MCKL Students Organise Mega Sports Carnival ’26 to Support MND Malaysia

KUALA LUMPUR, MALAYSIA – Media OutReach Newswire – 10 March 2026 – A group of A-Level students from Methodist College Kuala Lumpur (MCKL) will be hosting the Mega Sports Carnival ’26 on 28 March 2026 at the MCKL, Kuala Lumpur campus, in collaboration with MND Malaysia (Motor Neurone Disease Malaysia). This event is to raise funds and increase awareness for individuals affected by Motor Neurone Disease.

The student-led initiative is organised by Lee Yi Ying, Siah Kai Jing, Chu Yi Shyian, Muhammad Murtaza Karimi, Sarveshrau, and Lee Yi Hui as part of the Service Learning component of their A-Level programme. The project aims to combine sports, community engagement, and education to support a meaningful social cause.

Motor Neurone Disease (MND) is a progressive neurological condition that affects muscle movement and significantly impacts the quality of life of patients and their families.

“We wanted to create an event that not only raises funds but also increases awareness among young people about Motor Neurone Disease,” said Sarveshrau, one of the student organisers. “Through sports and community participation, we hope to encourage more people to learn about MND and support the important work done by MND Malaysia.”

The organisers are also proud to announce sponsorship support from Yakult Malaysia, whose contribution helps enhance the event experience and support the fundraising efforts.

The sports carnival will feature several Under-21 sporting categories, including:

Health Committee inquiry will help inform aged care service improvements

The Government has welcomed the Health Committee’s report following its inquiry into aged care support services for people experiencing neurological cognitive disorders. The formal response to the inquiry was tabled in Parliament today.

The inquiry was a commitment in the New Zealand First-National coalition agreement.

“New Zealand has very good aged care, but there are challenges in the system that are well-understood, and need to be addressed” Associate Health Minister Casey Costello says.

“This report makes a valuable contribution to the work underway to strengthen services.

“The Government is committed to ensuring that people needing aged care, including those with neurological cognitive disorders are supported and able to access the right services, in the right place and at the right time”

The Health Committee launched its inquiry into neurological cognitive disorders, like dementia, in 2024.  It received more than 100 submissions and visited several aged care facilities and service providers across the country.

The Committee’s report made 14 recommendations on improving support for people with neurological cognitive disorders. These relate to access to aged residential care, home and community support services, carers and the aged care workforce.

The Government’s formal response to the inquiry notes all the recommendations.

“Many of the report’s recommendations will be considered through the work already underway on aged care, including through the Aged Care Ministerial Advisory Group,” Ms Costello says.

The Aged Care Ministerial Advisory Group was established last year to provide independent recommendations to Ministers on the sustainability and future direction of the aged care system.

It is expected to provide advice and recommendations to Ministers by mid-2026 and will consider the Health Committee’s report as part of this work.

“We are committed to ensuring older people, including those with neurological cognitive disorders, can access timely, high-quality services that support them to live and age well.”

COVID-19 Inquiry released

The final report of the Royal Commission of Inquiry into COVID-19 has been released today, delivering an independent account of the pandemic response and its lasting impact on New Zealanders, Health Minister Simeon Brown says.

“New Zealanders lived through one of the most significant global public health and economic events. They made real sacrifices, and this report is an important step in understanding the impact of the decisions that were made and how we can learn from them,” Mr Brown says.

Key findings from the Royal Commission include:

  • Restrictions were initially balanced, then went too far: COVID-19 restrictions were initially balanced and appropriate but extended beyond what public health advice recommended as the response continued.
  • Economic warnings were not heeded: Treasury advised from the outset that pandemic spending should be timely, temporary, and targeted. The $60 billion COVID-19 Response and Recovery Fund spanned 821 programmes, around half of which were unrelated to the pandemic. The Commission found that many investments, including shovel-ready projects, did not meet those tests. The spending that followed drove up house prices and the cost of living for New Zealanders.
  • Public debt has left New Zealand exposed: The Royal Commission has made it clear that the debt accumulated during the pandemic has left New Zealand with less flexibility to respond to future economic shocks, and that prudent fiscal management is required to rebuild those economic buffers.
  • Opportunities to do better were missed: Many opportunities to improve economic decision-making were missed throughout the response, with high-level data failing to capture what was happening on the ground for ordinary New Zealanders.
  • Auckland’s lockdown went longer than advice recommended: Auckland was kept in lockdown and separated from the rest of the country for longer than what officials advised was necessary. A former Minister has since acknowledged that the public health benefits of lockdowns did not emphatically outweigh the costs by the end of 2021, despite Auckland and parts of Northland and Waikato being kept in lockdown.
  • Vaccine mandate advice for under-18s was not made sufficiently clear: Former Ministers were informed of advice against applying a two-dose vaccine mandates to 12-17 year olds due to myocarditis risks. The two-dose vaccine mandate remained, which did not align with this advice.

“New Zealanders supported the initial 2020 response. Communities came together and made sacrifices, and it protected New Zealanders’ lives. But the Commission has also found that restrictions continued longer than public health advice recommended, and that the economic costs were not given sufficient weight alongside the health response.

“New Zealanders remember what that period felt like – not being able to visit loved ones in hospital, struggling to get home from overseas, and keeping children home from school for months.

“Aucklanders experienced this more than most, spending more than six months in lockdown, the longest lockdown of any region in the country, separated from family and missing some of life’s most important moments.

“The report also found that the cost of living pressures New Zealanders are still feeling today – and the ongoing lack of social cohesion for some – are part of that story.

“New Zealanders made enormous sacrifices and placed enormous trust in their government. We owe it to them to understand what happened and learn from it.”

The Government is carefully reviewing the Commission’s findings and expects to outline its response to the recommendations by July, ensuring any future decisions balance the health and economic needs of all New Zealanders.

Wrong place for offender, right time for Police

An alleged offender attempting to break into cars right under the noses of Police was caught in the act in Henderson early this morning.

Waitematā West Area Prevention Manager, Acting Inspector Nick Salter, says officers were called to an unrelated job at Waitākere Hospital just before 1am.

“As they were leaving units noticed a man riding an electric scooter though the car park,” he says.

“They observed this man appearing to look into vehicles with a flashlight.”

Officers stopped the man and asked for his details, which he provided.

“Our staff discovered this man had a recent fingerprint hit for a burglary in Kohimarama,” Acting Inspector Salter says.

“Credit cards and some other items were taken from two vehicles parked at the address.”

When officers informed the man he was under arrest he attempted to flee on the scooter, but didn’t get far.

“One of our constables took off after him and caught up before he could make his escape,” Acting Inspector Salter says.

“He was taken into custody and a search located multiple debit cards that were not in his name.”

Acting Inspector Salter says it was a great result by the officers who spotted the man.

“It is pleasing that we were able to potentially prevent a further offence from occurring that night,” he says.

“This individual now has to answer for his actions in court.”

A 34-year-old man will appear in the Waitākere District Court today charged with unlawfully gets into a motor vehicle, resisting police, possessing utensils for drugs and receiving.

Schools bringing in counsellors to deal with harm caused by social media

Principals of two Auckland schools say they’ve had to hire counsellors specifically for dealing with the harm caused to children by social media.

The principal of East Auckland’s Riverina Primary School, Bryce Mills told Checkpoint children as young as eight were being exposed to extreme online content.

He said his school hired a counsellor to help deal with the damage and he was not the only one.

Auckland’s Whangaparāoa College had hired the equivalent of five school counsellors last year to help teenagers harmed by social media, it said.

It’s prompted calls to push through a ban on social media for under-16s.

It comes days after Parliament’s Education and Workforce Committee released its final report on the inquiry into the harm social media causes for young people, offering recommendations including banning under-16 year olds from social media.

Saasha Jolley is a teacher at Riverina Primary School and she regularly heard students talk about scrolling Instagram, Tiktok and Snapchat as well as gaming online the night before.

“Roblox in particular is a big one at the moment, in terms of the chatter that happens, the games they have access to.

“I know that it’s both a platform for kids and adults, they can both access it, they can create the games on there, so I guess that makes it a lot more open.”

What the students see and hear online at night arrived with them at school the next day, she said, and they didn’t always understand what they were repeating.

“They heard it from their friend or they heard it from this person online, so they thought that it was okay to say.”

Last year, research from Te Mana Whakaatu the Classification Office, found young people don’t generally go looking for objectionable content.

But it could be hard to avoid when it came up on social media, in group chats, or was shown around in person.

Some examples of this included pornography and real-world violence.

Riverina Primary School principal Bryce Mills said similar content was being seen by children as young as eight at his school.

“There is the odd occasion unfortunately where you do hear some of that sexual stuff coming through as well,” he said.

The school of 150 students was self-funding its own online security system, which costed them $3000 each year.

But Mills said the school couldn’t control what the students saw once they went home for the day.

“I had a parent the other day say to me, that they got up at one in the morning to go to the bathroom and they could see a glowing light from a bedroom.

“Their daughter had gone out and got the phone off the dining room table and was on their phone.

“If they hadn’t gone up to go to the bathroom, they wouldn’t have known that. It [happens] behind those closed doors.”

The situation was similar at Auckland’s Whangaparāoa College.

Principal Steve McCracken said he had to hire the equivalent of five school counsellors last year to help teenagers harmed by social media.

It was costing the school hundreds of thousands of dollars.

“I think that it is largely driven by social media and what they see is cool, the people that they see online with rich backgrounds and fast cars and all the bling.”

Last year, Australia became the first country to implement a social media ban for under 16’s, blocking access to sites like TikTok, YouTube, Instagram and Facebook.

Appointment of the Aged Care Commissioner

Associate Minister of Health Casey Costello has today announced Ms Erin James’ appointment as Aged Care Commissioner. 

The Aged Care Commissioner sits within the Office of the Health and Disability Commissioner, and advocates for quality health and disability services, and ensures the health system responds to the needs of older people.

“The appointment of Ms James as Aged Care Commissioner comes at a time when we are doing work across the aged care system to improve how care is designed and delivered”, Ms Costello says.  

“We need a system that provides the right care at the right time and place, that allows for better transitions between types of care, and that is sustainable”.

Ms James is currently the Director of Optional Protocol to the Convention Against Torture (OPCAT) team at the Office of the Ombudsman.

She has been appointed for a five-year term, beginning on 7 April 2026.

Diabetic patient dies in Waikato Hospital stairwell after urgently needed food delayed

A diabetic patient collapsed and died in a Waikato Hospital stairwell after a delay getting urgently needed food.

The 79-year-old had a head injury and no pulse when he was found unconscious and alone by a passing nightshift doctor.

It was more than an hour after a nurse had gone to get him a sandwich to lift his blood sugar.

The Health and Disability Commission has just released a report severely critical of the care the man received in December 2019.

Waikato Hospital now makes sure the ward fridges are always stocked with snacks for diabetics.

The man, who had mild dementia and reduced mobility, was in the cardiac care unit after a heart attack.

The commission’s report said at about 9.30pm, he received a falling blood sugar reading of 4.4mmol/L and told a nurse he was worried about it.

At that level, his family had told nurses he could become unsteady on his feet.

The nurse went to get him a sandwich but there were none in the ward fridge so she had to go to another ward.

When she returned 10-15 minutes later he was not in his room so she left the sandwich by his bed.

Ten minutes later he was still not there and she wrongly assumed he was in the toilet.

A search for him did not begin for 55 minutes, the report said.

In reality, he had left his room and was last seen on CCTV footage at the snack machine.

He had walked past the nurses station and had been passed by seven staff members, none of whom appeared to check on him, the report said.

He had then gone out a fire exit and was not found until the passing doctor found him unconscious. He got help and tried to resuscitate him but could not.

By then the man’s blood sugar was just 1.8mmol/L, the report said.

Reaction from family and expert

In a written response to the commission after its initial findings, one of the man’s family members wanted to thank the health professionals who found him in “a severe hypoglycaemic crisis” and tried to save him.

“I can only imagine what it must have been like to stumble across a lost patient dying in a stairwell late at night.”

Health NZ had failed to keep the man safe, the family member said.

An expert nurse who reviewed the case, told the commission the man’s nurse should have made sure he ate the sandwich, especially because he experienced some memory loss and could have forgotten one was coming.

“Administering this very important snack is similar to administering medicine – you have to stay and watch the patient consume it,” the expert nurse said.

The initial delay in getting food was not the nurse’s fault but she should have checked if the man (Mr A) was there by knocking on the bathroom door when she returned.

“Not communicating with Mr A led to a cascade of terrible events,” the expert nurse said.

Waikato Hospital carried out its own adverse event review after the man’s death, the report said.

It found if the nurse had not had to go to another ward for a sandwich it would have allowed the man to get food more quickly and reduced the risk of him leaving the ward.

When his wife brought the man to the ED she had his medicine, his diabetic kit and his diabetic record book.

She had talked to staff many times about his needs.

But the family member told the commission the family was overlooked and not communicated with properly.

Very poor care

Deputy commissioner Carolyn Cooper gave her condolences to Mr A’s family.

“Mrs A was closely involved in her husband’s care, and his sudden death has been traumatic for her and the family,” she said.

Cooper found some of what happened was a severe departure from the expected level of care, and when it came to nursing management of his diabetes, it was “very poor”.

She was critical of the lack of food on the ward, the lack of communication with the man to make sure he had eaten, the delay in the search for him and the lack of a system to alert staff when a patient left the ward.

Health New Zealand’s response

Waikato Hospital now makes sure the fridges in all its cardiac units are checked to ensure there are enough snacks for patients with diabetes.

It has given staff more diabetes and dementia management training, with at risk patients now placed closer to the nurses station.

There is an alert system on the unlocked doors at the fire exit stairs.

In a response to questions from RNZ, Waikato Hospital’s chief medical officer Margaret Fisher said it had apologised to the family for the distress and the lasting impact from the incident.

The hospital accepted the commission’s findings that it did not meet the standard of care.

It had many of the improvements mentioned in the report and was also looking at creating a patient-tracking system in acute care areas, she said.

The hospital did not answer RNZ’s questions about how well staff the ward was on the night the man died.

EIT international students welcomed at Hawke’s Bay mayoral ceremony

International students at Eastern Institute of Technology were officially welcomed to Hawke’s Bay at the region’s annual Mayoral Welcome ceremony.

More than 40 EIT students attended the event at Toitoi in Hastings on February 27, part of a cohort of new international students enrolled at the Hawke’s Bay campus, alongside newly arrived international students from secondary schools across the region.

EIT Master of Nursing Science student Anne Margarette Zausa Nacar, who is originally from the Philippines, was among the student speakers.

“Coming to New Zealand has been a dream of mine. Hawke’s Bay has given me opportunities not only to grow academically, but also personally and professionally.”

The 31-year-old moved to New Zealand in July last year with her husband, and says she has experienced supportive lecturers, diverse classmates and a learning environment that values both knowledge and compassion.

“As a current postgraduate student, I’ve personally experienced how supportive and encouraging our academic environment is.”

Obesity experts advise on new treatments

With high obesity rates in New Zealand and new medicines entering the market, public interest in weight‑loss treatments is understandably strong. 

In June 2025 Medsafe approved semaglutide (Wegovy) for use in New Zealand for weight loss. Medsafe approves medicines for use in New Zealand. They check that these products meet our standards for safety and quality, and that they work as well as we expect them to.  

Pharmac has received three applications to fund semaglutide(external link) for the following conditions: 

  • weight management for people with a body mass index (BMI) of 30 kg/m2 or more with at least one weight-related health condition
  • insufficiently controlled type 2 diabetes  
  • cardiovascular disease with a body mass index (BMI) of 27 kg/mor more.

 To help us assess these medicines, a new Obesity Treatments Advisory Group (OTAG) was established and met for the first time in December last year. The group includes a range of clinical expertise and provides objective advice on new obesity treatments and future opportunities. 

 Pharmac’s Manager Expert Advisory, Caroline De Luca, says this is the first step in gathering advice to inform this complicated decision that could affect many New Zealanders lives.

 “When we make funding decisions, we need input from clinical experts in New Zealand so we can understand how the evidence relates in a local context.”

 The current members of the group are:

  • Dr Liza Lack – Clinical Director, National Hauora Coalition – Waikato (Chair – PTAC Member)
  • Dr Bruce King (Chair) – Specialist Internal Medicine and Nephrology (PTAC Member)

 OTAG reviewed the application to fund semaglutide for weight loss in December 2025. The group’s provisional recommendation [PDF](external link) is that Pharmac fund it for chronic weight management in people with a high body mass index (BMI) and associated comorbidities, with a high priority. The full record of the meeting is expected to be available by March.

A recommendation from OTAG is not a guarantee that Pharmac will fund a medicine. It is a vital step in the process for considering this application, but it is not the only consideration.

The OTAG advice will contribute to Pharmac’s assessment of the role of these medicines in New Zealand and consider the impact on individuals, whānau, caregivers, and the wider health system. We will continue to seek input from the clinical and patient communities.

Funding medicines for people with high health needs

Pharmac is working to improve health outcomes for all New Zealanders, including those with the highest health needs. This includes Māori, Pacific peoples, disabled people, women, and people living rurally. 


Health equity ensures everyone has fair access to health care and the opportunity to live well, regardless of who they are or where they come from,” says Director Equity and Engagement, Dr Nicola Ngawati. 

Pharmac’s Equity Policy recognises that different people have different levels of advantage. Pharmac applies an equity lens when making funding decisions. 

Our role under the Pae Ora (Healthy Futures) Act 2022 is to secure for eligible people in need of pharmaceuticals, the best health outcomes that are reasonably achievable from pharmaceutical treatment. 

Some of the medicines we’ve funded recently are making a real difference for these groups. Below are some specific medicines and their reach for high needs health groups (from 1 October 2024 to 31 January 2026). 

Palivizumab (RSV prevention)

Protects premature and high-risk infants from severe RSV illness. Māori and Pacific babies are more likely to need this treatment. Recipients by health group: 

  • Māori – 34.3%
  • Pacific– 11.3%
  • Female – 44.6%
  • Rural – 15.7%

Triple inhaler (Budesonide + Glycopyrronium + Eformoterol)

Helps manage COPD, which impacts Māori up to 20 years earlier and causes death at five times the rate of non-Māori. Funded from 1 January 2025. Recipients by health group: 

  • Māori – 28.4%
  • Pacific – 4.5%
  • Women – 57.3%
  • Rural – 24.1%

Insulin (Ryzodeg)

Diabetes prevalence among Māori and Pacific people is about three times higher than other population groups. Funded from May 2025. Recipients by health group: 

  • Māori – 24.1%
  • Pacific – 19.3%
  • Women – 48.8%
  • Rural – 17.9%

Empagliflozen

This medicine helps reduce cardiovascular hospitalisation, slow kidney decline, and improve glycaemic control. Recipients by health group: 

  • Māori – 21.8%
  • Pacific – 7.6%
  • Women – 33.8%
  • Rural – 25.7%

Silver Diamine Fluoride (SDF)

From 1 December 2025, Pharmac began funding silver diamine fluoride (SDF) for the treatment and prevention of tooth decay. Dental cavities disproportionately affect Māori, Pacific peoples and people in areas of higher depravation. 

Poor oral health can impact daily life and cause pain and embarrassment. Although SDF is in the early days of funding, its use is expected to reduce the need for hospital‑based dental treatment, remove cost barriers and improve wellbeing.

“We’re pleased that these statistics indicate our funded medicines are reaching those who need them most. We’ll continue to focus on increasing access to key medicines for these groups,” says Dr Ngawati.

“This work is extremely important. By reducing avoidable differences in health outcomes – we create a healthier New Zealand for everyone.”

Collaboration on medical device procurement

Pharmac and Health New Zealand (Health NZ) are working towards a more streamlined and coordinated national approach to hospital medical device procurement.

The Government announced changes to the procurement of hospital medical devices(external link) in September last year. Pharmac and Health NZ are now jointly responsible for procuring medical devices, with Pharmac leading procurement for 27 categories of medical devices, and Health NZ leading 28.

Catherine Epps, Pharmac’s Director of Medical Devices, says a programme of work is underway that will deliver greater transparency, consistency and collaboration in medical device procurement across the health system.

 “Our work will ensure the medical devices used in our public hospitals deliver better value and more consistent, fair access for people across the country. Strengthening our partnership with Health NZ and working closely with suppliers means we can make better‑informed decisions and deliver better outcomes.”

Pharmac has agreed a framework with Health NZ for delivering a range of Health Technology Assessments (HTA). We’re now working together to plan a broader programme, including formalising how commissioning and HTA processes will work.

 “It’s encouraging to see the shared commitment to building a more aligned and coordinated approach. This will mean clearer roles, clearer decision points, and more consistent ways of working – giving the sector greater predictability and transparency,” says Epps.

 Over the coming months, the programme will continue to transition to a new joint leadership approach for hospital medical devices and strengthen engagement across the sector.

Ninth wave of Covid-19 suggests wane in immunity, expert says everyone must ‘act to reduce impact’

A public health expert says New Zealand is in its ninth wave of Covid-19.

The latest Health New Zealand figures show 50 hospitalisations and 19 deaths with the virus in the past week.

With booster uptake falling and little tracking of long Covid, experts are warning the real impact of the virus may still be underestimated.

University of Otago professor of public health Michael Baker told Morning Report that waves of Covid-19 had been a pattern seen since the Omicron variant started spreading widely in 2022.

In the past four years, there had been roughly two waves per year.

Baker said the waves weren’t seasonal – being equally distributed between winter and summer.

But this wave wasn’t following the pattern of a new subvariant emerging, which suggested a wane in immunity.

Baker said people were not getting booster shots and for many, it had been quite some time since they were last infected and antibodies were dropping.

It was enough to give the virus “the edge”.

Baker said the virus was still New Zealand’s most impactful infectious disease – equating to about 1000 deaths a year – compared to influenza which accounted for about 500.

Covid-19 was also filling up hospitals – and everyone needed to “act to reduce impact”, he said.

Baker said there was no data to show if people were still testing but many had become more complacent.

Tests were no longer paid for by the government making them unaffordable for some people.

“I think that’s a problem,” Baker said.

Apart from getting boosters – which were available every six months for people over 30 – Baker said self-isolation was the next best way to stop the spread.

He said if people had respiratory symptoms, they should stay home and get a test if they can afford it.

Covid-19 was being tracked through wastewater and hospitalisations – which were currently showing a “big wave”.

As well as topping up antibodies, Baker said getting regular boosters reduced the risk of Long Covid.

The “disabling illness” was not being monitored at all In New Zealand which Baker said was a “gap” in tracking the virus.

He suggested periodic surveys would be enough to track how many people are living with it.

Women shaping the future of Aotearoa recognised in inaugural Women of Impact in Property list

Thirty wāhine whose leadership is shaping the future of New Zealand’s built environment have been recognised in the inaugural Women of Impact in Property list, unveiled by Property Council New Zealand this International Women’s Day.

Spanning developers, designers, engineers, strategists, policy leaders and project specialists, the list – selected from over 90 nominees – celebrates the breadth of talent driving progress across the property ecosystem.

Importantly, Women of Impact in Property is not a competition. Every honouree is recognised equally for the influence and impact they have delivered across the sector.

Property Council Chief Executive Leonie Freeman says the programme shines a light on the people whose leadership is helping shape stronger, more inclusive communities.

“Our cities are built by people, and behind every great place are women creating change: leading teams, mentoring others, challenging thinking and delivering outcomes that benefit us all.”

“Women of Impact is about visibility, recognition and inspiration. We want the sector – and the public – to see what leadership looks like in all its forms.”

The initiative reflects Property Council’s ongoing commitment to diversity, equity and inclusion and will become an annual International Women’s Day tradition.

Honourees were selected from nominations received across Aotearoa and represent a diverse range of disciplines, regions and career stages.

From large-scale urban development to community-led initiatives, governance leadership to technical excellence, each woman has demonstrated meaningful influence within the industry over the past 12 months.

Property is one of New Zealand’s largest industries, shaping the places where people live, work, play and connect. Recognising the contribution of women across the sector is essential to building a more inclusive, innovative and future-focused industry.

Over the past year, she successfully led the TSB Bank flagship branch and office fit-out, navigating accelerated design, procurement pressures and tight deadlines to deliver on time and under budget – earning outstanding client feedback. As Chair of the NZIQS Wellington Committee, she delivered 28 industry events, advanced succession planning and expanded opportunities for emerging professionals. Chagalle Ellis

Claire McLellan

Few professionals influence a sector as quietly and profoundly as Claire McLellan. Davina Henderson

The House: MPs agree infrastructure debate should be politics free

Analysis – The centrepiece of Parliament’s week was a two-hour-long special debate on the recently released National Infrastructure Plan.

The Plan is a worthy and fascinating read. The debate had a different tone to many, with general agreement that New Zealand needs to do better on infrastructure.

“They have made a compelling case for change,” Chris Bishop said, introducing the Infrastructure Commission’s work. “We face significant challenges as a country: ageing stock, a backlog of maintenance and renewals, an ageing population, and increased exposure to natural hazard events.”

MPs all agreed that infrastructure planning is too important to be tinged with politics. MPs attempted to reflect this sentiment in the amiable debate, lauding others’ observations, even across the most bitterly fractious party divides.

Credit and blame

From the start, despite genuine effort, the debate failed to avoid politics. Minister for Infrastructure Chris Bishop lauded his own government for commissioning the Infrastructure Plan. Labour speakers focused on their former colleague Grant Robertson’s role in forming the Infrastructure Commission and commissioning a strategy.

The jealous guarding of credit is likely more automatic than deliberately political. It demonstrates one of the political bidi-bidis in the sock of bipartisan endeavour – other obvious contenders are blame and parochialism.

It would be an odd politician who highlighted his opponent’s success and his own failings. Each party came up with different examples of bad political decisions. For example National’s Katie Nimon pointed to the stop-start work on the Hawke’s Bay Expressway, while Labour’s Tangi Utikere pointed to the Interislander ferry (iRex) project.

But the sniping was comparatively minimal and MPs were even buoyed by the general positivity. National’s Nancy Lu said she was impressed by the opposition’s “willingness to work together for the long term betterment of our country”. Out of context that may sound absurd, but it illustrates that MPs tend to presume the automatic rejection of any proposition by those across the political divide.

All parties agreed that politics is detrimental to infrastructure decision-making, and that things need to change. Labour’s spokesperson on Infrastructure and Public Investment is Kieran McAnulty, who called for the Infrastructure Commission to have a stronger role.

“If all Crown infrastructure went through the independent assurance process that the Infrastructure Commission has set up, then we will go a long way to avoiding the cancellation of projects that we have seen in the past.

“It is about confidence and about certainty. And one way to assure that is if we get the settings right, then it doesn’t actually matter what is going to happen at an election, because they know that infrastructure projects have been properly assessed, and nothing has been promised without an ability to pay for it.”

Pork barrels and parochialism

Megan Woods, who has opted to be a list candidate in the next election, also observed a political tendency that, ironically, she will soon be freed from.

“Even in this debate, where I think we’ve had some very thoughtful contributions, we can’t have missed some of the … pork barrel politics that has underwritten infrastructure for too long in this country – that thinking being a good politician is talking about the ‘wins’ in your local patch.”

Typically, National has more electorate MPs, and in this debate they frequently lauded infrastructure projects underway on their own patches. Among them, Grant McCallum (MP for Northland) defended the imminent Northland Expressway, which had attracted strong criticism during the debate: “Is that investment a wise investment? Well, for the people of Northland, it is. And it’s because we’re making up for generations of a lack of investment.”

Green MP Julie Anne Genter had earlier noted the difficult cost-benefit choices involved, arguing that the possible cost of the Northland project was equivalent to seven new Dunedin Hospitals. McCallum wasn’t alone though. ACT’s Simon Court had earlier decried the state of the highway in Northland, while New Zealand First’s Andy Foster touted the project’s economic benefits.

The only MP who loudly decried a new road on their own patch was Green Wellington Central MP Tamatha Paul, who said of Wellington’s new double tunnel project: “if you want to save money for the people of New Zealand, don’t do that project”.

Glum projections

Despite the calls for a bipartisan approach, Labour’s MP Ayesha Verrall sounded pretty glum about the projected health needs in the report, as well as the impact of politics on their delivery. (The plan notes we are likely to need 4900 additional hospital beds by 2043, to add to the current 12,000.)

“New Zealanders want roads, they want hospitals, they want schools, they want an electricity grid that works, and yet, it’s too tempting for us to lean into the politics around infrastructure that is detrimental to us achieving those outcomes.

“I am so grateful for the thoughtful contributions that I’ve heard today that suggest something else might be possible. I don’t underestimate the challenge of maintaining this posture from here, though. How easy is it going to be, in the next seven months, to promise a road, to oppose a road, to try and make political hay out of cancelling or promoting an infrastructure project?”

Some MPs appeared to doubt they can be collectively trusted to sufficiently eschew politics to plan infrastructure effectively, but none were suggesting that infrastructure should be entirely removed from their oversight and control.

The Infrastructure Plan is an attempt to instil strategic thinking in government planning. It is not the project ‘to do’ list that its title might imply.

  • New Zealand’s first national infrastructure plan unveiled
  • It is a fascinating read though, full of revealing details of the sorts of things that should guide investment decisions. For example, in education, projections suggest an increase in school-aged Māori, while Pākehā school-aged populations decline (possibly meaning an increased demand for Māori immersion schools); while a shifting population distribution has led to 11 percent of schools (224 schools) being less than 50 percent utilised.

    The Infrastructure Plan looks forward 30 years. A few MPs referred to climate change and referenced ‘resilience’, but no one raised the potentially politically unpalatable impacts of three decades of accelerating weather events and coastal inundation. No one raised whether, for example, some of our significant coastal infrastructure will become physically or financially impossible to retain, and the implications of that on local populations.

Pacific-led initiatives set to eliminate cervical cancer across the Pacific

Te Poutoko Ora a Kiwa – Centre for Pacific and Global Health at Waipapa Taumata Rau, University of Auckland, and its Pacific partners, are supporting the rollout of safe initiatives across the Pacific that are proven to prevent cervical cancer and save lives.

Cervical cancer is a largely preventable disease but remains a leading cause of cancer death among Pacific women. In parts of the Pacific, incidence rates are up to nine times higher than in Australasia.

The Matariki Fund, administered by Rt Hon Dame Jacinda Ardern, is supporting the programme by expanding access to new and existing locally led cancer prevention initiatives for more people across the Pacific.

This new partnership enables a new Pacific-led and coordinated programme of work that:

  • Increases HPV vaccination coverage to reach at least 90% of girls. 
  • Expands access to cervical self-testing to achieve at least 70% of eligible women
  • Facilitates timely diagnostics to enable treatment for pre-cancerous lesions and invasive cancer
  • Establishes a coalition of Pacific women leaders to lead workforce and capability development, including digital and health system infrastructure.

The programme made possible through a NZ$5.1 million grant by the Matariki Fund, and active work of other partners in the region, will begin with a focus on the Cook Islands and Niue before being scaled up across the region.

Cervical cancer can be prevented through HPV vaccination, regular screening and timely diagnosis and treatment. Yet access to these services remains uneven across the Pacific. This new investment provides a critical opportunity to align national programmes, regional partners, and women leaders around a common goal towards elimination.

The initiative will work alongside successful existing regional programmes, including the EPICC programme (funded by the Australian Government and the Minderoo Foundation) and the Polynesian Health Corridors (PHC) (managed by the New Zealand Ministry of Health and funded by the Ministry of Foreign Affairs and Trade).

Together, these partnerships will help scale effective interventions, reduce duplication, and strengthen regional health systems.

Aligning with the WHO Global Strategy to Eliminate Cervical Cancer the initiative aims to support countries to achieve the “90–70–90” targets by 2030 — a threshold at which elimination becomes possible.  In practice, this means aiming to achieving 90% of girls aged 15 years receiving the HPV vaccine, 70% of women screened by age 35 years, and again at 45 years; and 90% of women with pre-cancer and invasive cancers treated.

Professor Sir Collin Tukuitonga, Co-Director of Te Poutoko Ora a Kiwa, says the funding is a gamechanger for regional collaboration.

“Cervical cancer is preventable, yet too many Pacific women continue to die from it. This investment allows Pacific countries to work together — sharing expertise, strengthening systems, and supporting women leaders — to achieve elimination.”

Pacific women will be at the forefront of the initiative, working in partnership with Te Marae Ora (Cook Islands), the Niue Department of Health, and regional organisations.

Professor Judith McCool, Head of the School of Population Health and Co-Director of Te Poutoko Ora a Kiwa, says the funding enables sustainable, system-level change.

“This grant allows us to move beyond isolated interventions to a truly collaborative, Pacific-led approach. By strengthening leadership, governance, and regional partnerships, we are building the foundations for long-term health equity.”

Moa Point disaster exposes deeper problems, public health experts warn

Public health experts are warning the catastrophic failure of Wellington’s Moa Point wastewater treatment plant exposes deep, systemic problems with New Zealand’s infrastructure management.

Early last month a blockage in the plant’s outfall pipe led to a backflow of sewage into the plant, shutting it down and forcing the closure of beaches along the city’s South Coast as up to 70 million litres of untreated sewage was sent into the sea each day.

The University of Otago’s Public Health Communication Centre said the failure was a severe example of problems already affecting systems across Aotearoa.

It said Water New Zealand’s latest performance review recorded more than 3000 sewage overflows nationwide, though the true number was likely higher because reporting had historically been inconsistent.

It also found about 20 percent of the country’s 334 publicly run wastewater treatment plants were operating with expired resource consents, meaning they may not meet current best-practice standards or have robust monitoring in place.

University of Otago research fellow Marnie Pricket said responsibility for water services was spread across multiple organisations, including the national regulator Taumata Arowai, regional councils, local councils and central government ministers.

Pricket said the complexity of that system made accountability unclear when things went wrong.

“For example, Taumata Arowai has oversight of water services but doesn’t currently have the legislative tools to intervene if regional councils fail to regulate wastewater discharges effectively.”

Poor wastewater management posed risks to both human and environmental health, including exposure to raw sewage, contamination of drinking water sources and polluted shellfish beds, she said.

Ageing infrastructure and climate change were also likely to increase the risk of failures in the future.

The government announced a Crown Review Team would investigate the failure under the Local Government Act 2002. But Prickett said that process appeared to focus largely on the role of Wellington City Council, which could limit its ability to investigate the full range of issues affecting wastewater management across the country.

“The drivers of poor wastewater management are much broader than a single council,” she said. “They include policy and investment decisions, workforce limitations, problems with data quality, governance issues, and unclear roles and accountability across agencies.”

The upcoming Crown inquiry must examine not just the immediate cause of the breakdown, but the wider drivers behind wastewater failures nationwide, Prickett said.

“If the inquiry is too narrow, we risk learning lessons only about Moa Point,” she said.

“But this is a national issue, and the inquiry should help us understand how to improve wastewater management across the country.”

The review should follow the model used after the 2016 Havelock North campylobacter outbreak, she said.

“The value of the Havelock North inquiry was that it looked at the specific outbreak, but it also examined the broader drivers of poor drinking water across the country.

“That meant the lessons could be applied nationally. That’s what we’re hoping for with the Moa Point inquiry.”
