HK$900 billion to finance the development of the Northern Metropolis, and to issue more longer-term bonds to better align with cash flow requirements and capital deployment for infrastructure works. Beyond direct bond issuance, we suggest that, from a broader asset allocation perspective, the Government could make better use of the sizeable Mandatory Provident Fund (MPF) asset pool. According to MPFA data, total MPF assets reached approximately HK$1.55 trillion as at end-December 2025, a record high. The Government may consider moderately relaxing MPF investment restrictions to allow a certain proportion of assets (for example, 10%) to be invested in long-term bonds issued for Northern Metropolis development. This would provide a stable source of funding for the Northern Metropolis while offering MPF members an additional investment option with relatively lower risk and stable returns, creating a win-win outcome.

Land and Housing Supply

The land sale programme for the coming year, together with the projected supply of first-hand private residential units in the next three to four years, indicates that land and housing supply is stabilising. We recommend that the Government streamline tender conditions and release sites to the market in an orderly manner to attract broader developer participation and revitalise market sentiment.

Suggest to Assist “Basic Housing Unit” Residents with Rehousing

The regulatory regime for “Basic Housing Units” is expected to take effect on 1 March this year, with a 48-month transitional period. Some units may fail to meet the new requirements, potentially resulting in tenant displacement. In addition, there are approximately 27,000 units in public rental housing estates aged over 50 years, creating significant rehousing pressure. We consider that the urban renewal strategy should be flexible and financially sustainable. The Government should establish clear rehousing priorities and allocate units reasonably among affected residents, tenants of old estates and applicants on the waiting list.

Under the Urban Renewal Authority’s prevailing acquisition approach, compensation based on prices comparable to first-hand residential properties (including owner-occupier allowances) has imposed substantial financial pressure. We therefore recommend further optimisation of the “flat-for-flat” mechanism to alleviate cash compensation burdens. Specifically, the Government could explore allocating land in new development areas, such as Tseung Kwan O, to the Urban Renewal Authority or related bodies for non-local rehousing under the “flat-for-flat” arrangement. While the current “seven-year-old flat” compensation benchmark has its basis, the Government may also consider offering more attractive exchange terms to older building owners as an incentive to expedite relocation and redevelopment progress.

We believe that such measures would not only reduce the substantial upfront cash outlay at the initial stage of redevelopment and ease liquidity pressure on the Urban Renewal Authority but also enable capital recycling upon project completion and sale, thereby establishing a financially sustainable urban renewal model with a virtuous funding cycle.

Response to the Budget 2026/2027 by John Siu, Managing Director, Hong Kong, Cushman & Wakefield:

Collaboration between the Hong Kong Investment Corporation and Market Capital to Support Quality Commercial Property Development

We agree with the Government’s decision, having regard to prevailing market supply and demand conditions, to continue refraining from the sale of commercial sites in the coming year. As at the end of the fourth quarter last year, the overall availability rate of Grade A offices in Hong Kong stood at approximately 20.3%. The temporary suspension of commercial land sales will allow the market to gradually absorb existing vacant floor space and help stabilise the office market. Nevertheless, the Government should review market conditions regularly and resume the sale of commercial sites in a timely manner when appropriate.

Regarding collaboration between the Hong Kong Investment Corporation and market capital to guide funds towards quality commercial property projects aligned with Hong Kong’s industry positioning, and to facilitate matching between such projects and enterprises in target sectors, we consider the overall direction to be positive and consistent with market-oriented principles. This approach can enhance the efficiency of matching projects with enterprises, provide more suitable premises for emerging industries such as innovation and technology and medical research, and inject new demand into the commercial property sector.

Sandy Ridge data facility cluster to enhance Hong Kong’s data hub position

The Government has accelerated efforts to promote the industrialisation of artificial intelligence (AI), encouraging its wider adoption and deeper integration across industries. Over the longer term, this will substantially increase demand for computing power, thereby strengthening local absorption capacity for high-specification data centre facilities.

Regarding the proposed data facility cluster at Sandy Ridge, which will provide over 2.5 million square feet of gross floor area, this represents approximately 25% of Hong Kong’s existing data centre stock of around 10 million square feet, marking a rare large-scale supply in recent years. Should the project be successfully tendered, it will provide the high-power capacity and infrastructure necessary to support AI development, and in the longer term enhance Hong Kong’s position as a data hub within the Greater Bay Area and across Asia.

Strengthening Hong Kong’s Position as an International Maritime Hub and Responding Flexibly to Logistics Land Needs

The Government has proposed supporting the national maritime strategic development, advancing the elevation of Hong Kong’s status as an international maritime centre, and accelerating the smart transformation of the logistics industry as well as the expansion of cargo hinterland. The reservation of approximately 32 hectares of land in the Hung Shui Kiu/Ha Tsuen New Development Area for the development of a modern logistics hub will further help consolidate Hong Kong’s role as an international maritime centre. However, we consider that in developing a modern logistics industry park, the Government should adopt a market-oriented, enterprise-centred approach, in order to respond flexibly to the needs of businesses and offer appropriate incentives to attract enterprise participation.

Diversified Policies and Continuous Investment to Energise Retail Consumption and Leasing Market

We welcome the Government’s introduction of diversified initiatives and continued funding to promote Hong Kong’s exhibition industry, incentive travel, revitalisation of historic buildings, international cruise development, major sports events, harbourfront enhancement works and the “urban-rural integration” initiatives. Through these targeted and wide-ranging programmes, Hong Kong will be able to attract visitors of different segments and spending power, broaden its visitor base and enhance the overall competitiveness of the tourism industry. We believe these measures will drive the development of high value-added economic activities, further stimulate local retail consumption and invigorate the shop leasing market, thereby injecting additional momentum into the overall economy and delivering long-term benefits.

We remain optimistic about the medium- to long-term outlook for retail rents in Hong Kong. As the relevant policies are progressively implemented and tourism continues to strengthen, we expect retail rents to show more positive adjustments.

Optimising Land Resources to Promote Student Hostel Development

With the implementation of various talent admission schemes, the planning of the Northern Metropolis University Town, and policies aimed at attracting outstanding students from around the world to study in Hong Kong, demand for residential accommodation and student hostels is expected to continue rising.

The Development Bureau earlier announced the rezoning of three commercial sites in Kai Tak, Siu Lek Yuen in Sha Tin and Tung Chung East for post-secondary student hostel use, which are expected to provide around 4,500 hostel places. The further implementation of relevant measures in this Budget will help alleviate the shortage of hostel places and, in the longer term, ease rental pressure in the residential market, supporting the healthy development of the property market.

However, as student hostel projects are not permitted for strata-title sale and typically involve a longer payback period, we recommend that the Government provide appropriate incentives in the land sale conditions. For example, priority could be given to sites located near post-secondary institutions, and greater flexibility could be offered in land premium arrangements or tender terms to encourage active participation by developers.

Northern Metropolis University Town

Regarding development of Northern Metropolis University Town, the Government has demonstrated its commitment to expediting the development of higher education and advancing the “Study in Hong Kong” initiative by granting three sites in the Hung Shui Kiu/Ha Tsuen New Development Area and earmarking HK$10 billion in loans to support campus construction. This will help further enhance Hong Kong’s overall attractiveness as a regional education hub.

We hope that, as student intake and campus sites are introduced into Hung Shui Kiu/Ha Tsuen, they will be closely aligned with the district’s industry positioning and functional roles, generating synergy. At the same time, a clear division of roles and complementary development should be established with future education sites to be launched in Ngau Tam Mei.

Adjustments to Investment Immigration Policy to Draw Global Capital

We support the Government’s continued efforts to strengthen talent admission from both Mainland and overseas markets. However, this year’s Budget did not set out concrete measures to assist incoming talent in acquiring properties in Hong Kong. We recommend a calibrated adjustment of the investment threshold and an expansion of the categories of qualifying investment properties. Instead of restricting investment solely to non-residential assets, the Government could consider prudently incorporating selected residential properties into the scope.

At the same time, we propose a review of the banking and mortgage restrictions applied to non-local investors, with a view to enhancing flexibility in capital deployment and circulation. These refinements would help attract additional international capital and high‑calibre talent to establish a long‑term presence in Hong Kong.

Prudent Adjustment of Stamp Duty on Luxury Residential Properties

Regarding the Government’s increase in stamp duty on residential property transactions exceeding HK$100 million, and in line with the “affordable users pay” principle, we consider the adjustment to remain at a rational level. Nevertheless, in the short term, it may lead some potential buyers to defer their purchasing decisions. We believe that once the market has adjusted, transaction momentum in the luxury residential segment should remain resilient. We would encourage the Government to continue exercising prudence in adjusting stamp duty rates on luxury properties, so as not to undermine the overall attractiveness of Hong Kong’s property market.

Strong backing for Applied Doctorates Scheme

A scheme that brings student researchers and industry together to tackle challenges that matter to people’s daily lives is open for further applications, Science, Innovation and Technology and Universities Minister Dr Shane Reti says.

“The Applied Doctorates Scheme attracted strong backing from industry last year, and the new call for projects will provide more students the opportunity to solve real world challenges while earning their PhDs,” Dr Reti says.

“Students in the applied doctorates programme will develop advanced research skills while working with businesses to build commercial skills and deliver practical solutions for New Zealand. For industry, this is a chance to work with skilled researchers who bring fresh ideas and deep expertise.

“The first cohort is focused on energy research, with 25 industry-led projects selected from 76 submissions across energy systems, infrastructure, agriculture and high-tech engineering, recognising energy’s central role in supporting households and businesses, lifting productivity and keeping costs down.

“These students will contribute to projects that deliver results for Kiwis, including geothermal innovation with Contact Energy, reducing household electricity costs with Vector, improving energy efficiency at the New Zealand Aluminium Smelter, and strengthening rural resilience through power trading with Victoria University.

“The second cohort of doctoral-level research projects is now open for applications, and the theme for the 2026 call is Aerospace, Defence & Security, sectors that underpin New Zealand’s economic resilience and national security.

Ngāti Whātua Ōrākei led charter school gives students more options

Associate Education Minister David Seymour has today announced that Ngāti Whātua Ōrākei will open a charter school called Te Kura o Ngāti Whātua ki Tamaki in Term 3 2026.

“Every child deserves the opportunity to learn and grow in ways which are more specific to their needs. Today’s announcement demonstrates the innovation enabled by the charter school model,” Mr Seymour says.

“At Te Kura o Ngāti Whātua ki Tamaki, students will participate in real-world learning through iwi-led and city based partnerships. This will include collaborations with Māori businesses, partnerships with universities and tertiary education providers, and international school exchanges.

“Learning will be digitally enabled, utilising AI and emerging technologies. It will also strengthen cultural ties through kapa haka and Ngāti Whātua tikanga.

“When it comes to education, one size does not fit all.

“Charter schools show education can be different if we let communities bring their ideas to the table.

“These schools have more flexibility in return for strictly measured results.

“The charter school equation is: the same funding as state schools, plus greater flexibility plus stricter accountability for results, equals student success.

“It will join the charter schools announced in the last year which will open in 2026. This takes the total number of charter schools to 20. We expect more new charter schools to be announced before the end of the year, along with the first state schools to convert. 

“I want to thank the Charter School Agency and Authorisation Board for the work they have done getting charters open. They considered 52 applicants for new charter schools. They tell me this round the choices were very difficult. 

“This is just the beginning. I hope to see many more new charter schools opening, and state and state-integrated schools converting to become charter schools.”

Government awards primary sector student scholarships

Six tertiary students have been awarded scholarships as part of efforts to support farmers and growers on-the-ground, Agriculture Minister Todd McClay and Associate Agriculture Minister Andrew Hoggard have announced.

“This Government is backing the sector by supporting the next generation of on-farm advisers,” Mr McClay says.

“Our On Farm Support Science Scholarships are an important part of our efforts to ensure the sector can provide specialised on-the-ground expertise and advice for farmers and growers.

“The successful programme has already started producing the next generation of advisers with four of the inaugural 2024 recipients having secured roles.”

The 2026 scholarships went to students enrolled in agricultural science, commerce, or environmental sustainability degrees.

The recipients were Lincoln University students Cameron Brans, Jack Green, Eibhlin Lynch, and Fraser Wilson, Massey University student Ella Hogan, and University of Canterbury student Cecily Holland. Each will receive $5,000 for the year. They have an interest in dairy, sheep, beef, horticulture, and arable production.

“Recipients in the scholarship programme are also mentored by members of the Ministry for Primary Industries On Farm Support team, providing hugely beneficial experience and networking opportunities,” Mr Hoggard says.

“Farm advisers have a vital role to play in providing on-the-ground support to farmers and growers. These students are the future of the advisory sector and will help keep our food and fibre sector thriving.”

Is ‘March Madness’ already hitting Auckland commuters?

Is traffic already worse than normal or are Aucklanders just dealing with the usual shock of congestion as everyone returns to work and school?

The spike in Auckland traffic congestion is known as ‘March Madness’, but travel times are already picking up.

Director of transport advocacy website, Greater Auckland, Matt Lowrie told Nine to Noon travel times appeared to be normal.

“One of the things that happens is that we get lulled into a false sense of security of how easy it is when the traffic is low and during those school holidays.

“The numbers seem to suggest that it’s probably similar to last year … but it’s that we’ve often forgotten how bad it was at this time last year because even throughout after April when March Madness normally runs through to about Easter, it does drop off for sort of the rest of the year.

“We forget how bad it is at this time of year and I think that’s part of what is driving the experience that people are having is that we just forget that it’s super busy at this time of year and that creates a lot of pressure on all forms of transport.”

Lowrie said while they didn’t have road data yet, travel on public transport seemed to be about the same as last year.

However, he said indications were that roads were not at its peak yet, with far more congestion still to come in March.

“It’s the busiest period of the year on the roads and on public transport and it’s basically the highest level of transport demand that exists,” he said.

“There’s a number of factors behind it and that is things like kids going back to school, people who no longer have taken their holidays so they’re back at work and even things like sickness.”

There were fewer people sick at this time of year than perhaps in winter, Lowrie said.

“They tend to be more in the office more and then there’s also just, for example, university students, they’re about to go back shortly and they’re also at the start of the year,” he said.

“They’re quite keen to get into it and all excitement and before some of them start to sort of drop off or work their way around when their lectures are and what have you.

“It’s when most people are on the roads and on public transport and everything, travelling around to get to destinations.”

Lowrie said constant disruptions meant that trains were only operating at 60-65 percent of what it was prior to Covid.

He said it would take time for commuters to trust the network.

“City Rail Link will absolutely help that, and I think there will be a lot of people who decide to give it a go … it’s particularly from the west of Auckland where the travel times will be significantly lower as a result of the city rail.”

That’s where people will start to see some behaviour change and giving the trains a try, he said.
