NZ-funded chatbot to support Ukrainian children’s mental health after four years of war – World Vision

This week as Ukraine marks the grim anniversary of four years of war and a growing mental health crisis, World Vision New Zealand is funding a digital chatbot to help caregivers support children living through conflict.

Four years of armed combat, bombings, and death have scarred children and nearly 85% of households report psychosocial distress among children, with nearly one-third of under-fives showing visible signs of anxiety and trauma [i]

World Vision New Zealand Acting Head of Fragile and Developing Contexts, Andy Robinson, says the impact of the war on children will last generations.

“Children in Ukraine are growing up feeling unsafe and scared.  Many have been separated from their fathers, and many will have witnessed death and violence at close quarters.

“We’re seeing high levels of post-traumatic stress disorder, anxiety, depression and other mental health issues.  Professional mental health services are limited and families are overwhelmed.   World Vision hopes that this digital chatbot will give parents practical ways to support their children’s mental health and wellbeing right now,” he says.

The Parenting in Crisis Chatbot, locally named Batkivska Opora, is a digital tool that provides Ukrainian caregivers with evidence-based guidance on child protection, psychosocial support, and positive parenting amid the ongoing war.

In partnership with Parenting for Lifelong Health, it delivers practical, culturally-adapted guidance via messaging platforms using text, audio, illustrations, and short videos, and provides strategies for stress management, positive parenting, and child protection.

Its flexible, low-bandwidth format ensures access, even in remote or low-connectivity areas.

“This is not a replacement for professional care, but it will help parents who are already struggling with displacement, lost jobs, reduced income, and ongoing security concerns who tell us that they don’t have the resources to support their children effectively,” Robinson says.

A recent World Vision report found that access to protection and mental health services was extremely limited in Ukraine with only 28% of households reporting that they are able to access services from NGOs or UN agencies, leaving 72% without child protection or mental health support at a time of heightened vulnerability.[ii]

The chatbot will initially be trialled with around 500 parents before being scaled-up to reach thousands and complements World Vision’s other work to support children and families in Ukraine. 

World Vision’s Ukraine Response Director, Arman Grigoryan, says children and families are currently suffering not only the perils of war, but of an extremely cold winter.

“Winter intensified the risk facing children.  It compounds learning loss, emotional distress, and protection concerns all at once.  When power cuts disrupt schooling and displacement interrupts in-person education, children suffer and lose stability.  Children and families in Ukraine need extra support in winter – it is a life-saving intervention,” he says.

More than half of families report disruption to their children’s education. A quarter of children are unable to attend school due to unsafe conditions, and a third cannot access online learning because of power outages.[iii]

Luxon must act after Peters caught making false claims on employment bill

The Green Party is calling on Christopher Luxon to hold Winston Peters accountable for making false claims about union engagement on the Employment Relations Amendment Bill.

“Winston Peters’ behaviour following the passing of the Employment Relations Amendment Bill is a disgrace,” says Green Party Workplace Relations spokesperson Teanau Tuiono.  

“He has falsely claimed that unions didn’t raise their concerns with NZ First early enough. That is simply not true.  

“We fully back unions’ calls for Luxon to step in and act.  

“Not only did Peters sell out workers when he voted for this bill, now he’s accusing their representatives of lying. The receipts lay it out clearly.  

“Every party, including NZ First, knew exactly what the unions’ concerns were as soon as the Bill was introduced.  

“Peters was caught out making up nonsense about the Green Party last year which he had to correct in Parliament, so it’s obvious he has prior form.  

“Luxon is setting a dangerous standard for his Cabinet by letting Ministers get away with blatantly lying.”  

“Peters sits around the Cabinet table which agreed to strip workers’ rights, gut pay equity for low-paid women, and allow below inflation minimum wage increases, yet claims to be on the side of the regular working New Zealander.  

“Unlike this government, the Greens back workers. And we are proud to let everyone know our position and stick to it,” says Teanau.

Wanted to arrest: John Joseph Paparoa

Police are seeking the public’s assistance to locate John Joseph Paparoa, who is wanted in relation to dishonesty, assault and firearm-related offending.

The 52-year-old is believed to be actively avoiding arrest, but Police are also concerned for his welfare.

Move-on orders build on progress in Auckland CBD

New move-on powers for Police, announced today, are a key part of the Government’s action plan to create a thriving Auckland city centre, Auckland Minister Simeon Brown says.

“Move-on orders give Police an important tool to address antisocial behaviour that makes people feel unsafe. When people are intimidating others, blocking doorways, or engaging in threatening behaviour, Police need the ability to act.

“These powers build on the work already underway through our city centre action plan announced last year and will help restore confidence that Auckland’s CBD is a safe, welcoming, and vibrant place for families, workers and visitors.

“Auckland’s city centre is a vital part of New Zealand’s economy, contributing around 8 percent of our GDP and serving as the gateway to our tourism sector. Ensuring the CBD is safe and welcoming for those who live, work, and visit is essential.”

The city centre action plan is already seeing good progress in making the city centre safer and more welcoming. 

  • 146 people have been placed into housing through our Housing First initiative by the end of January – up from 33 when the plan was announced in November last year.
  • Crime victimisations have fallen from 1,010 in January 2024 to 638 in December 2025, with a new Police Station opened in the CBD last year and Police increasingly on the beat.

“Our approach balances support with accountability. We’re helping those who need housing and mental health services, while taking firm action against behaviour that intimidates others.

“Auckland Council has also made good progress improving city centre safety, including redesigning Pocket Park to reduce anti-social behaviour, and ensuring street lighting and cameras cross the CBD are operational to support Police.

“Our city centre has never been more important. The International Convention Centre has recently opened, the City Rail Link opens this year, and cruise ships are bringing thousands of visitors into Auckland.

Consumer NZ – Support for surcharge ban getting stronger

Consumer NZ urges the government to push ahead with a surcharge ban, with research finding almost three in five New Zealanders support a ban on card payment surcharges, and only 15% oppose the proposal.

It’s estimated that excessive card payment surcharges cost New Zealand shoppers approximately $65 million a year. Yet since December 2025, businesses’ costs associated with accepting card payments have reduced, saving businesses an estimated $90 million a year.

“Two-thirds of New Zealanders think that businesses should cover the cost of card payments themselves,” says Jessica Walker, Consumer NZ campaign manager.

Since 2023, Consumer has received over 300 complaints about excessive surcharges. The highest reported surcharge was 25%.

Walker says New Zealanders are frequently being stung by excessive, hidden and unavoidable surcharges.

“Too many businesses are flouting the guidelines which say surcharges should be transparent, avoidable and not excessive.    

“Over a quarter of New Zealanders told us they think they are rarely or never informed of surcharges ahead of payment, and more than four in ten said they’ve paid a surcharge because they couldn’t use a no-fee option.”

According to Consumer, the best way to fix the surcharge mess is an all-out ban.

“A ban would be simple for businesses and would stop consumers from being hit with hidden or excessive surcharges. If a business chooses to pass on additional costs due to the ban, we expect those costs to be minimal.

“Internationally we are seeing a more progressive stance when it comes to surcharging, with Australian regulators signalling they will ban surcharges on debit and credit card payments from mid-2026. In the UK and EU, surcharging is already largely banned. We don’t think it’s fair New Zealand consumers are expected to continue shouldering these costs.”

Consumer says there’s widespread surcharge frustration amongst shoppers and it’s time for the government to fix the surcharge mess.

These two programmes aim to support the amplification of Māori voices, Māori stories, and ultimately see greater publication and performance of these works.  They are modelled on NZSA’s 30-year successful and impactful mentorship and assessment support programmes for writers. NZSA offers two dedicated programmes for Māori writers through Ngā Kaituhi Māori.

Kaituhi Māori Mentor Programme:

Designed for emerging writers who whakapapa Māori to have the opportunity to work closely with an acclaimed writer as their mentor to hone their tuhituhi ability and, in the process, evolve and refine a work toward a publishable state. We welcome applications from kaituhi who write in te reo Māori and/or te reo Pākehā, in the genres of fiction including short fiction, on any topic(s). We welcome kaituhi of all ages – from rangatahi to kaumātua.
 
Over a period of up to six months, this mentorship provides opportunities to discuss ideas and issues – practical and editorial – and benefit from the experience, mōhio and mana of experienced kaituhi Māori to help aspiring kaituhi Māori develop further skills to sustain and strengthen their future career. Modelled on a tuakana-teina relationship, this kaupapa aims to offer a safe and supportive space for emerging kaituhi to develop their craft; gain encouragement and accountability, along with substantive feedback. As well as mentorship, part of this programme is to provide constructive suggestions for the refinement of a work in progress.  
 
There are four (4) mentorships for kaituhi Māori available in 2026.

Kupu Kaitiaki:

This kaupapa is an assessment programme and aims to provide new and emerging kaituhi with valuable feedback from a skilled Kupu Kaitiaki, for the refinement of a part of a manuscript written in te reo Māori or in English. The proposed work can be in the genres of poetry, fiction (excluding plays), short fiction or non-fiction (excluding screenplays and picture books), on any topic(s), of up to 30,000 words. The two selected successful manuscripts will be read by an experienced te reo Māori pūkenga and literary advisor – a Kupu Kaitiaki – who will compile feedback in a brief report. It offers kaituhi an opportunity to further develop style and direction, and receive support for a project in the early stages of development.

The desired outcome is to champion Māori writers and Māori writing and in particular, works by kaituhi Māori in te reo Māori. To apply, kaituhi can send in a piece a 1-2 page synopsis along with a sample (max 5,000 words) of the manuscript they are seeking feedback on. There are two opportunities available in 2026. Assessments of the recipients’ works will begin shortly after selection, and will be completed on/by 30 June 2026.

Applications for these programmes are open from 20 February – 10 April 2026. Applicants will be notified within 4-6 weeks of the result.

Property Market – $40m wiped from property market in Q4, but figures show improvement on last year – RealEstate

Latest data from realestate.co.nz shows that more than $40 million was trimmed from property asking prices across New Zealand in the last quarter of 2025.

In a shift that may signal improving market conditions, the total amount that dropped out of the market was $14 million less than the $55 million slashed in Q4 of 2024 *

In Q4 2025, fewer properties reduced the price of their listing. And of the listings that did drop their price, they did so by slightly less than any other quarter.

*This data reflects the difference between a property’s original asking price when listed on realestate.co.nz and its price at the point of sale or withdrawal. While it doesn’t show the final sale price, it provides a strong signal of how much sellers are adjusting to meet buyer demand.

Is the property market in recovery?

Vanessa Williams, spokesperson for realestate.co.nz, says the latest figures could be an early indicator that the market is beginning to swing in a different direction.

“While $40 million coming out of the market is still significant, fewer vendors reduced the price of their property last quarter than we’ve seen over the two years prior, an indication that the overall amount trimmed from the market in Q4 is a result not of smaller reductions but by fewer properties needing to reduce their price.”

Williams says: “This indicates that sellers may be starting to price more realistically from the outset, and buyer confidence could be slowly returning. It’s not a full recovery yet, but it could be one of the first signs that conditions are beginning to stabilise.”

How much are sellers cutting property asking prices by?

Nationally, vendors who reduced their asking prices in Q4 2025 took an average of $30,065 off each listing.

Regionally, Marlborough recorded the largest average drop, with sellers trimming $50,500 from their original asking prices. Gisborne followed at $49,333, while Northland, Wellington, and Coromandel rounded out the top five with average reductions of $38,479, $37,607, and $35,645, respectively.

Overall, fewer vendors dropped their prices in the final quarter of 2025, with the lowest percentage of price drops occurring in 11 of the 19 regions.

Signs of stabilisation heading into 2026?

The data suggests the intense repricing seen throughout 2025 may be easing.

“The significant amounts we saw slashed from the market in the earlier quarters of 2025 certainly hasn’t continued, which is a sign confidence is slowly returning to the market,” says Williams. “The stability of the OCR in this week’s announcement should also be an encouraging sign that the market may not be too far away from hitting its stride in 2026.”

‘War orphans’ express gratitude to Chinese foster parents

BEIJING, CHINA – Media OutReach Newswire – 21 February 2026 – Organized by the Japanese Repatriates and Japan-China Friendship Association, a delegation of 90 Japanese “war orphans,” along with their descendants and family members, visited Harbin in northeast China’s Heilongjiang Province on September 11, 2025, for a cultural performance. The event served as an opportunity for participants to convey heartfelt gratitude to their Chinese foster parents who raised them, while also promoting messages of peace and historical reflection through their artistic expressions.

The association is dedicated to fostering mutual understanding and friendship between Japan and China. Its mission includes supporting the social welfare of Japanese “war orphans” left behind in China—individuals who endured significant hardship during the post-war turmoil and are still facing various challenges today. The organization also seeks to preserve and transmit the memories of these experiences to younger generations and to deepen bilateral exchanges.

Following Japan’s surrender in 1945, more than 4,000 Japanese children were left behind in China and raised by Chinese families. Now advanced in age, the group has decided to undertake what they call their final “gratitude tour,” which coincides with the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Since 2009, these orphans have been traveling to China every few years to acknowledge the kindness of their Chinese foster parents and other benefactors who supported them.

Sumie Ikeda, 81, head of the association of friendship of repatriates from China, is herself one of the Japanese orphans left behind in China. In an exclusive interview with CNS, she spoke in the fluent northeastern Chinese dialect of her childhood, reminiscing about her upbringing in Heilongjiang. “How could I be Japanese?” she reflected, her early identity obscured by the war’s aftermath. Separated from her biological family as an infant, she was raised in Mudanjiang, Heilongjiang Province. “My foster mother was truly an exceptional Chinese woman,” Ikeda said, noting that memories of her foster mother’s strength continue to sustain her.

A pivotal moment occurred when she was eight and local Chinese authorities identified her Japanese heritage. The words of her foster mother, who insisted “This child is mine,” left an indelible mark on Ikeda. As an adult, her search for biological roots in 1980s Japan ended in hardship and betrayal, leaving her destitute and suicidal until rescued by the Chinese consulate.

“My first life was given by my birth parents; my second by my adoptive parents,” she recounted. “In the most difficult times, it was always the Chinese people who reached out to us.”

Ikeda’s story reflects a broader historical experience. Official Japanese records recognize 2,818 such “war orphans.” Their lives, Ikeda stresses, are a living indictment of the catastrophes caused by war.

Yet, despite their hardships, their enduring sentiment is one of profound gratitude towards China. “Though Japanese by birth, we would not have survived without Chinese people,” Ikeda said.

Their collective narrative delivers a dual message of profound gratitude and solemn warning. It pays tribute to the extraordinary compassion of ordinary Chinese people—a love that chose nurture over vengeance. “We must never let war happen again. Situations like ours must never be repeated,” Ikeda urged.

“We are a group with the dual identity of both perpetrators and victims,” she reflected, a statement that embodies the complex legacy of history, humanity, and a plea for lasting peace.

Statement from Trade and Investment Minister Todd McClay in respect of US Supreme Court Ruling on ‘Liberation Day Tariffs’

The US Supreme Court announcement overnight has the potential to be important for NZ exporters, however considerable uncertainty is likely to remain. 

Our exports have been holding up well in the US market since the Administration imposed a 15 per cent tariff on New Zealand, with evidence that in many cases cost increases are being passed on.

Any reduction in tariffs is welcome news. New Zealand does not believe the 15 per cent tariff imposed on many of our exporters is warranted given the average tariff rate applied to US goods into New Zealand is just 0.3 per cent.

Our Embassy in Washington will engage with their counterparts to get more information so we can continue to work with exporters, however uncertainty around US tariff policy is likely to remain for an extended period of time.

Dolphin carrying dead calf seen in marine sanctuary

A marine tour operator first saw the dolphin on Wednesday this week, and it has been observed several times since by DOC and members of the public.

DOC’s Senior Marine Species Team Advisor Dave Lundquist says while it is heart breaking to see, this is natural dolphin behaviour.

“Because the presumed mother will be under significant stress, everyone should do their best to give the dolphins space,” Dave says. “The pod will be providing all of the support needed.”

“This behaviour has happened in waters around the country before, including in the same area in 2019, and Whangarei in 2011. The cause of the calf’s death is unknown, but it may have been stillborn or died shortly after birth.”

DOC asks anyone who may find the calf after it has been abandoned to call 0800 DOC HOT (0800 362 468) so DOC can take samples from the remains. The dolphin may continue carrying the calf for days or weeks.

The Te Pēwhairangi Marine Mammal Sanctuary rules require all vessels to stay 300 m or more away from marine mammals, including dolphins once observed, and to remain stopped until they are at least that far away. No one is allowed in the water within 300 m of a marine mammal. There is also a 5-knot speed limit in safe zones located around the Sanctuary.

Outside of the sanctuary, DOC asks everyone to follow the rules for sharing our waters with marine mammals.

Bottlenose dolphins are classified as Nationally Vulnerable. The number of dolphins regularly present in the Te Pēwhairangi/Bay of Islands has declined in the past, with high calf mortality rates and high levels of vessel interactions. The Sanctuary was set up to reduce these vessel-based pressures.

Marine mammals like bottlenose dolphins are protected under the Marine Mammals Protection Act 1978.

Katherine, 45, has not contacted her family since yesterday, which is out of character for her.

$3.5m boost to restore fire-damaged Tongariro

The Government is investing $3.5 million in the restoration of 3000-plus hectares of Tongariro National Park destroyed by two major fires last year, Conservation Minister Tama Potaka says.

“Tongariro is a Dual World Heritage site, a taonga, and a cornerstone of the Ruapehu District economy. The fires have damaged biodiversity, disrupted recreation, and affected the livelihoods of families and businesses across Ruapehu District,” Mr Potaka says.

“That is why we are investing $3.5m from the International Visitor Levy (IVL) over five years to fund weed control, pest management and biodiversity monitoring. 

“The IVL ensures visitor revenue goes back into maintaining and improving the places that support local jobs, businesses and communities.”

Ngāti Hikairo ki Tongariro is working alongside DOC to deliver Maunga Ora, a restoration plan based on science, tikanga and mātauranga Māori.

“Recovery is already visible, with native plants pushing through the charred ground. But without sustained weed control and pest management, including managing deer, that regeneration will be at risk,” Mr Potaka says.

“I want to acknowledge the commitment of Ngāti Hikairo ki Tongariro, DOC staff and the wider Ruapehu community who have been working on the ground since the fires. Their partnership is critical to restoring the mauri of this sacred landscape.

“The investment restores ecological resilience while backing the regional economy and people who depend on it.

“Tongariro is our taonga and restoring its mauri is essential. That’s why the Government is working to secure its long-term future.”

The Saskatchewan Minister of Environment has formally approved the Company’s EIS for the shallow, high grade PLS Project. The approval follows technical acceptance of the document in June 2025 and an extensive public review period from July to September this year.

The Environmental Assessment approval is an important regulatory milestone for the PLS Project and a prerequisite for permits and licences issued by provincial and federal authorities leading to construction and operation.

Paladin continues to work closely with the Canadian Nuclear Safety Commission (CNSC) to progress the PLS Project within its licensing process at the federal level. Paladin is advancing the technical detail needed to support the application for a construction licence submitted to the CNSC.

Woman charged over retirement village burglaries

A prolific burglar allegedly targeting a west Auckland retirement village is facing numerous charges in court.

The arrest comes as Police investigate other burglaries at villages across the Auckland region.

Detective Senior Sergeant Ryan Bunting, Waitematā West Area Investigations Manager, says five charges have been laid so far.

“We have been investigating a spree of offending on one day in late January, where five residents were allegedly targeted in their residences,” he says.

“Three residents have been the victims of burglaries with expensive jewellery and cash allegedly stolen.”

Police estimate the offending to be valued at nearly $8,000.

The 60-year-old has been charged with three counts of burglary and two counts of being unlawfully in a building.

She will appear in the Waitākere District Court today.

Detective Senior Sergeant Bunting says following Thursday’s arrest, enquiries are ongoing into recent burglaries reported at other Auckland retirement villages.

Further charges cannot be ruled out, he says.

“It’s unfortunate when vulnerable members of the community are targeted in this matter, and we will oppose the woman’s bail at her court appearance.”

Recent burglaries are a reminder for residents at retirement villages to be cautious.

“It’s important that residents be mindful of people who might be out of place in these villages, and keep an eye out for your neighbours,” Detective Senior Sergeant Bunting says.

“Never let someone inside your unit unless you know who they are or have confirmed their identity with management.

“I’m encouraging families to check in on their loved ones and reiterate this advice.”

Police warn Clutha and Gore farmers: be aware

Southern District Police urge people in rural areas of Clutha and Gore to keep an eye out after reports of multiple burglaries. 

A number of burglaries in the heart of Southland are under investigation. Offenders have targeted fuel and equipment on farming properties in the Clutha and Gore districts. 

Sergeant Tim Coudret, from Southern District Police, urges people to help Police by reporting suspicious behaviour. 

“If you see something, say something. 

“Look around you and let us know if you notice something, or someone, out of the ordinary.” 

Suspicious or illegal activity should be reported by calling 111 immediately if it’s happening now, or via 105 if it’s afterwards. 

“We’ve had an increase in reports of burglaries lately. 

“Update your inventory of farm equipment, including model and serial numbers. 

“Lock up, even if you’re still on the property, and call 111 if you see something happening.” 

Sergeant Coudret says there are crime prevention actions you can take to secure your home and buildings.

He recommends that you keep an eye out, reduce the risk of theft, keep in touch with neighbours and report anything that you find suspicious. 

“If it looks dodgy it probably is dodgy, no matter how minor, we want to know.”

Police have arrested and charged a man today in relation to the death of Dax Holland, after his body was found at Wharepai Domain on Saturday 14 February.

The 24-year-old has been charged with murder and is due to appear in Tauranga District Court tomorrow [21 February].

Police still want to hear from anyone who may have seen any unusual or suspicious behaviour around the Wharepai Domain before to 2pm on Saturday 14 February.

Ship upgrade to improve coastal resilience in disasters

New Zealand’s ability to support communities following natural disasters and other major emergencies will be improved by an investment into a key coastal bulk ship upgrade, Associate Transport Minister James Meager says.

The Rangitata, which was vital in delivering disaster relief after Cyclone Gabrielle, will receive $3 million from the Coastal Shipping Resilience Fund to improve its ability to carry different types of cargo across a wider range of ports.

“The ship was a major asset for Gisborne and Napier, carrying containers between the two when major road links were washed out. This summer’s tragic storms have again underscored how important this infrastructure is,” Mr Meager says.

“When land routes fail, coastal shipping becomes critical for making sure fuel, building materials and other vital supplies can still get to those in need.”

The investment will fund a material handler for the ship, a piece of deck-mounted machinery that can load and unload bulk cargo, to be operational by the end of 2026.

“This will mean the Rangitata can transport a wider range of bulk items and operate without relying on port-side cranes and infrastructure, facilities which may not be usable after a significant event,” Mr Meager says.

“The ship can access smaller ports which are particularly vulnerable during natural disasters, including those where road and rail connections can be cut-off for long periods. It can deliver bulk supplies directly to communities which may have been isolated for days.

“Another key advantage is the material handler is powered directly from the ship, rather than from land, so it remains available wherever the vessel is deployed.

“We are a Government dedicated to fixing the basics, delivering results, and building the future. That’s exactly what this investment does. It will strengthen our country’s resilience and improve our ability to bounce back from devastating natural events.”

Government supports Falls Dam planning work

The Government is investing in the future resilience of Central Otago’s primary industries with a $2 million Regional Infrastructure Fund (RIF) loan to support pre‑construction work on the proposed replacement of Falls Dam near St Bathans.

Associate Regional Development Minister Mark Patterson says the funding will enable work on assessing options for replacing the 90-year-old dam.

“Falls Dam is a critical piece of regional water infrastructure, supporting around 8,000 hectares of productive land across horticulture, viticulture, and sheep and beef farming,” Mr Patterson says.

“The dam is nearing the end of its life and is already failing to deliver enough irrigation during dry years. This pre‑construction programme will ensure the region has the information it needs to plan for a secure and sustainable water future.”

The loan recipient, Manuherikia River Limited (MRL), will use the funding to confirm regulatory requirements, consenting, engineering and detailed design, procurement, construction costs, and financing options. MRL will contribute $2 million in co-funding towards the pre‑construction programme.

“A reliable water supply is fundamental to Central Otago’s economic resilience. A new Falls Dam would provide dependable water for farms and rural communities, improve our climate resilience by storing winter and spring flows, and support farm conversions to higher‑value land uses like horticulture and viticulture,” Mr Patterson says.

“I look forward to seeing the outcome of this pre-construction programme, which all going to plan will set the region on a strong path for the future,” Mr Patterson says.

The pre‑construction phase is expected to take around two years to complete.
