Attribute to West Coast Area Investigations Manager, Acting Detective Senior Sergeant Brent Lyford: 

Police are appealing for information following an unprovoked assault at an address in Greymouth on the weekend.

On Saturday 21 February, around 11.15pm, Police received a report that man had entered an address on Reid Street, Blaketown and assaulted one of the occupants, before being confronted by another occupant and leaving.

The assault victim sustained minor injuries, and the pair are understandably very shaken by the incident.

Police have conducted initial enquiries, including assessing available CCTV footage, but have been unable to identify the offender and are now seeking the public’s assistance.

The man is described to be in his 40s, Caucasian, and of medium build. He was reported to be wearing a black short sleeved rugby-type top and long pants. He has dark short hair, and his face appeared to be dirty.

The home occupants also describe the man to be disoriented and seemed under the influence.

Police are asking for anyone that has seen a man matching this description, or any suspicious behaviour, in the Reid Street or immediate areas on Saturday 21 February. Alternatively, if this was you, please get in touch.

NZ-funded chatbot to support Ukrainian children’s mental health after four years of war – World Vision

This week as Ukraine marks the grim anniversary of four years of war and a growing mental health crisis, World Vision New Zealand is funding a digital chatbot to help caregivers support children living through conflict.

Four years of armed combat, bombings, and death have scarred children and nearly 85% of households report psychosocial distress among children, with nearly one-third of under-fives showing visible signs of anxiety and trauma [i]

World Vision New Zealand Acting Head of Fragile and Developing Contexts, Andy Robinson, says the impact of the war on children will last generations.

“Children in Ukraine are growing up feeling unsafe and scared.  Many have been separated from their fathers, and many will have witnessed death and violence at close quarters.

“We’re seeing high levels of post-traumatic stress disorder, anxiety, depression and other mental health issues.  Professional mental health services are limited and families are overwhelmed.   World Vision hopes that this digital chatbot will give parents practical ways to support their children’s mental health and wellbeing right now,” he says.

The Parenting in Crisis Chatbot, locally named Batkivska Opora, is a digital tool that provides Ukrainian caregivers with evidence-based guidance on child protection, psychosocial support, and positive parenting amid the ongoing war.

In partnership with Parenting for Lifelong Health, it delivers practical, culturally-adapted guidance via messaging platforms using text, audio, illustrations, and short videos, and provides strategies for stress management, positive parenting, and child protection.

Its flexible, low-bandwidth format ensures access, even in remote or low-connectivity areas.

“This is not a replacement for professional care, but it will help parents who are already struggling with displacement, lost jobs, reduced income, and ongoing security concerns who tell us that they don’t have the resources to support their children effectively,” Robinson says.

A recent World Vision report found that access to protection and mental health services was extremely limited in Ukraine with only 28% of households reporting that they are able to access services from NGOs or UN agencies, leaving 72% without child protection or mental health support at a time of heightened vulnerability.[ii]

The chatbot will initially be trialled with around 500 parents before being scaled-up to reach thousands and complements World Vision’s other work to support children and families in Ukraine. 

World Vision’s Ukraine Response Director, Arman Grigoryan, says children and families are currently suffering not only the perils of war, but of an extremely cold winter.

“Winter intensified the risk facing children.  It compounds learning loss, emotional distress, and protection concerns all at once.  When power cuts disrupt schooling and displacement interrupts in-person education, children suffer and lose stability.  Children and families in Ukraine need extra support in winter – it is a life-saving intervention,” he says.

More than half of families report disruption to their children’s education. A quarter of children are unable to attend school due to unsafe conditions, and a third cannot access online learning because of power outages.[iii]

Move-on orders build on progress in Auckland CBD

New move-on powers for Police, announced today, are a key part of the Government’s action plan to create a thriving Auckland city centre, Auckland Minister Simeon Brown says.

“Move-on orders give Police an important tool to address antisocial behaviour that makes people feel unsafe. When people are intimidating others, blocking doorways, or engaging in threatening behaviour, Police need the ability to act.

“These powers build on the work already underway through our city centre action plan announced last year and will help restore confidence that Auckland’s CBD is a safe, welcoming, and vibrant place for families, workers and visitors.

“Auckland’s city centre is a vital part of New Zealand’s economy, contributing around 8 percent of our GDP and serving as the gateway to our tourism sector. Ensuring the CBD is safe and welcoming for those who live, work, and visit is essential.”

The city centre action plan is already seeing good progress in making the city centre safer and more welcoming. 

  • 146 people have been placed into housing through our Housing First initiative by the end of January – up from 33 when the plan was announced in November last year.
  • Crime victimisations have fallen from 1,010 in January 2024 to 638 in December 2025, with a new Police Station opened in the CBD last year and Police increasingly on the beat.

“Our approach balances support with accountability. We’re helping those who need housing and mental health services, while taking firm action against behaviour that intimidates others.

“Auckland Council has also made good progress improving city centre safety, including redesigning Pocket Park to reduce anti-social behaviour, and ensuring street lighting and cameras cross the CBD are operational to support Police.

“Our city centre has never been more important. The International Convention Centre has recently opened, the City Rail Link opens this year, and cruise ships are bringing thousands of visitors into Auckland. 

“I want to thank everyone who has contributed to the progress we’ve seen so far – from frontline Police and outreach workers to council staff and community groups. Property Market – $40m wiped from property market in Q4, but figures show improvement on last year – RealEstate

  • 1,374 listings recorded a price drop in Q4 2025, the lowest number in two years
  • Only 3% of all listings were reduced, the lowest portion in two years 
  • $41,309,345 million was the total value of price reductions, the lowest total price drop in a quarter
  • Stable OCR could be first sign of a property market recovery in 2026.

Latest data from realestate.co.nz shows that more than $40 million was trimmed from property asking prices across New Zealand in the last quarter of 2025.

In a shift that may signal improving market conditions, the total amount that dropped out of the market was $14 million less than the $55 million slashed in Q4 of 2024 *

In Q4 2025, fewer properties reduced the price of their listing. And of the listings that did drop their price, they did so by slightly less than any other quarter.

*This data reflects the difference between a property’s original asking price when listed on realestate.co.nz and its price at the point of sale or withdrawal. While it doesn’t show the final sale price, it provides a strong signal of how much sellers are adjusting to meet buyer demand.

Is the property market in recovery?

Vanessa Williams, spokesperson for realestate.co.nz, says the latest figures could be an early indicator that the market is beginning to swing in a different direction.

“While $40 million coming out of the market is still significant, fewer vendors reduced the price of their property last quarter than we’ve seen over the two years prior, an indication that the overall amount trimmed from the market in Q4 is a result not of smaller reductions but by fewer properties needing to reduce their price.”

Williams says: “This indicates that sellers may be starting to price more realistically from the outset, and buyer confidence could be slowly returning. It’s not a full recovery yet, but it could be one of the first signs that conditions are beginning to stabilise.”

How much are sellers cutting property asking prices by?

Nationally, vendors who reduced their asking prices in Q4 2025 took an average of $30,065 off each listing.

Regionally, Marlborough recorded the largest average drop, with sellers trimming $50,500 from their original asking prices. Gisborne followed at $49,333, while Northland, Wellington, and Coromandel rounded out the top five with average reductions of $38,479, $37,607, and $35,645, respectively.

Overall, fewer vendors dropped their prices in the final quarter of 2025, with the lowest percentage of price drops occurring in 11 of the 19 regions.

Signs of stabilisation heading into 2026?

The data suggests the intense repricing seen throughout 2025 may be easing.

“The significant amounts we saw slashed from the market in the earlier quarters of 2025 certainly hasn’t continued, which is a sign confidence is slowly returning to the market,” says Williams. “The stability of the OCR in this week’s announcement should also be an encouraging sign that the market may not be too far away from hitting its stride in 2026.”

A one-sided rivalry is still a rivalry.

That is the opinion of the Auckland FC players and coach ahead of the sixth New Zealand A-League derby between the Wellington Phoenix and Auckland.

Auckland have won all five previous derby matches, including the two games this season.

In December Auckland won 3-1 at home and a month earlier Auckland had won 2-1 in Wellington.

Across all derbies there is an average of 3.8 goals a game and only one clean sheet in the first game played back in November 2024.

Injuries and unavailability have hit both teams and prevented two of the competition’s leading goal-scorers going head-to-head on Saturday.

One of the Phoenix’s key signings Sarpreet Singh will not play in his first derby after his return to the A-League club was cut short after picking up a long-term injury in his first game back in seven years.

Despite Singh’s absence there are still All Whites in both sides hoping to get on the plane to the Football World Cup in June and to use the match-ups against their national team team mates to impress All Whites coach Darren Bazeley.

Auckland are sitting in second on the A-League ladder coming off a 1-all draw to Sydney FC on Tuesday night.

The Black Knights are trying to move on from a start to the calendar year which included three losses, two draws and a win in January.

The Phoenix are 10th following a 2-all draw with Central Coast Mariners in the last round.

Last month Wellington had two wins, two draws and a loss.

By the numbers

Across the season the Phoenix have lost more times than they have won at home this season – three wins, four losses.

Whereas Auckland have won more times on the road than they have lost – four wins, two losses.

In derby games, the Phoenix have scored four goals compared to Auckland’s 15.

This season Phoenix have had 11 different goal-scorers, while Auckland have had six different players find the back of the net.

All Whites defender Nando Pijnaker said Auckland’s dominance put a bit of a burden the players.

“I’ve never really been a part of something like this where we’ve won so many times in a row so it’s interesting. Every game that goes by that we win I guess puts a little bit more pressure on you because you want to keep winning and you want to make this the normality which I don’t think it is, but we’re really confident.”

Auckland FC coach Steve Corica said despite winning five out of five it was still a rivalry with the Phoenix.

“We don’t want to get carried away with that, we want to continue winning obviously we want to make it six from six in the first two years but we know it’s going to be a tough game. I think they’re playing some good football we’re going to have to be on our game definitely need to perform well, we need three points as badly as they do.”

Wellington Phoenix coach Giancarlo Italiano said he felt good heading into the derby despite the record.

“I must have smashed a couple of mirrors somewhere because the amount of bad luck we’ve had over the last couple of seasons, especially in the derbies, we haven’t had things go for us but I feel like we’re due for one.”

Another All Whites defender Bill Tuiloma will play in his first New Zealand derby after joining the Phoenix at the start of the year and said there was a “determination” to get the first win over Auckland.

“I’m just fired up and I’m excited… you could see it that I’m playing against my home team from where I’m from but I’m very excited, the whole team’s pumped for it.”

Police warn Clutha and Gore farmers: be aware

Southern District Police urge people in rural areas of Clutha and Gore to keep an eye out after reports of multiple burglaries. 

A number of burglaries in the heart of Southland are under investigation. Offenders have targeted fuel and equipment on farming properties in the Clutha and Gore districts. 

Sergeant Tim Coudret, from Southern District Police, urges people to help Police by reporting suspicious behaviour. 

“If you see something, say something. 

“Look around you and let us know if you notice something, or someone, out of the ordinary.” 

Suspicious or illegal activity should be reported by calling 111 immediately if it’s happening now, or via 105 if it’s afterwards. 

“We’ve had an increase in reports of burglaries lately. 

“Update your inventory of farm equipment, including model and serial numbers. 

“Lock up, even if you’re still on the property, and call 111 if you see something happening.” 

Sergeant Coudret says there are crime prevention actions you can take to secure your home and buildings.

He recommends that you keep an eye out, reduce the risk of theft, keep in touch with neighbours and report anything that you find suspicious. 

“If it looks dodgy it probably is dodgy, no matter how minor, we want to know.”

Construction begin on ‘rapid-build’ ward for Nelson Hospital

Construction has begun on a temporary 28-bed inpatient ward at Nelson Hospital.

Health Minister Simeon Brown said the ward would ease pressure on beds and improve patient flow while Nelson’s permanent inpatient building is completed.

The Nelson ward is one of five rapid‑build wards being built nationwide through the government’s accelerated hospital wards programme.

Brown previously told RNZ the temporary wards had a life span of 50 years and could be transported for use at other hospitals in the future.

“These rapid‑build wards can be delivered more quickly and at lower cost than traditional builds, enabling us to expand hospital capacity where demand is greatest. Off‑site construction allows faster delivery, better cost control, reduced disruption for hospitals, and earlier benefits for patients and staff,” he said.

A major redevelopment of the hospital announced last year will cost $500 million and take four years to complete.

The project includes a new five-storey inpatient unit with 128 beds, adding 41 beds to the hospital’s current numbers. The hospital’s existing buildings will be refurbished and seismically upgraded.

Brown said the new ward would strengthen services across Nelson Marlborough to help people access care close to home.

“Investing in modern, purpose‑built infrastructure is about supporting better care and ensuring patients remain at the centre of every decision,” he said.

The temporary ward will allow services to be relocated while the major redevelopment of the hospital gets underway.

The unit will be built off site and is expected to open later this year.

Successful fruit fly response in Mt Roskill a credit to community

New Zealand is once again free of Queensland fruit fly, following a swift biosecurity response in the Auckland suburb of Mt Roskill, says Biosecurity Minister Andrew Hoggard. 

Biosecurity New Zealand has lifted controls on the movement of fruit and vegetables in the area. No further evidence of the pest has been found since the discovery of a single male Queensland fruit fly in a surveillance trap in the suburb in early January.

“This is great news for all New Zealanders, and particularly for our horticulture industry, which would have been significantly impacted by the establishment of a Queensland fruit fly population here,” says Mr Hoggard.

“Allowing fruit fly to become established would have hammered New Zealand’s horticulture industry just as it is hitting record export returns. The industry is projected to export $9.2 billion worth of produce a year by 2026, while Kiwifruit alone returned $4.1 billion in the year to July 2025. I’m pleased that our growers can continue to thrive without having to worry about fighting this pest.”

Biosecurity New Zealand, with the help of communities and sector partners, has successfully stamped out 15 fruit fly incursions since 1996. 

“This success shows our multi-layered biosecurity system working. This includes treatment of fruit before it arrives in New Zealand, checks at the border at airports and import facilities, and surveillance trapping to catch any flies that slip through with passengers or on imported goods,” says Mr Hoggard. 

“The Biosecurity New Zealand team put in a great effort, and I commend them for their hard work over the past six weeks.”

The successful eradication of this pest wouldn’t have been possible without the cooperation and support of the local community, local businesses, and sector groups.  

“The way residents and local businesses have engaged with this response has been a terrific display of community spirit. Their efforts to follow the restrictions has protected our horticultural sector and our home gardens,” says Mr Hoggard.

WorkSafe launches investigation into Mount Maunganui landslide

WorkSafe New Zealand has now officially begun an investigation into work health and safety at Mount Maunganui Beachside Holiday Park in the lead up to the landslide on January 22.

It follows completion of the recovery operation by Police on 1 February.

“We have taken time to be clear about what sits within our remit. Our investigation will focus on work‑related matters prior to the landslide,” says WorkSafe’s central regional manager, Nigel Formosa.

WorkSafe will establish whether there has been a breach of the Health and Safety at Work Act 2015 by businesses and organisations related to the operation of the holiday park. This will include engaging technical experts and gathering information from a range of sources.

“Our team is focused on understanding the decisions and circumstances that shaped the work environment at the holiday park before the landslide. We’re committed to carrying out a careful, methodical investigation that stays grounded in evidence and the requirements of the Health and Safety at Work Act 2015, for the victims and their whānau. This will take time, but it’s important we complete a thorough investigation,” says Nigel Formosa.

WorkSafe has already started to engage with Tauranga City Council as the operator of the holiday park. The roles of other parties will also be considered in the coming months.

This health and safety investigation is independent from both the Government inquiry and Tauranga City Council’s external review which have recently been initiated.

WorkSafe investigations can take up to 12 months from the date of an incident. Given the amount of information and technical expertise involved, we expect this investigation to take a full year.

Work begins on new inpatient ward at Nelson Hospital

Construction is now underway on a rapid‑build inpatient ward at Nelson Hospital, Health Minister Simeon Brown says.

“The 28‑bed ward will allow services to be relocated while major redevelopment work progresses at Nelson Hospital, including seismic strengthening of existing buildings,” Mr Brown says.

The project involves around four months of off‑site construction alongside approximately six months of on‑site works.

“Running these stages in parallel accelerates delivery, maintains high quality standards, and limits disruption to daily hospital operations.

“Once operational, the ward will boost inpatient capacity, easing current bed pressures and improving patient flow while Nelson’s permanent inpatient building is completed.”

The Nelson ward is the next step in the rollout of five rapid‑build wards being delivered nationwide through the Government’s accelerated hospital wards programme. With Hawke’s Bay already underway, the programme is focused on quickly increasing inpatient capacity and improving patient flow, supported by a $90 million Budget 2025 allocation that will add 140 new beds across key hospitals next year.

“These rapid‑build wards can be delivered more quickly and at lower cost than traditional builds, enabling us to expand hospital capacity where demand is greatest. IEA Declaration strengthens international co-operation on critical minerals

New Zealand has joined international leaders at the 2026 International Energy Agency Ministerial meeting in committing to strengthen global co-operation on critical minerals to strengthen long‑term energy security. 

Energy Minister Simon Watts, who has been at the ministerial meeting in Paris this week, joined 32 member countries in endorsing a Declaration supporting the work of the International Energy Agency (IEA) on critical minerals security. The Declaration recognises that critical minerals are essential to the clean energy transition and that access to them is increasingly important for global supply chains. 

“New Zealand is already an active member of the IEA’s Critical Minerals Security Programme, which focuses on security of supply, market transparency, sustainable and responsible sourcing, reliable data, and innovation,” Mr Watts says.

“Today’s Declaration recognises the strategic importance of these minerals for energy security and calls for timely, focused action—from short‑term preparedness to accelerating strategic projects that diversify refining and processing.” 

New Zealand is well‑positioned to become a credible and reliable contributor to international supply chains as global demand rises and the need for a secure supply of critical minerals grows. Occurrences of minerals such as antimony, lithium, rare earth elements and vanadium—all increasingly vital to global clean‑technology systems—highlight clear opportunities for responsible development and investment.

Resources Minister Shane Jones says these resources need to be recognised as strategic assets for New Zealand’s economic resilience and international partnerships.

“In addition to our mineral endowment, we have innovative technology companies developing ways to extract critical minerals from by‑products of existing operations, low‑impact recovery, and supporting the circular economy,” Mr Jones says. 

“Investing in the responsible development of these minerals means more high‑skilled jobs, greater self‑reliance, stronger national resilience, and opportunities to build new capability, technology, and infrastructure here at home.

“Internationally, there is clear demand for stable, transparent, and responsible suppliers—a role New Zealand is well placed to play given our strong environmental, social and governance standards and trusted relationships with global partners. We stand with our IEA partners in supporting secure, resilient critical‑mineral supply chains—and in using our endowment to be part of the solution.” 

The Declaration directs the IEA Secretariat to expand and strengthen its work in several key areas, including:

Enhancing secure data collection and market monitoring across a broad suite of strategic minerals.
Providing rapid assessments of major market developments and potential supply disruptions.
Supporting members to coordinate responses to export restrictions and other shocks, including through secure information‑sharing.
Assisting countries that choose to establish or expand critical mineral stockpiles.
Organising regular emergency preparedness exercises.
Expanding the Critical Minerals Information Dashboard to help members identify diversification opportunities.
Accelerating innovation in recycling, recovery and substitution technologies.
Deepening collaboration with governments, industry, financial institutions and international partners to improve transparency and mobilise investment.

Wellington resident horrified after raw sewage ‘exploded’ from his toilet

A Wellington resident living near Moa Point says sewage “exploded” out of his toilet on Thursday morning.

Ed, a Miramar resident who doesn’t want his surname used, told RNZ it happened while Wellington Water staff were working on his street.

“I’d heard some gurgling in the pipe system, and as I opened the door to the bathroom, a little fountain of raw sewage was exploding out of our toilet, so much so it was reaching the ceiling,” he said.

“It’s covered every surface in our bathroom, just particles of raw sewage everywhere.”

He said it had rendered the bathroom unusable, and the smell made it difficult to be in his home.

“Particles of poop everywhere… it’s soaked into the towels, it’s on everything on the walls, our toilet itself is in a state.”

“I feel disgusting, because the house stinks of poop. It’s given me a bit of a headache.”

Ed said that he immediately rang his neighbour and heard that the same thing had happened to them.

He said they encountered the workers on their street and saw that several other residents had been out to speak with them as well.

The workers gave Ed a phone number and a reference for a cleaning job, but he said neither number worked.

His attempts to contact the council also didn’t seem successful.

However, cleaners came to fix his place up last night.

Ed’s home is roughly two kilometres away from the Moa Point Wastewater Treatment Plant.

Wellington Water and Wellington City Council have been contacted for a response.

Owner of half-finished Auckland apartment project faces removal from Companies Register

The company behind a half-finished apartment block in Auckland’s Epsom is in the process of being removed from the Companies Register – while a neighbour is still waiting to be paid $30,000.

Work on the Epsom Central Apartments Project halted six years ago, after Auckland Council found it had not complied with building consent.

The original partnership, Epsom Central Apartments LP, was put into receivership in 2022, and purchased by Xiao Liu – the director at the time of a company named Reeheng Limited – in September 2023.

In September 2024, RNZ spoke to community members and business owners who described the building as a “blight on the Epsom landscape“, which at one point attracted rats and squatters.

Forest Tan owns Just Laptops next door and was awarded $30,000 by the Disputes Tribunal after ageing concrete collapsed and blocked his driveway. But he’s worried he may never see this money if the company is removed.

According to the Companies Register, Reeheng Ltd was overdue in filing an annual return and the Registrar of Companies had initiated action to remove it.

Anyone who wanted to reject the removal was given a deadline of February 18 to do so – which had now passed.

Tan said he worried once the company was removed from the register, the money owing to him would become unenforceable.

“I haven’t received compensation from Reeheng Ltd despite the tribunal order. It’s deeply concerning to me to see this.”

Tan said he had been in touch with debt collection agency Baycorp, who indicated to him if the company was removed from the register there wouldn’t be much that could be done.

In the last few months Tan demolished his business which sat directly beside the apartment block and had plans to rebuild.

If Reeheng Ltd ceased to exist he worried what the future of the building would be and how much longer it would stay in its current state.

According to the Treasury website, a property would go to the Crown if a company was removed from the register.

If someone wanted to deal with the property the company could be restored or an application could be made to the High Court for an order giving the property to an applicant.

MBIE’s acting national manager of business registries Vanessa Cook said if a company was removed from the register it effectively ceased to legally exist.

It did not however, extinguish any debts or obligations owed by the company.

She said a creditor could apply to have the company restored on the register and if it had been, enforcement could continue. This was the main pathway for any money owed.

Not filing annual returns was the most common ground for removal, she said.

“The registrar cannot comment on whether companies purposefully seek to remove themselves from the register to avoid obligations. However, failing to meet company obligations is an offence, and removal is not a mechanism to avoid paying debts.”

In Tan’s case, Cook said if a tribunal order had not been complied with the next steps for enforcement sat with the Ministry of Justice.

Tan had submitted an objection to the removal of the company from the register.

Reeheng Ltd were approached by RNZ for comment. The company’s lawyers said they had not received instructions from the company for several months.

What dog control laws say about fatal attacks – and what people want to change

Explainer – A Northland woman was killed by a dog this week, the latest in a series of fatalities. What exactly are the laws around animal control?

Here’s where dangerous dog regulations stand in New Zealand, and what people are saying needs changing.

Mihiata Te Rore, 62, was killed by dogs while visiting a home in the Northland town of Kaihu this week.

There had been multiple complaints about the dogs in this week’s attack, Kaipara District Council said, and staff had visited the property at least four times.

“For far too long we have been warning regulators that New Zealand’s current approach to dog control is not fit for purpose,” the SPCA’s chief scientific officer Dr Arnja Dale said. “Our thoughts are with the woman’s whānau and the wider community during this incredibly heartbreaking time.”

The 1996 Dog Control Act lays out the rules for dog owners, but many advocacy groups have said it’s long overdue for a revamp.

It includes provisions for registration, leash laws, and what owners must do to control and care for their pets.

  • The act sets out how dogs can be classified as menacing or dangerous, seized and impounded, and infringement offences and fees. People can also be disqualified from owning dogs for certain offences.

    However, local councils and authorities are responsible for actually enforcing many of these laws.

    “Dog owners are responsible for their dogs – they have a legal responsibility to look after and control their animals – but we also acknowledge that council’s animal control plays an important role in managing risks in the community,” the Kaipara District Council said in a statement after this week’s fatal attack.

    “We really need an urgent, substantive and evidence-based review of the Dog Control Act, which is 30 years old and hopelessly out of date,” SPCA senior science officer Alison Vaughan told RNZ’s Morning Report.

    The Auckland Council has also called for major changes to the act, saying the dog problem is out of control in many areas.

    “We’ve got children being attacked, people being attacked, animals being attacked,” Auckland Council animal management manager Elly Waitoa told RNZ last year. “Children can’t go to school, because they’re being terrorised by aggressive dogs.”

    Local Government Minister Simon Watts has said he is looking how the central government can respond, but no reforms to the Dog Control Act have yet been announced.

    “This is a serious issue, and I agree that action is needed,” he told RNZ this week.

    “As Minister of Local Government, I am responsible for the Dog Control Act. I have sought advice on all available options, in addition to the work that is already being completed.”

    What exactly is a dangerous dog?

    Dangerous dogs are classified if they’re a “threat to the safety of any person, stock, poultry, domestic animal or protected wildlife,” according to the act, or if their owners are convicted of an offence involving the dog attacking.

    If a dog is classified as dangerous, they must be kept in a secure fenced area, cannot be in public without being muzzled and controlled on a leash, and they must be neutered. You’ll also pay higher registration fees for owning a dangerous dog.

    Menacing dogs are considered to be dogs that may pose a particular threat. Certain breeds of dogs, such as American pit bulls, are automatically considered menacing and are banned or heavily restricted from being allowed in New Zealand.

    What are the penalties for dog attacks?

    The owner of a dog that causes serious injury is liable on conviction to imprisonment for a term not exceeding three years or a fine not exceeding $20,000. The court will also order the dog destroyed upon the owner’s conviction unless there are exceptional circumstances.

    For less serious attacks, the Dog Control Act also lays out fines not exceeding $3000 and liability for damage.

    Dog owners have been held accountable for attacks.

    This week, The Post reported that an Auckland woman whose leashed dog pulled away from her teenage son and attacked a 70-year-old woman was convicted for owning a dog that caused serious injury. She was sentenced to 70 hours of community work and to pay $500 emotional harm reparation to the victim.

    And last year, a Northland man was jailed for manslaughter after his dogs killed Neville Thomson in 2022 – a New Zealand first.

    Abel Jaye Wira was found guilty by a jury and sentenced to three years and six months in jail. Wira’s dogs were described as aggressive, uncontrollable and dangerous.

    Wira was first charged with being the owner of a dog that caused injury or death, and then several months later the charge was upgraded to manslaughter, the first such case in New Zealand’s history.

    “The community cannot underestimate what can arise when dog owners majorly depart from their responsibilities,” Judge Andrew Becroft said during sentencing.

    The Kaihu death this week remains under investigation.

    So what’s not working?

    Local governments lack consistency in how they respond to dog attacks and central government needs to take a stronger hand, the SPCA’s Vaughan said.

    “What we really need right now is leadership from central government so we can get standardised national guidelines, so we can get more funding to address desexing of menacing and roaming dogs, because right now this population is continuing to grow.”

    She said Dog Control Act reform needs to look at measures such as increased desexing and subsidies for those who can’t afford the costs, addressing irresponsible breeding and more public education.

    The SPCA also seeks standardised national guidelines for councils on actions to take following a dog bite incident.

    Auckland Council has also pressured the government to give councils more power to deal with dog attacks.

    It’s calling for measures such as mandatory reporting of dog attacks from hospitals and medical clinics, introducing fencing requirements, allowing councils to set their own desexing policies, and improving councils’ abilities to detain dogs following an attack. 

    “The changes we are proposing make good common sense and would greatly improve our ability to protect Aucklanders from dog-related harm,” Auckland Council general manager of licensing and compliance Robert Irvine said in launching the campaign last year. “They would not affect the majority of dog owners who we know are responsible.”

    Auckland’s council said last July that within the past year it received 16,739 reports of roaming dogs, 1341 reports of dog attacks on people and 1523 reports of attacks on other animals.

    In Northland, where dog problems are chronic, statistics from the Kaipara District Council showed the number of dogs impounded by the council more than doubled over the four years from 2021 to 2025.

    In the period from July 2022 to July 2025, there were 174 call-outs for dog attacks, but only one person was prosecuted in the same period.

    “We cannot afford to wait for another tragedy before meaningful reform is undertaken,” the SPCA’s Dale said.

    What’s the government doing about it?

    In an interview with RNZ’s Checkpoint earlier this month before the latest fatal attack, Watts said he understood frustration over uncontrolled dogs.

    “Roaming dogs without doubt is a growing concern for many communities and I share their frustration …. communities deserve to feel safe in their own neighbourhoods.”

    On the current legislation, Watts said, “It is an old act and a lot of the feedback coming back from councils is that they are wanting to see amendments and changes.

    “We’re a busy government and we’ve got a significant amount of work underway in the Local Government portfolio … overhauling the Dog Control Act is not something that we have capacity for this term but we are working through right now.”

    Watts said with the time left before November’s election, “passing laws in that timeline is unlikely”.

    “To date my focus has been on non-legislative options that can assist councils more quickly, and that work will continue,” Watts told RNZ this week.

    Watts said that among those interventions were improving the quality and consistency of national dog-related data, working with the local government sector to refresh and improve dog control enforcement guidelines and creating updated guidelines, which are expected to be issued by the beginning of the third quarter of 2026.

    What are other politicians saying?

    NZ First leader Winston Peters told NZME that dog attacks like the Kaihu incident were “facilitating murder” and manslaughter charges should be considered, while Prime Minister Christopher Luxon has called Te Rore’s death “unacceptable”.

    In an interview with Morning Report earlier this week, Northland MP and cabinet minister Shane Jones called for “severe” punishment.

    “Not only is the law not fit for purpose, we’re not being honest that there are packs of homicidal dogs and feral owners scattered around Northland. I think it’s time we had a very severe level of punishment.

    “When I grew up in Awanui if there were wild and dangerous dogs around, my father’s generation just shot them. That was the end of that problem.”

    However, the SPCA’s Vaughan said culling wild dogs would not stop the bigger issue.

    “We do know from overseas examples that indiscriminate culling of roaming dogs doesn’t find a sustainable solution, so it may reduce numbers temporarily, but if we don’t address the irresponsible breeding and roaming, we will see population quickly rebound.”

    Just how worried are people about dog attacks?

    This week’s fatal attack unleashed a stream of testimonials to RNZ from other people who are complaining about wild dogs.

    “We have been complaining for years about these wandering frigging dogs,” one person wrote about the Kaipara District attack.

    There have been several accounts of people afraid to go for walks without weapons.

    “I now go for walks with a brick in my hand and will not hesitate to kill one,” one person wrote on Reddit after claiming an unleashed dog killed their cat.

    Another RNZ reader wrote in to say they have complained to their local council numerous times and “have seen dogs and people attacked and injured, provided video and photographic evidence, witnesses, you name it… and we’re still waiting for action”.

    “All we get are lame, pro-forma excuses, while the local emergency vets tell us these sort of incidents are happening on a weekly basis.”

    One local at the scene of the fatal attack in Kaihu this week told an RNZ reporter that Mihiata Te Rore’s death should never have happened.

    “There were so many warnings before that happened and nothing had been done,” he said.

    Three men arrested after several hurt in gang-related robbery in Christchurch

    Three men have been arrested after four people were injured during a gang-related robbery at a home in Christchurch.

    Emergency services were called to an address on Hoani Street in Northcote at about 9.30pm on Wednesday.

    Police cars, vans and mobile units crowded into the quiet Papanui street. Armed scene guards stood at the first of several cordoned areas, with a large tent visible beyond several strings of police tape.

    One person was in a critical condition, and another suffered serious injuries. The two other people were in a moderate condition.

    Detective Inspector Nicola Reeves said the robbery was a gang-related incident and was targeted towards parties at this address. Police also believed a gun was shot during the robbery.

    RNZ understood the incident was believed to involve members of rival gangs Black Power and Mongrel Mob.

    Superintendent Tony Hill said in an update on Friday morning that three men had been arrested.

    The men, aged 19, 31 and 40, have been charged with aggravated wounding and aggravated robbery. Two of the men are due to appear in the Christchurch District Court today, and the 40-year-old is due to appear in Dunedin.

    Police are not seeking anyone else in relation to the incident, Hill said.

    “This was a coordinated effort focused on one clear outcome: holding those responsible to account and protecting our community,” Hill said.

    “We will not tolerate this type of offending. If you choose to commit serious violence, we will act swiftly.

    “Incidents like this understandably concern people. Please be reassured this was a contained incident, and there is no ongoing risk.”

    He said residents can expect to see police at the Hoani Street address again on Friday as a scene examination continues.

    Writing an adoption memoir helped Sue Watson find Cynthia

    “I just want to smell you. You’re so beautiful,” were the first words Sue Watson heard when she met her birth mother ‘Lizzy’.

    Watson had always known she was adopted. She grew up as part of a happy family in West Auckland.

    It wasn’t until she was in her 20s, in the 1980s, that she got a letter from her birth mother asking to meet, she told RNZ’s Nine to Noon.

    18-year-old Kishan Patel fatally crushed by car while changing oil, coroner finds

    A coroner says the accidental death of a teenager while repairing his car highlights the risks associated with undertaking vehicle maintenance beneath a raised vehicle without appropriate safety precautions.

    Eighteen-year-old Kishan Atit Patel went to his neighbour’s home on 25 September 2025 to borrow a jack and other tools to change the oil in his car.

    “It appears that Kishan was accustomed to repairing his own car,” Coroner Ian Telford said in his report.

    “The neighbour advises that he also provided advice about the appropriate equipment required to jack the vehicle safely before Kishan left.”

    Patel was found later that afternoon by a friend who had gone around to see him after not being able to contact him on his cellphone.

    “He found Kishan under the car, with the car on top of him,” the report said.

    “After jacking the car up, he raised the alarm, although he was relatively certain that Kishan had died. Nevertheless, resuscitation was started until the ambulance staff arrived and took over.”

    Telford said Police, who also attended the death, reported that the trolley jack had been positioned beneath the front bumper of the vehicle.

    “Photographs show that the bumper buckled under the weight of the car, which caused the vehicle to become unstable and fall onto Kishan,” Telford said.

    Police advised the coroner that there were no suspicious or untoward circumstances surrounding the death.

    Telford agreed with the opinion of the pathologist that performed the post-mortem that Patel’s death was caused by blunt force injuries of the head and torso

    He found the death to be accidental and said it highlighted the “well-recognised risks” associated with undertaking vehicle maintenance beneath a raised vehicle without appropriate safety precautions.

    “Trolley jacks are designed for lifting vehicles only at manufacturer-specified jacking points and are not intended to support a vehicle’s weight without additional, stable supports. Incorrect placement or reliance on a jack alone may result in instability and sudden collapse, as occurred in this tragic case,” he said.

    “The Motor Industry Training Organisation advises that vehicles must be supported by properly rated stands before any work is undertaken beneath them and that people should never work under a vehicle that is supported only by a jack.”

    Telford said the death underscored the importance of using appropriate, purpose-designed equipment, following manufacturer instructions, and ensuring vehicles were adequately supported before any person positioned themselves underneath.

    In concluding the inquiry, Telford also offered his condolences to Patel’s family and friends.

    Lower Hutt man ‘left with nothing’ after large slip hits family home

    A Lower Hutt man whose family was forced to flee their home when a large slip fell away from beneath the building says they will be “left with nothing”.

    Aaron Pahl said time appeared to go into slow motion when a 10 by 30 square metre expanse of his back yard slid away on Monday – leaving the deck and the rear foundation hanging exposed.

    “I was outside and I heard it start cracking, like all the trees just start cracking and crunching. So I pretty much screamed out to my kids ‘get your arses up here now!’ and I watched the whole thing just slide down the bank,” Pahl said.

    Pahl said nearly 16 years of saving and hard work had gone down the drain as he, his partner and three children salvaged what they could from the building and sought advice as to what options they had following the slip.

    “I don’t see a light. I don’t know, I honestly don’t know. I wouldn’t wish this on anybody man. It’s just like another test, I guess, but it’s not one that I was in any shape or form prepared for,” Pahl said.

    The family’s home was issued with a dangerous building notice following the slip.

    Pahl said he’d been told re-stabilising his property with retaining walls could take years but demolishing the home would exhaust practically all of his insurance for property.

    “The reimbursement from my insurance company would be enough to cover the remainder of my mortgage and then the demolishing fee.

    “I was talking to one of the engineers and he’s like ‘if they were to demolish it you’re looking at a couple of hundred thousand dollars. There wouldn’t be much left from that’.

    “I’ve worked for the last 16 years to provide this for my family. To get to where I am today and I’m literally going to walk away with nothing. It’s just painful,” Pahl said.

    Pahl said his insurance company had agreed to provide just under $12,000 in an accommodation supplement but the money was only likely to house his family for the next three or four months.

    Until they could find a place the family of five – with two pets – were staying at Pahl’s father in law’s three bedroom home in Featherston.

    Pahl said he was hugely grateful but the small space and extra distance to work and his children’s schools were adding to the family’s burdens.

    “It’s added three hours plus a day just to get the kids to school and get myself to work and get my wife to work and it’s breaking man. The two younger one’s are sharing a double bed. They had their own rooms and stuff at home and they’ve just been crammed into a room and ‘that’s where you sleep’,” Pahl said.

    He said he’d barely slept since the slip and – while he had some friends he could talk to – the events of the last week were weighing heavily on his shoulders.

    “I work for myself and I’ve not been able to work since this happened because I’ve had so much to deal with and [I’m] just watching everything just crumble.

    “I’ve got some really good friends and they’re always there to lend and ear. But I still feel like this is my problem and I’ve got to deal with it. I’ve always been that type that is like ‘you carry the shit that’s on your shoulders mate’. I’m tradesman that’s what we do,” he said

    Pahl said the family had started a give-a-little page under the heading Help Support Our Family After Stokes Valley Landslide.

    “I didn’t want to at first. I didn’t want to ask but, it’s like, if we don’t we’re absolutely screwed. They always say it’s going to get worse before it gets any better but I don’t see any light at the end of the tunnel,” Pahl said.

    Backyard invention turns into hot property

    A jerry-rigged backyard invention has turned into sizzling hot property for a retired farmer turned entrepreneur.

    Alan Dyer has worked out a way to brown sausages evenly, ensuring they don’t roll around on the barbecue.

    Using piece of wire, he shaped a device that keeps snags in place while they brown and then helps to roll them all over in an orderly fashion to crisp up the reverse side.

    And so, the Sossbosser was born.

    Having refined the culinary accessory, it’s now attracting international attention.

    Dyer told Checkpoint that coming up with the Sossbosser was a light bulb moment.

    “When I first had that unruly sausage floating around the barbecue, misbehaving, and I fashioned this U shape out of a piece of number 8 wire, yeah it was quite a ‘gotcha’ moment to see that renegade rollaway finally under control.”

    Dyer said he got annoyed that he couldn’t put the sausage where he wanted it to go because it kept rolling back onto the side that was already cooked.

    After he promoted the device on social media there was some international interest, he said.

    After appearing on a Chicago TV channel and with the help of some viral videos, the number of people ordering Sossbossers skyrocketed, he said.

    “At one stage there we had to actually shut the website down because we couldn’t handle it and I was a bit concerned about taking money off people and not being able to provide them with product … but anyway we got through that.”

    One of the videos “baited the Aussies a bit”, he said.

    “We told them, you know we’ve invented this and we invented the flat white and we invented a few other things and they kind of took a bit of umbrage at that.”

    But that worked out because people engaged with the post and it ended up getting several million views, he said.

    To cook a good sausage you need to cook it slowly so that it hardly sizzles at all and to cook it gently all the way around so it’s totally brown, he said.

    “Do not pierce the skin because you want to retain all that juice in there, I mean that’s the flavour that the butcher’s gone to all that trouble to put in there.”

    There should be no white stripes or “zebra sausages”, he said, because that meant they were only semi-cooked.

    UKRAINE: Children anxious, fearful after 4000 hours of air raid alarms in four years of war

    Children in Ukraine have endured an average of about 4,000 hours of air raid alarms – equivalent to over 5.5 months of constant alerts – since the start of full-scale war in February 2022, with constant fear of attacks taking a severe toll on their mental health, Save the Children said. [1]
    Parents and Save the Children staff report that children are anxious and worried, while some children have developed gastrointestinal disorders due to stress. The last quarter of 2025 saw an uptick in the duration of alarms, coinciding with an intensification of the conflict in recent months, further compounding psychological pressure on children and families already living under prolonged strain.
    Children in the frontline areas and in the Kyiv region have been hardest hit in the past four years, facing 7,000 hours of air raid alerts – equivalent to around 9.5 months, according to analysis of official alert data on sirens.[2] This means some children have spent nearly a full year of their lives under the sound of sirens.
    Air raid alerts, warning civilians of a missile strike or shelling threats, can sound multiple times a day. When a siren sounds, children and families must decide whether to take cover in basements, cellars or subway stations with little or no access to water, electricity or heating. Many families, however, exhausted by years of alerts, are increasingly choosing the less safe option of sheltering in hallways or bathrooms away from the building’s exterior, illustrating the deep fatigue civilians face after years of constant danger.
    Sirens, which can last from a few minutes to several hours or longer, frequently keep children home from school, and an estimated 50% of alerts [3] happen in late evening or at night, robbing many children of consistent sleep and a sense of safety.
    Anastasiia, 8-, fled with her family from their hometown in Zaporizhzhia region to Zaporizhzhia city when full-scale war broke out. Like many children in frontline areas, Anastasiia- has learned to live with nights regularly interrupted by explosions from drones and missile attacks. When the air raid alert sounds at night, the family goes to the corridor where the children sleep on mattresses until it becomes quiet again – a routine that has become disturbingly normal for many families.
    “It is constant emotional strain. Adults feel it, but children feel it more deeply. The nervous system is exhausted,” said Anastasiia’s mother, Veronika-. “When children hear an explosion, they worry, they get nervous.”
    Save the Children, together with local partner organisation Posmishka UA, operates a Child Friendly Space where children can take part in educational activities, play and receive psychosocial support, offering rare moments of stability, learning and emotional relief.
    Yana-, who works at the Child Friendly Space, said there are children there who have developed gastrointestinal disorders and children who are frequently ill.
    “All this, of course, is psychosomatic, due to the fact that the child is constantly in this nervous state and their body is trying to protect them as best as it can,” she said.
    Four years of war in Ukraine has made living in this state of constant distress a “new norm” for many children. Research by Save the Children in 2024 found that over four in 10 children were suffering from psychosocial distress, with some children developing speech defects and uncontrollable twitching, while others have terrible nightmares and even scream in their sleep. [4] A study in 2025 found that four out of five people surveyed experienced high levels of stress, predominantly due to the war [5], underscoring the nationwide mental health crisis affecting both children and adults.
    Sonia Khush, Country Director for Save the Children in Ukraine, said:
    “Four years of full-scale war in Ukraine have shattered children’s lives and ripped away their childhoods as they’ve been forced from their homes and schools, lost loved ones and lived in fear as air raid alerts, drones and explosions consume the world around them.
    “Children in Ukraine, especially those who live near the frontline, are under constant stress because of air raid sirens both day and night. For some children, the only world they have known is one filled with air raid alerts that disrupt their sleep, interrupt their learning, stop their play, and signal constant, life-threatening danger day after day.
    “Despite playing no part in the war, children are paying the heaviest price, including damage to their psychological wellbeing. All parties to the conflict must immediately cease attacks on civilians and civilian infrastructure, including homes, schools and hospitals, and end grave violations against children.
    “We also need to ensure support for children’s recovery and mental health to address many of the unseen impacts of war that, if not addressed, can leave wounds that last well into adulthood. Sustained international funding is critical to ensure children affected by the war receive the protection, care and opportunities they need to rebuild their lives, and to prevent a generation from carrying the invisible scars of conflict for life.”
    Save the Children has been working in Ukraine since 2014. Since 24 February 2022, the children’s rights agency has dramatically scaled up its operations, supporting children and their families with access to essential supplies and services. Save the Children has reached over 4.7 million people – including around 1.9 million children – in Ukraine in the last four years, delivering lifesaving aid, education, protection and mental health support
