The Public Service Association (PSA) says a group of 2500 Te Whatu Ora staff it represents have ratified a new collective agreement.

The PSA said its members working in policy, advisory, knowledge and services – known as PAKS – voted overhelmingly in favour of the deal.

The PAKS agreement covered those employed in digital services, infrastructure, operations, communications, finance, people and capability, procurement, service design and planning, analytics and research, and policy.

The ratification was the result of 11 months of bargaining, mediation and industrial action.

Health workers covered by the collective would receive a pay increase of 2.5 percent effective from 1 December last year, with a further 2 percent in December this year.

Workers would each receive a $500 lump sum payment prorated for full-time equivalent hours worked.

Conflict – Children cling to pets, favourite toys, as they flee homes in Lebanon – Save the Children

Children are clutching beloved pets and toys as they flee their homes in Lebanon due to the escalating conflict with the violence also cutting access to vital medical care, including for children and pregnant women, Save the Children said.
Over 831,000 people, including over 290,000 children, have been forcibly displaced in Lebanon in just two weeks, according to the latest figures from the Ministry of Social Affairs – the equivalent to over 2,000 people every hour since the escalation started.[1]
Save the Children staff have reported that families have fled with only basic necessities, often without time to pack vital documents, clothing or medication. But some children are refusing to leave behind their most treasured items including their pets and favourite toys.
At the same time, access to critical healthcare has been disrupted. Save the Children staff said many people are now unable to reach regular dialysis treatment or ongoing cancer care. In one case, a woman was forced to give birth in her car as heavy traffic gridlocked the streets of Beirut during the rush to safety.
More than 130,000 people are now sheltering in overcrowded schools repurposed as collective shelters and sports stadiums in Beirut in difficult conditions, with over 50 people reported to be sharing one toilet, minimal access to cooking facilities and shelters lacking carpets, heaters and blankets in the cold weather. Families describe sleeping on floors with little privacy.
Approximately 118,590 people have entered Syria from Lebanon since March 2nd, with Save the Children staff reporting parents being forced to leave behind their families alongside people being stuck between checkpoints at the Syrian and Lebanese border. [2]
According to the UN up to 3.2 million people have been displaced across Iran and about 1,700 Afghans are returning from Iran into Afghanistan every day since the start of hostilities.[3]
Save the Children is distributing essential items in Lebanon and on the border with Syria such as blankets, mattresses, pillows, baby supplies, hygiene kits, water and psychological first aid.
Many people in Lebanon are now experiencing displacement for the second or third time in their lives, including families returning to the same shelters they fled to in 2024. About 20 Save the Children staff are among those who have fled their homes and others now have homes crowded with displaced relatives and friends.
Nora Ingdal, Country Director, Save the Children Lebanon, said:
“Many families were forced to flee in the middle of the night with nothing, and children miss their homes, their villages, their friends and their schools. I met a child who told me, ‘I’m not able to play here and I just want to go back to my village as soon as possible.’ One child I met clutched his blue toy car, as it was the only thing he had managed to bring from home.
“Others have brought their pets with them, unable to be parted. One family I met had their pet bird with them in its cage, knowing their 7-year-old son was very distressed without his bird and won’t sleep without him. Another family fled with their cat which keeps their son calm.
“I met one father in a shelter who bought his daughter a second-hand scooter just so she could have a distraction from the horror that is unfolding outside. To see a child playing is rare in these shelters as they attempt to grapple with their lives being flipped upside down.
“Another young man told me he did not have time to pack his university documents so now fears for his entire future.
“Each person has their own story to share, one of anxiety and heartbreak. Children feel trapped in collective shelters with limited access to basic toilet facilities, education or the space to play. Hostilities must end and children must be protected at all costs. We know children are always the most impacted in any conflict, and the psychological impacts last long after any conflict ends.” Sara, 30-, a mother who has been displaced to Syria due to the escalations in Lebanon, was forced to leave her daughter with her husband in Lebanon as she had to return to Syria to care for her sick mother. She said: “My daughter is still in Lebanon, and I could not get her a passport because the cost is far beyond what I can afford.”
Save the Children is urgently calling for a cessation of hostilities and for all parties to the conflict to respect international humanitarian law to protect children from further harm. So far 850 people have been killed in Lebanon including 103 children, according to the Ministry of Health.
Save the Children is responding across the region, with programmes in Lebanon, the occupied Palestinian territory, Syria, Iraq, Yemen, Afghanistan and Pakistan.

PSA – Help us now – 23,000 home support workers hit by petrol price hikes urge Govt. to act

The PSA is urging Finance Minister Nicola Willis to walk the talk and deliver support for a key group of hard working New Zealanders struggling with rising fuel costs from the Iran war – 23,000 home support workers.
The Finance Minister today said the Government was considering targeted, timely and temporary options for low income New Zealanders facing increased fuel costs triggered by the Iran war.
“There are 23,000 home support workers on low wages who look after our most vulnerable people – the elderly, disabled and injured – every single day who need help urgently, right now. They deserve better than being left to foot the bill,” said Fleur Fitzsimons, National Secretary for the Public Service Association Te Pūkenga Here Tikanga Mahi.
Workers like Pam McLaren from Blenheim are feeling the squeeze on her budget as petrol prices rise. “I’ve done the calculations, it’s going to cost me $75.66 more per week to run my vehicle. I don’t know where that money’s meant to come from. It’s ending up costing a lot to go to work, and it’s not like I can ride a bike between clients, the distance is too far.”
Fleur Fitzsimons: “If the Government is serious about relieving cost of living pressures in a targeted way, then it must follow through on today’s promise and make it a priority to compensate them for rising fuel bills. It’s the right thing to do.”
Home support workers drive their own cars between clients, caring for the elderly, disabled and injured every day, but are being reimbursed at just 63.5 cents per kilometre, well below the IRD rate, and less than half of the travel costs they face.
“These workers were already being undercompensated before the fuel crisis. They are also disadvantaged by the Government’s scrapping of a pay equity pay rise last year. They cannot afford to subsidise the cost of delivering essential government-funded services.”
Travel costs for home support workers are governed by the In Between Travel Settlement Act, introduced under a National-led Government in 2015. There have been only two increases to the mileage rate in a decade, the last one was four years ago.
“It’s well past time for an urgent review,” said Fleur Fitzsimons.
“Funding for home support already flows through MSD and the Ministry of Health. An increase to the mileage rate can be delivered quickly and efficiently through existing channels. There is no excuse for delay.”
The PSA will be raising this issue urgently with the Government.

EIT Tairāwhiti valedictorian Ami Hokianga will graduate with a Bachelor of Social Work (Honours) at the War Memorial Theatre in Gisborne on March 20.

She will be among a cohort of students at the graduation ceremony at the War Memorial Theatre in Gisborne on Friday (March 20).

Ami (Rongowhakaata, Ngāti Porou, Te Āti Haunui-a-Pāpārangi) says being named Valedictorian came as a surprise.

“I honestly thought they had confused me with someone else. It didn’t even cross my mind that I would be considered. I was just excited to finally graduate.”

“My interest in social work was shaped by lived and personal experiences navigating the family court and justice systems. It made me want to better understand how systems and policy decisions affect whānau.”

After a number of years working across the legal, health and horticultural sectors, Ami says studying at EIT Tairāwhiti meant she could grow professionally while still staying close to her whānau and serving the region. “It was also about proving to myself that anything is possible.”

“EIT Tairāwhiti gave me the opportunity to connect academic learning with practical experience, building my confidence while keeping me grounded in the realities of the communities and whānau closest to me.”

During her degree, Ami completed two placements: one at Oranga Tamariki and the other at Tairāwhiti Hospital. The latter, she says, highlighted both the complexity of the profession and the importance of strong advocacy.

“Social work is not practised in perfect conditions and in placement, I saw firsthand the strength required to navigate complex systems. When whānau voices were unheard, social workers carried them forward.”

It also reshaped how she understands the profession and the respect it deserves.

“I don’t just see social workers. I see practitioners. It takes four years of commitment, and we graduate as registered professionals. That recognition matters.”

Ami hopes to build on her experience in governance and Māori health, using her social work qualification and frontline insight to contribute to stronger policy, practice, and decision-making that better reflects the realities of whānau and communities across Aotearoa.

She has no hesitation recommending EIT Tairāwhiti to others, saying it offers students the opportunity to pursue tertiary study close to home in a grounded and supportive environment.

Ami is grateful for the friendships she formed with fellow social work students in Tairāwhiti, particularly Natalya Williams and Nathanael Elliott, who began the degree with her.

Country Life: The Shepherdess Muster heads to Southland

With a seven, five, and one-year-old at home, and another baby on the way, life can be quite chaotic for Shepherdess founder Kristy McGregor. Living rurally on a beef and dairy farm in Horowhenua adds another layer.

It was that and a desire to connect rural women and provide a sense of community that saw her launch the Shepherdess Muster – a rural women’s retreat – first in the remote settlement of Motu in Tai Rāwhiti two years ago and most recently in Tokanui at the bottom of the South Island.

“The Muster is about just taking time for yourself and doing something for yourself,” she told Country Life.

“What you get when you come here is just a chance to have a go, have good food, have food cooked for you. When did you last get a meal made for you?”

As McGregor explained, the Muster was a chance for rural women to choose for themselves.

“The Shepherdess Muster is three days of women coming together in a rural or remote spot and a weekend of arts, health and well-being and entrepreneurship, business development. Really just spending time together and connecting and taking a moment for yourself.”

The first event to be held in the South Island, the Muster attracted more than 200 women from around the motu to the Tokanui Rugby Club for a weekend of camping, fun and celebrating International Women’s Day.

While there was a wide range of activities on offer – everything from women’s health check-ups, intimacy workshops, beauty appointments, tattooing, Zumba, yoga and craft sessions – none were compulsory.

Tokanui locals Emma-Kate Rabbidge and Julie Keast were both excited to showcase their slice of paradise after nearly two years of planning as part of the event’s organising committee.

For Keast, who lived a few kilometres away from the rugby club, it was about women coming together for themselves.

“It’s really important that we hold that place for each other, and support each other and have a good time together,” she told Country Life.

Rabbidge, who lived even closer to the grounds with her husband and four children, found it odd camping in a tent down the hill over her own bed.

“But like I’ve said to a few women, you know, as soon as you walk back in the door to your home, you’re the wife and you’re the mum and you’re all the things again.

“This weekend is really about stepping away from that and taking the time out. So, yeah, I’m staying away.”

She hoped that attendees might walk away with a reignited passion for being creative or picking up a new hobby, something they could incorporate into their life back home which could help them build connection and community.

For “Welsh import” Sheila Smith, who also called Tokanui home and helped start the Small Prophet Design Shed, moving to the remote Catlins was an adjustment at first.

“It was a big move from central London. That was a challenge to adjust to the slower pace – one garage, one school, one shop, and one superb design store, Small Profit Design.”

She and two other women who ran the store travelled all through Wanaka, Queenstown, and Otago doing interiors and art and furniture. She said they were passionate about promoting New Zealand-made goods and doing things themselves.

It allowed her to be more than “a farmer’s wife” and provide an outlet for her creative background. Like many rural women she wore many hats – at the Muster over the weekend Smith could also be found leading the Zumba dance sessions and early morning workouts.

She said despite some of the challenges of moving to the “end of the world”, it was one that had taught her a lot and a “good move”.

She was reminded of this the week before, during a recent burst of aurora – she could see the southern lights from her farm, Aurora Downs.

Many of the rural women spoken to by Country Life over the weekend spoke of their gratitude to live, and for some, raise their families, in beautiful parts of the country where there was space to play and potter.

But many also spoke of the time pressures and constant juggle which made it challenging to always appreciate this.

Southland sharemilker Allesha Ballard-Conway came to the Muster alone, hopeful she would make new friends and enjoy “some crafts, good food, good vibes” while trying something new.

Nearing the end of the weekend she said she had met women from all types of places doing different things and this would be her biggest takeaway from the experience.

“We literally just sat down and yarned. It was so lovely just to feel connected to women – just being inspired by all the women.”

Minister visits EIT Tairāwhiti to see workforce training and innovation

Minister for Vocational Education Penny Simmonds visited EIT’s Tairāwhiti campus today to see how the newly independent institute is helping build the region’s future workforce.

During the visit, the Minister, along with East Coast MP Dana Kirkpatrick, toured several facilities including the Drone Research Lab, Electrical Lab, Hospitality Kitchens and the Trades Training Centre.

EIT Chief Executive Lucy Laitinen said the visit was an opportunity to highlight how the institute is supporting regional economic development.

“The Tairāwhiti Economic Plan is clear that building local capability and investing in our people is fundamental to the region’s future. Now that EIT has regained its independence, we are refocusing squarely on the needs of our region,” she said.

“That means responding to industry, whether that’s pioneering new drone technology with partners like the Port, or creating trades pathways for rangatahi through our Trades Academy. We’re committed to strengthening the regional economy by developing the workforce of both today and tomorrow.”

EIT returned to independence on January 1 following amendments in late 2025 to the Education and Training Act 2020, enabling the institute to sharpen its regional focus and strengthen collaboration with industry.

EIT Executive Dean of the Faculty of Commerce and Technology John West said the institute was delighted to welcome Hon Penny Simmonds to the Tairāwhiti campus.

“During her visit, the Minister was interested in the organisation’s 2026 enrolment picture, which continues to show a return toward education across our communities with strong enrolments.”

As part of her visit, the Minister learned more about EIT’s emerging drone technology research, led by Dr Anastasia Mozhaeva and developed through a dedicated research lab supported by Trust Tairāwhiti.

John said the work explores how drone technology can be applied to business and industry while helping develop specialist skills in the region.

“Drone technology is a specialised and emerging field, and it’s an area where we see real potential for Tairāwhiti,” he said.

The Minister also met students participating in EIT’s Trades Academy programmes, where secondary school students gain hands-on experience across a range of vocational pathways including automotive, engineering, carpentry, hospitality and electrical trades.

John said demand from local schools for Trades Academy places was strong, with enrolment numbers exceeding funded levels.

“We’ve seen incredibly strong demand from local high schools for students to participate in these programmes, which is great,” he said.
Tairāwhiti Campus Executive Director Tracey Tangihaere said the visit was an opportunity to showcase the work being done in the region.

“It was great to have the Minister here to meet some of our students, staff and community partners and to see the programmes we’re delivering in Tairāwhiti. Students and staff enjoyed talking to Minister Simmonds and sharing their passion and aspirations,” she said.

Workforce development remains a key priority in the Tairāwhiti Economic Plan, with employers continuing to face skills shortages across a range of sectors.

Hon Penny Simmonds said she enjoyed visiting EIT, and it was fantastic to see students, tutors and industry partners in action at the Tairāwhiti campus.

“Touring the Drone Research Lab, Electrical Lab, Hospitality Kitchens and the Trades Training Centre gave me a real sense of the practical learning taking place. It was also great to meet secondary school students taking part in Trades Academy programmes and getting a taste of trades training, which shows the strong relationships EIT has with local schools.

Ara Institute of Canterbury has marked a major milestone in its return to independent status, with over 900 graduates filling Ōtautahi’s Wolfbrook Arena in two vibrant Autumn ceremonies on Friday 13 March.
A total of 1800 ākonga (students) were eligible to graduate this year, with half choosing to walk across the stage in front of whānau, friends and staff. The arena was filled twice over with waiata, haka and standing ovations as Ara celebrated its first graduation ceremonies since becoming a standalone polytechnic once again.
Graduates represented a wide range of disciplines – from construction management and engineering to cookery, early childhood education, business and broadcasting. The cohort included 65 postgraduate awardees, 586 bachelor’s degree or graduate diploma recipients, and 1123 graduates completing certificates and diplomas at Levels 4-6.
Associate Director of Māori Success Tate Tiatia opened the ceremony by acknowledging the collective effort behind each and every ākonga’s story.
“Achievement doesn’t come easily. It doesn’t happen in isolation. It takes effort and support. Be proud. You can move forward in confidence to navigate new environments and seek out new horizons,” she said.
One of the most moving moments came as the arena fell silent to honour two deaf graduates. Hands shimmered across the stands in New Zealand Sign Language as Danielle Elliott and Liberty Francis received their New Zealand Certificate in Health and Wellbeing.
Elliott said the sense of community had defined her study experience. “Having that connection and family environment was the main thing. We had a great class vibe,” she said.
Mother and son graduates Linda Glasgow ( Diploma in Business – Leadership & Management) and Jack Glasgow ( Diploma in Construction – Quantity Surveying) were delighted to be marking the moment together.
“I wasn’t going to do graduation but to be able to do it with Jack is really special,” Linda said.
Jack, on leave from his graduate role with Seipp Construction, said it was “great to see mum’s achievements rewarded”.
Bachelor of Applied Science (Nutrition) graduate Lani Pitcher led the morning ceremony.
A previous recipient of Ara’s Eke Panuku Māori – Transformation Award, she will return to Taranaki this weekend to begin a role with Hāto Hone St John.
“I came here as a single mother with a one-year-old son and a big dream. I wasn’t just starting study – I was starting over,” she said.
“I’m grateful to Ara for creating a place that welcomes people from all walks of life, where learners can grow, where doors open, and where we are encouraged to bring our full, authentic selves into our study.”
Ara’s new board chair, Hugh Lindo, said the ceremonies marked a proud moment for the organisation under Chief Executive Darren Mitchell.
“We’re excited to be working with Darren and his team as we plot Ara’s future in a way that ensures we meet the expectations of learners and the industries they will join.

Minister to attend Global Fraud Summit

Customs and Associate Police Minister Casey Costello will travel to Europe tomorrow to represent New Zealand at the Global Fraud Summit and for a series of bilateral meetings. 

The inaugural Summit was held in London in 2024 and this, second version is being hosted by INTERPOL and the UN Office on Drugs and Crime in Vienna.

“In New Zealand, as with many similar countries, fraud and deception offending has become the most prevalent crime and it causes not only significant financial loss for victims but a loss of trust in business and institutions,” Ms Costello said. 

“Much of this type of offending originates from overseas groups that target multiple countries in their operation, and we know there are strong links between international organised crime, transnational fraud, and money laundering. 

“International co-operation is needed to address these crimes and it’s important to engage with partners and international law enforcement agencies around these issues.”

The Minister will be attending specific sessions on Southeast Asia and the Pacific.  

Following the Summit, the Minister will travel to Geneva to meet with the United Nations High Commissioner for Refugees and the Red Cross and Red Crescent and to London for meetings across her Customs, Police and Health responsibilities.

Govt Cuts – Risks to patients of health IT cuts laid bare in explosive report ignored by Govt – PSA

The Government ploughed ahead with slashing Health NZ’s IT workforce, despite being told of the risks to patient care, an explosive internal report reveals.
The report – ‘End user impact of digital change – consequences’ was obtained by the PSA under the OIA and was prepared around March 2025 as Health NZ Te Whatu Ora refined proposals to almost halve its IT workforce (report attached).
“The report is a crystal-clear warning that cutting the jobs of IT experts will increase risks to patients – and that was ignored by Health NZ in the headlong rush to make cuts ordered by the Government,” said Public Service Association Te Pūkenga Here Tikanga Mahi National Secretary Fleur Fitzsimons.
The Digital Services workforce has been reduced by nearly 1000 roles by the Coalition Government.
The report, prepared by Health NZ’s Clinical Quality and Safety Committee, assesses the impacts of the of the original November 2024 proposal to cut the Digital Services workforce by 44% from 2400 to 1285. In April 2025 a new Digital Services structure was confirmed with 1460 roles, a reduction of 940 roles, a 39% cut.
It found that the proposed cuts would increase ‘overall clinical and operational risks’ that ‘will materially impact patient care’.
“This is an explosive document that should ring alarm bells across the health sector. It shows that the risks to patient care from cuts to Health NZ’s digital services team were known and expected.
“IT plays a critical role across every aspect of health care, from operating theatres to referrals, clinical test results and payroll, yet the Government was prepared to gamble with patient care, all to save money.”
IT outages are now ever present in our health system – the risks were sharply highlighted in January when clinicians across hospitals in Auckland and Northland were forced to use paper-based systems and whiteboards overnight and again last week when Waikato Hospital staff were unpaid for 24 hours.
“The buck stops with Health Minister Simeon Brown. He must take urgent action to invest in IT upgrades and IT specialists, or the impacts will be tragic. The underfunding of public health has to stop.”
In light of the report the PSA is renewing its call for the Government to:
– Immediately review funding for health digital services and IT infrastructure
– Admit its mistakes in cutting digital services expertise
– Commit to properly resourcing IT system upgrades and maintenance

Snapshot report findings
The report found that the proposed cuts would increase “overall clinical and operational risks” that “will materially impact patient care”.
It warns that cutting Digital Services staff who keep IT systems running will “hinder the ability to maintain such critical services effectively,” and will have “a larger impact on the [the Government’s] health targets than initially suggested.”
The report found that cutting digital delivery capability “may negatively impact Health NZ’s ability to implement productivity and cost saving initiatives”, needed to meet the health targets.
It warns that with fewer staff and an ageing IT ecosystem, “the risk rating will almost certainly elevate as technical debt becomes unsustainable.”
The report further warns of longer wait times for clinicians looking for IT support. “Delays in responding to issues and requests may lead to impacts on clinical care time or the ability to provide critical information.”
It states that cuts will hit rural and regional hospitals hardest. Smaller sites including Gisborne, New Plymouth, Whanganui, Masterton, Nelson, Greymouth and Rotorua were already identified as under-resourced and geographically vulnerable. “The impact would be felt more keenly owing to the multiple roles conducted by some staff. A combination of single points of failure and inadequate wrap-around support.”

“The concern is the salami has been produced without the required controls and oversight,” says New Zealand Food Safety deputy director-general Vincent Arbuckle.

Biosecurity New Zealand investigating and boosting trapping after Oriental fruit fly find

A biosecurity operation is under way in Papatoetoe in South Auckland following the discovery of a single male Oriental fruit fly in a surveillance trap, says Biosecurity New Zealand commissioner north Mike Inglis.

“The fruit fly was identified this evening as part of Biosecurity New Zealand’s national surveillance programme, which involves almost 8,000 traps around the country,” Mr Inglis says.

“We have located this pest thanks to our extensive network of traps. Because of this, we know where the problem is and we can respond quickly and effectively.

“Since 1996, we have successfully eradicated 15 incursions of different fruit fly in Auckland and Northland. 

“These have all have been eradicated thanks to the work of Biosecurity New Zealand, our horticulture partners, and local communities who have stepped up to help.

“The most recent eradication was a single male Queensland fruit fly in Mt Roskill, which wrapped up last week after 6 weeks of intensive fruit fly trapping and the inspection of more than 230 kilograms of fruit.

“The Oriental fruit fly find in Papatoetoe is unrelated to the Queensland fruit fly in Mt Roskill.

“We will be ramping up trapping and inspections in Papatoetoe. As a precautionary measure, Biosecurity New Zealand will put in place legal restrictions on the movement of fruit and vegetables out of the area where the fruit fly has been found.

“Over the next 24 hours, we will issue details about these controls and the exact areas affected. 

“In the meantime, it’s important that people who live and work in the suburb not take any whole fresh fruit and vegetables out of their property.”

Mr Inglis says biosecurity staff will be out tomorrow providing the local community with information.

“You may notice our staff carrying out inspections and trapping in the neighbourhood,” Mr Inglis says.

In addition to the field work, Biosecurity New Zealand is working closely with Government Industry Agreement (GIA) partners in the horticultural industry to minimise the risk to New Zealand growers and exporters.

The fruit fly poses no human health risk, but there would be an economic cost to the horticulture industry if it were allowed to establish here.

Mr Inglis says Biosecurity New Zealand has among the strictest controls in the world for the importation of fruit and checks at the border. The most likely way that fruit flies can arrive in New Zealand is on fresh fruit and vegetables.

Restrictions now in place on fruit and vegetable movements in Papatoetoe

Biosecurity New Zealand has placed legal controls on the movement of fruit and vegetables in the Auckland suburb of Papatoetoe following yesterday’s detection of a single male Oriental fruit fly, says Biosecurity New Zealand commissioner north Mike Inglis.

The Oriental fruit fly was found in one of Biosecurity New Zealand’s national surveillance traps placed in fruit trees in residential back yards. No other fruit flies have been found in traps in the area.

“Since 1996, we have successfully eradicated 15 fruit fly incursions in Auckland and Northland, with strong support from the community,” says Mr Inglis.

“This means we have detailed operational plans to guide our work.

“We’re calling on the community’s help again with this latest find.”

Biosecurity New Zealand staff are busy in the Papatoetoe area today laying more traps in addition to the network of national surveillance traps already in the area and giving out information to residents.

“There are now legal controls in place that prohibit the movement of certain whole fruit and vegetables out of a specified controlled area around where the fruit fly was found.”

The controlled area has 2 zones – A and B:

  • Zone A is a 200-metre area, including 501 properties.
  • Zone B covers a 1,500-metre area, including 9,481 properties. 

Zone A

Whole fresh fruit and vegetables, except for leafy vegetables and soil free root vegetables, cannot be moved outside Zone A.

This applies to all produce, regardless of whether it was bought or grown.

Zone B

Whole fruit and vegetables grown within Zone B cannot be moved out of the controlled area.

Signs will notify people of the restrictions and mark the controlled area boundaries.

“These legal controls are an important precaution while we investigate whether any further fruit flies are present in the area,” Mr Inglis says.

“As our climate warms, it is important we remain alert to these risks. That’s why we have a robust surveillance and trapping system in place that allow us to act quickly and effectively when we need to. Our work in Papatoetoe, and the support of the local community, are a good example of our biosecurity system in action.

“We are working closely with our Government Industry Agreement (GIA) partners in the horticultural industry.

“Following these legal controls will help protect our horticultural industries, home gardens, and our New Zealand way of life. We thank the community for its support.”

Pams Beef Lasagna recalled due to incorrect use-by date

New Zealand Food Safety is supporting Foodstuffs Own Brands in its recall of Pams Beef Lasagne due to the product being labelled with the incorrect use-by date. 

“The concern with this lasagna is that the use-by date is incorrect by 2 months. It should have been March 1, which is this Sunday, but instead it is incorrectly labelled as May 1,” says New Zealand Food Safety deputy director-general Vincent Arbuckle. 

“These products should not be eaten after Sunday. You can return them to the place of purchase for a refund. If that’s not possible, throw them out.” 

The affected Pams Beef Lasagne (1.3 kg) with a use-by date of 01MAY26 is sold at Four Square, New World, and Pak’n Save supermarkets in the North Island.

 It is a pleasure to be here today on the PCBL’s 10th Anniversary, marking 10 years of Pasifika TV on air across our Pacific region. Happy anniversary and warm greetings to you all. 

 It’s great you are all able to come together here in New Zealand to celebrate this momentous achievement. And as with many small broadcasting operations across the Pacific, collegiality, creativity, and the ability to solve problems is essential. 

 We are proud to have been your partner every step of the way. One of our great strengths as a region is our commitment to democratic governance. The work you do, as the Fourth Estate, helps to make our societies more connected and more robust.

New Zealand’s Place in the Pacific 

 We have spoken throughout this term about the importance New Zealand places on our region, the Pacific. This region is a core pillar of New Zealand’s foreign policy. Why? Because New Zealand is a Pacific country – we share history, geography, DNA, culture, sports, and religion. 

 Around one in four New Zealanders have Māori or Pasifika heritage. These connections shape our worldview and the responsibilities we accept as a member of the Pacific family. 

 And we see New Zealanders enriching Pacific countries too – through the expansion of New Zealand businesses into the region, through churches, and sports, our tourists, and those supporting development. This two-way, reciprocal exchange is essential. 

 Travel and Recent Engagements 

 The Pacific Reset reinforces that our identity, our security and our prosperity are inextricably linked with the Pacific. We have not only increased investment through our International Development Cooperation programme in the region, but we have been present, listening to our Pacific partners, and carrying those messages home. 

 Our travel has reaffirmed a simple but enduring truth: in the Pacific, there is no substitute for ‘talanoa’, having face-to-face engagement, listening carefully, and strengthening the bonds shaped by the challenges we face and our shared region and history.  Our recent engagements underscored these priorities and highlighted the deep alignment between New Zealand and our Pacific partners. 

 During our recent visit to Kiribati, our discussions and the signing of a new Statement of Partnership deepened a relationship grounded in respect, cooperation, and a mutual commitment to addressing shared challenges. This visit also marked a significant milestone for us: during the current Parliamentary term, we have now visited all 17 fellow Pacific Islands Forum member states, demonstrating New Zealand’s steadfast dedication to regional partnership.

 During these visits we saw the results of New Zealand’s work with Pacific partners to build better infrastructure, to manage our fisheries, strengthen public financial management, education and health systems, and to improve disaster preparedness. 

The New Betio Hospital, which we visited in South Tarawa in January, is a great example of our approach.  It is a high-quality, fit for purpose facility, built on a strong partnership between the Governments of New Zealand and Kiribati, with support from Japan and the Asian Development Bank.  It stands as a symbol of the impact we can have by working together to support Pacific development. 

Connectivity 

 Everywhere we’ve been, our counterparts have stressed the importance of connectivity: physical and digital. Pacific Leaders are clear to us that secure, resilient, and affordable digital infrastructure is essential to national development and regional cooperation. Digital systems underpin access to education and health, enable financial inclusion, expand economic opportunities, and connect remote communities to essential services. It means people can access online content, including broadcasting. 

 Achieving meaningful digital integration requires investment in undersea cables, satellite connectivity, and cyber resilience. It requires building local digital skills, supporting safe online spaces, and strengthening regional interoperability so systems can work across borders. 

 For New Zealand, partnering on digital transformation is both a practical responsibility and an expression of our Pacific identity. Harnessing digital transformation reduces distances, enhances disaster response, supports transparency, and enables broader participation in the digital economy. Ultimately, digital integration is not simply a technical challenge—it is an investment in sovereignty, opportunity, and the unity of our Blue Pacific Continent. 

 Technology is moving quickly in the region to support broadcasting.  As Pacific broadcasters move to digital, local broadcasters begin to have access to multiple channels. This creates an opportunity for digital transformation platforms as connectivity improves, spreading its reach to wider Pacific audiences. 

 This is important because we know that broadcasting and media in the Pacific play a critical role in fostering democracy, ensuring safety, and preserving culture in communities spread across the vast Pacific Ocean.  Media supports democracy by holding those in power to account, providing public service announcements, and promoting civic education. 

 Our ongoing support to PCBL reinforces the importance that New Zealand places on media freedom and a resilient, vibrant and regionally connected Pacific media sector. PCBL is a critical partner. It connects the world to the region during emergencies. And it supports local broadcasters to produce factual and locally relevant media content. New Zealand has been a proud provider of free-to-air content to the PCBL, and in the spirit of our shared love for sports, we are launching an initiative to support PCBL’s capacity to competitively negotiate and secure rights to show major live sports to Pacific audiences. 

 Talanoa is critical in the Pacific, but distance is a challenge. This has been raised with us on our travels, and we have been determined to break down that barrier, including through supporting leaders get to key regional meetings such as the Pacific Islands Forum. If we want regional responses to our challenges, we need regional leaders and our people to connect. 

 The Government is backing up these words with action. I’m pleased to announce tonight that from the 1st of June this year, we are decreasing the total cost of applying for a visitor visa for Pacific nationals from $216 to just $161, for a 12-month period. This is part of New Zealand’s ongoing work to reduce the barriers, including cost, to Pacific visitors travelling to New Zealand. 

This is another practical update to visitor visa settings that reduces cost, supports easier travel, and helps to strengthen the relationships that matter most. This builds on earlier changes, such as longer visa durations and the current visa-free trial for Pacific travellers coming from Australia. 

 Partnership in difficult times 

 Strengthening our people-to-people connections is important when our strategic environment in the region is increasingly complex. The region is navigating sharper great power competition alongside climate and transnational risks that do not respect borders. In these difficult times, regionalism is essential. 

Pacific leaders are clear: they seek cooperation, stability, and sovereignty — not division.  The Pacific Islands Forum’s 2050 Strategy for the Blue Pacific Continent remains our shared framework for long-term resilience, security, and prosperity. 

 New Zealand’s position is steady and principled. Pacific countries know they can turn to New Zealand in times of need. We’re continue to invest a range of initiatives that invests in the Pacific preparedness against physical and cyber threats, without adding pressure or duplication. We will also never shy away from having frank, mature, conversations with our Pacific family of nations, and we will continue to advocate for the Pacific – including on the global stage. 

 In an increasingly contested world, values matter. Our collective approaches and our regional architecture, like the Pacific Islands Forum, help guard against the ability of big, powerful countries to divide us. Together we can hold firm to our principles, enhancing the power of the region as a whole. Throughout these challenging times, our guiding principle is unchanged: to work with Pacific partners in ways that honour sovereignty, respond to local priorities, and support long-term resilience. 

 As we look forward to New Zealand’s hosting of the Pacific Islands Forum in 2027, New Zealand will be working to ensure our region is connected and unified. We will use our hosting of the Forum to strengthen the region’s relationships with partners who share our regional values, and who can contribute positively to the region’s prosperity and resilience and to its development. 

 Consensus, respect, and dialogue have defined Pacific diplomacy since the early years of regionalism – they are The Pacific Way. The Pacific Way guides us to engage constructively, to listen carefully, and to move forward collectively even when the issues before us are challenging. At a time of shifting geopolitical currents, the Pacific Way reminds us that partnership is a strength, that sovereignty is to be respected, and that solutions must be Pacific-led and Pacific-owned. 

 Closing 

 The Pacific has a long tradition of navigating vast oceans with courage, vision, and unity. New Zealand is committed to continue working within the Pacific family of nations—listening first, aligning second, and delivering always. 

 In closing, let us reflect on the goal that was established a decade ago by PBCL – to build and support an empowered, resilient and sustainable Pacific broadcasting community which supports informed, open and democratic societies, and regional cohesion.
