Four accused in Gulf Harbour body in bag case argue to have their manslaughter charges dismissed

Four people charged with manslaughter, over the death of a woman whose body was found in the water in Aukcland’s Gulf Harbour, have made arguments to have their charges dismissed.

The body of 70-year-old Shulai Wang wrapped in black plastic bags was discovered by a fisherman in March 2024.

Two men and two women were facing charges of kidnapping and manslaughter.

The hearing for the defendants’ application to stay charges took place at the High Court at Auckland on Thursday, just months out from the trial set down for May.

All details of the hearing were suppressed.

Justice Mathew Downs reserved his decision.

DoC’s Kākāpo livstream attracts international attention

A Department of Conservation (DoC) livestream of a nesting Kākāpo on a remote island off the coast of the South Island, has attracted international attention.

Through a hidden camera, viewers can watch Rakiura as she raises her chick, who looks more like a sentient ball of fluff than a bird, at this stage.

In the comments of the YouTube livestream, watchers announce they’re tuning in from places including Argentina, The United States and The Netherlands.

“She’s a star,” one commenter said, “I love to come here and watch Rakiura and her chick for a while every day it is so special,” another wrote.

More than 100 people are tuning in to the livestream at any given time.

The livestream is beamed across the world from a arge cavity beneath a rātā tree on Whenua Hou/Codfish Island.

Twenty-four-year-old Rakiura even laid an egg on the livestream back in January and was now raising her chick for the world to see.

According to DoC, there were only 236 Kākāpo left in the world, and as they were only in Aotearoa, many people would never see one in real life.

This was the first breeding season for Kākāpo since 2022, it said.

Kākāpō only breed every two to four years and this year’s season could the best yet following a bumper mast, or mass fruiting of rimu berries.

During this breeding season, Rakiura had laid three eggs – but only two of these went on to hatch. One of the chicks was transferred to a foster mum while the second, Nora-A2 2026, is still in the nest with her mum.

DoC said Rakiura had nine living descendants across six breeding seasons and also had many “grandchicks”.

The Kākāpo cam helped scientists learn about nesting behaviour along with letting people around the world watch without disturbing the birds, it said, and helped build support for protecting the species.

On its website, DoC urged people to share the video with friends and family because “the more people who care, the better the future for kākāpō”.

This year’s live stream set up involved four solar panels, 26kg of batteries, 300m of cable, satellite internet, routers, voltage converters and more.

Background to the proposed changes

The Minister for Oceans and Fisheries agreed to decrease the ORH 3B TACC from 4,752 to 2,321 tonnes for the 2025–26 fishing year. As part of of this, the non-regulatory sub-area catch limit for the East and South Chatham Rise was reduced to 324 tonnes to allow the stock to rebuild.

To support the rebuild, the minister agreed that the reduced TACC would be supported by the closure of orange roughy spawning areas. This is based on recent research that indicates fishing activity may disrupt spawning aggregations and influence spawning success.

The proposed closure area

The proposed closure area starts near Te Huahua/Iron Gate on Tauroa Peninsula, west of Ahipara, and follows the coastline to near the Hunahuna Stream. It extends from the mean high-water mark to about 2 km offshore and covers approximately 32.4 square kilometres.

The proposed area excludes approximately 1.8 square kilometres of fishery waters at the sandy beach near Hukatere Stream.

Proposed temporary fisheries closure at Moeraki, Otago

Te Rūnanga o Moeraki has requested a temporary closure of fisheries waters near Moeraki, Otago. The requested closure would prohibit the taking of all shellfish, including crustaceans, for 2 years, under section 186B of the Fisheries Act 1996.

The request is intended to temporarily stop fishing pressure on the shellfish fisheries, and in particular on tuaki (cockles), to give populations an opportunity to rebuild. 

Fisheries New Zealand invites written submissions from anyone who has an interest in the fish stock concerned or in the effects of fishing in the area concerned.

This consultation opened on 4 March and we are accepting submissions until 5pm on 20 April 2026.

Application for a mātaitai reserve, at Guards Bay and Anakoha Bay, Marlborough Sounds

Ngāti Kuia has applied for a mātaitai reserve covering the waters of Guards Bay in the outer Marlborough Sounds. The proposed area includes all South Island fisheries waters lying between Forsyth Island (Te Paruparu) and Alligator Head with an offshore boundary north of Titi Island and including Anakoha Bay and Titirangi Bay. 

Ngāti Kuia and Fisheries New Zealand invite submissions on the proposal and will hold a local community meeting to discuss the application.

This is the first of 2 consultations to be held about the application.

What area is being proposed?

The proposed area includes approximately 56.6 square kilometres of South Island fisheries waters within the following lines: 

  1. starting at a point on the mean high-water mark at Culdaff Point at 40°56.387’S and 174°04.834’E; then
  2. proceeding in a straight line in an easterly direction for approximately 4km to a point offshore at 40°56.189’S and 174°07.696’E; then
  3. proceeding in a straight line in a south-easterly direction for approximately 2.4km to a point offshore at 40°56.824’S and 174°09.202’E; then
  4. proceeding in a straight line in a southerly direction for approximately 2.4km to a point on the mean high-water mark located approximately 250m east of Alligator Head at 40°58.096’S and 174°09.573’E; then
  5. following the mean high-water mark in a generally south-westerly direction to a point on the south side of Allen Strait/Guard Pass at 40°59.780’S and 174°03.923’E; then

After the local community consultation period has closed, Fisheries New Zealand will hold a second consultation. This will invite written submissions from people who take fish, aquatic life, or seaweed or own quota, and whose ability to take fish, aquatic life, or seaweed or whose ownership interest in quota may be affected by the proposed mātaitai reserve.

About mātaitai reserves

A mātaitai reserve is an identified traditional fishing ground where tangata whenua have a special relationship. Mātaitai reserves are limited to fisheries waters and do not include any land area. Mātaitai reserves do not change any existing arrangements for access to private land.

Mātaitai reserves do not affect private landowners’ land titles or their ability to exercise resource consents for such things as taking water or extracting gravel or sand. Resource consents are managed under the Resource Management Act 1991.

Recreational fishing

Mātaitai reserves do not change the recreational fishing rules. However, the tangata tiaki/kaitiaki for a mātaitai reserve may propose changes to the rules at a later date. These are called mātaitai reserve bylaws. Any proposed bylaws will be consulted on separately with the public and relevant stakeholders. They need to be approved by the Minister for Oceans and Fisheries.

Commercial fishing

Commercial fishing is generally prohibited in a mātaitai reserve, and the applicants have not sought any conditions to enable specified commercial fishing activities to continue in the area if it becomes a mātaitai reserve.

Outgoing MP Peeni Henare on being Māori, a politician, and why he’s walking away from the Labour Party

Outgoing Labour MP Peeni Henare says he is ready to “see the back of this place”, as he prepares to leave both Parliament and the party who gave him an “opportunity” after 12 years.

“You can only try your best, and I believe I’ve done that,” he said in a sitdown interview with RNZ during his final week as a Labour MP, revealing the most difficult times for him were balancing “being Māori” and “being a politician”.

Henare said he had “mixed emotions” during his last days in Parliament, and said it was the “human connections” in the place that made him feel sad this week.

He had connections across the House, enjoying good relationships with members from all parties, saying that was a testament to how he conducted himself politically, “that’s always been my style”.

He also had connections with the security guards, earlier this week he thanked them for leaving kina in his fridge.

“I’ve had a lot of people from all different walks of life, inside and outside of Parliament, talking about how sad they are to see me leave politics, some even hope that I might change my mind,” he said.

Asked whether anyone in the Labour leadership had asked him to change his mind, he responded: “There’s always conversations with the Labour leadership, but my mind’s pretty made up”.

The resignation

Henare’s shock resignation was announced at Waitangi, after he confirmed he was not contesting the Tāmaki Makaurau seat.

Following a messy media briefing with Labour leader Chris Hipkins, Henare announced he was calling time on his 12-year Parliamentary career, citing exhaustion and a desire to spend more time focusing on his family and future.

Hipkins, who initially refused to answer questions about the resignation, denied the announcement had been bungled, but it did not stop questions being asked about the circumstances.

At the time, New Zealand First Deputy leader Shane Jones, and a relation of Henare’s, expressed his surprise at the retirement.

He said he wanted to find out what had happened and that the “kumara vine” would inform him.

Ahead of Henare’s valedictory on Wednesday, Jones said he no longer wanted to speculate.

“That was a word said at Waitangi, and the god of wind has blown those words long way into the distance,” Jones said.

Asked if he thought Labour regretted letting Henare go, he said Henare was not the first Māori that Labour “forced out”, having left the party himself in 2014.

‘Maybe I should have been more of a Māori’ – Henare

In Henare’s maiden speech in 2014, he referred to Dr Pita Sharples of Te Pāti Māori, who had not been re-elected, saying “I have taken up the paddle of the vessel that you left behind”.

Asked about this, Henare said he believed every Māori had a bit of Te Pāti Māori in them. He described marching in the Foreshore and Seabed hīkoi in 2004, and more recently the Toitū te Tiriti hīkoi.

“I’m Māori to the core, but I make no bones about it – Labour gave me an opportunity, and one that I was fortunate to have.”

Surprising too perhaps given his family had been tied to the National Party.

“I ultimately chose Labour, and have worked hard for 12 years with them.”

He has held multiple ministerial portfolios, such as ACC, Civil Defence, Whānau Ora, Defence, Forestry, Tourism, Veterans and Youth Development, as well as various roles in opposition.

He was also the only Labour MP to be sent to the Privileges Committee as part of the haka Te Pāti Māori started in the house over the first reading of the Treaty Principles Bill.

He was most proud of securing a significant boost of funding for Whānau Ora. In his valedictory speech on Wednesday, he described the establishment of the Māori Health Authority as a “crowning moment”.

Asked if he had any regrets from his time in Parliament, he referred to the Covid-19 pandemic response and questioned whether he had made the right decision at times.

“It was hurtful at that time, those decisions around burial and tikanga Māori and things like that were always quite difficult.”

Another “particularly challenging time” was Ihumātao he said, when he had to “dance on the head of a pin, if you like, as a politician and as a Māori”.

“I walked away from there thinking, maybe I should have been more of a Māori.”

On walking that fine line within the Labour party, he acknowledged it was challenging, however, the feeling of isolation or inability to express “your Māoritanga to its fullest” was a challenge for any Māori MP.

But because of the roles he had held in the past, and also the burden of his whakapapa (ancestry), it meant he would question “is Peeni the Māori today, or is he the politician?”

He did have fond memories of times when he was well supported in the Labour party and able to “progress kaupapa”, so it was a “bit of give and take”.

The Māori vote

Last election, Labour lost six out of the seven Māori seats. He said there was strategising taking place to win them back.

“No doubt about it, we’ve got work to do” he said, on winning the Māori vote.

“My message is always the same for Māori in the Labour Party, don’t rebuild for the election.

“Rebuild with a view towards securing the Māori vote for the next 10 to 20 years.”

He said Willie Jackson, co-chair of the Māori caucus, did a good job of talking about Labour’s key areas of focus this year (jobs, health, homes), while also listening to what Māori wanted to see from a potential Labour government, “he’s a political animal”.

“But be under no illusion, the 2026 election is going to be a tough one.”

Asked whether the turmoil Te Pāti Māori faced last year was the reason Labour was in with a chance in the Māori seats this year, Henare said that was part of it.

He reflected on his success in 2014 being partly because the “tide was going out on Te Pāti Māori” because of their association with the National Party.

‘My time was done’ – Henare

Last year, Henare lost for a second time to Te Pāti Māori in a by-election for the Tāmaki Makaurau electorate seat.

He had been honest about how bruising the loss was, and there were questions about whether he would run for the seat again.

He said there were ongoing conversations about how he was feeling and his career, and ultimately the party asked him to consider it all.

“There comes a time where you should call your time on your career and allow others to push the kaupapa forward.

“I decided my time was done.”

He described personal reasons, such as his family, for the decisions, but also that no one’s time in politics was infinite.

Hipkins was asked by RNZ on Tuesday this week whether he had any regrets that Henare was leaving. He said he was “very fond of Peeni”.

“I’m always sad to see any of my colleagues go, and I’ll be sad to see him go.”

Asked if the Labour leadership told Henare there was not a place for him, Hipkins maintained what he had said all along, that it was “Peeni’s decision”.

What’s next?

He had his eyes set on putting his experience, knowledge, connections and talent to work for his iwi, Ngāpuhi.

“Continuing to progress the kaupapa of my people and the wellbeing and interests of my people – that’s a calling that’s always been there for me.”

That could potentially take the form of being a negotiator for the Ngāpuhi treaty settlement, “Without being presumptuous – I think there’s an opportunity.”

On whether the Treaty Negotiation Minister had approached him, Henare said there had been nothing official, “he knows my number, when I leave this place – feel free to give me a call”.

Minister Paul Goldsmith told RNZ he would “have a chat” with Henare.

“I’ve got big challenge to find a way through to a settlement with Ngāpuhi, and I’ve got good Crown negotiators, but there may be a role somewhere in there for Peeni, he’s a real leader.”

It has been inspiring to see so many brilliant ideas from young design engineers, many of whom have gone on to build businesses and take their problem-solving ideas to people and markets all over the world. In 2025, the James Dyson Award marked its 20th year and received more than 2,100 inventions from young engineers worldwide. Projects provided solutions in areas such as health screening, household waste, and disaster relief.

The 2025 Hong Kong winner was awarded to Reef of Hope, an modular, 3D-printed artificial reef designed to restore oyster habitats. Invented by Dean Chan, a PhD candidate at the Hong Kong Polytechnic University, the reef features an innovative topological design and uses a printing substrate infused with oyster shell calcium carbonate.

Since winning, Dean has advanced his project in Tolo Harbour, while delivering R&D services for marine conservation organisations, gaining support from the HKSAR Government and universities to deploy reefs, working with local fishermen in aquaculture areas, and forming a strategic partnership to expand reef deployment to Asia.

“Winning the James Dyson Award has significantly boosted media exposure for my marine conservation mission, providing a powerful platform to connect with much wider audiences and inspire real change.” Dean said.

Another notable past winner is the 2022 Hong Kong winner, O-Oley, which is rethinking eye care with smart-goggle technology designed to support eye health and wellness. Building on the industry exposure and recognition gained through the Award, the team officially launched its product in June 2025 and has since expanded its impact by delivering community screenings with NGO partners. They have also established a dedicated research centre in Tsuen Wan to support ongoing testing and development.

NZ contributes changes to Pacific fisheries

New Zealand has secured orange roughy catch limits in the South Pacific for another two years at a Pacific regional fisheries meeting, Oceans and Fisheries Minister Shane Jones says.

The proposal brought to the South Pacific Regional Fisheries Management Organisation (SPRFMO) by New Zealand and Australia, was adopted without opposition from other member countries.

“The adoption of New Zealand’s proposal to retain current levels of orange roughy catch in this fishery until 2028 is a vote of confidence in our commitment to commercially viable and sustainable South Pacific fisheries,” Mr Jones says.

“This decision, combined with last year’s agreement at SPRFMO to increase carry forward of unused annual catch, supports jobs in New Zealand and our economy, and makes a real difference for our fishing industry.”

A further proposal by New Zealand to increase the bycatch threshold for coral and sponge before fishers are required to move on from the area was not supported.

“While I’m disappointed there was not agreement on this proposal, New Zealand will be making the same proposal next year. I look forward to continuing our efforts to ensure continued access to the South Pacific fishery.

“I reiterate that this proposal is based on the best available scientific information we have, and will ensure our commercial fishers in the South Pacific are not hampered by needlessly restrictive rules, while still preventing significant adverse effects on the marine ecosystem,” Mr Jones says.

New Zealand’s proposal to strengthen measures to protect seabirds in bottom longline and trawl fisheries was adopted at the meeting.

“Many of our taonga seabirds, including albatross and petrels, range across the Pacific. These measures are crucial for their protection. They align with international best practice, as well as the rules that apply for commercial fishers in New Zealand waters,” Mr Jones says.

New Zealand also made progress in the establishment of binding labour standards for crew on fishing vessels operated by member countries in the high seas of the South Pacific. The proposal from New Zealand and the United States recognises the unique work environment on board fishing vessels and the vulnerability of crew to exploitation.

“While no consensus was reached at this meeting, there was good progress on the text of the new rules which establish basic minimum conditions for crew on fishing vessels. “We will continue this important work with the aim of having these adopted in 2027 so fishing crews in the region are protected from exploitation and the same ethical standards apply to all fishers in the region.”

“I remain committed to ensuring New Zealand has access to commercially viable fisheries in the Pacific, and I will continue to advocate for fisheries management that strikes a balance between environmental protections and these economic benefits,” Mr Jones says.

The world is eating our lunch: How our apples, seafood and avocados make millions

Five years after Who’s Eating NZ, this series revisits where our food goes – but this time through the lens of Kiwi breakfast, lunch and dinner staples. We track how much of what we produce is eaten here, and who has a seat at our global table during meal times. Today, it’s lunch time.

Prime Minister Christopher Luxon memorably advised parents unhappy with supplied school lunches to “make a Marmite sandwich and put an apple in a bag”.

New Zealand certainly does enjoy an abundance of apples.

We grow so many that almost nine out of 10 are sold overseas, fresh and processed.

The bumper crop is no accident. There has been a concerted push to grow the apple export industry with the development and marketing of new varieties. Royal gala and Braeburn apples have been joined by Jazz, Envy and Rockit.

Back in 2012, the industry set a goal of reaching $1 billion in exports by 2022. At that time, exports were sitting at $340 million. The target was missed in 2022, but exceeded in 2025 when exports of $1.26b were achieved.

New challenges come with that success though. Horticulture company T&G won a court order in China, forcing orchards in China to rip out illegally grown knock-offs of its Envy variety.

China clearly has developed a taste for our apples – it was our biggest apple buyer in 2025, followed by Taiwan, Vietnam and India.

For local apple buyers, prices fluctuate through the year, with the highest prices occurring in January. In 2007, 1kg of apples cost $3.89. In January 2025 a kilogram of apples cost $6.15.

The humble avocado might be one of the most controversial foods around. Along with being blamed for creating a generation of renters, its notoriously slippery stone has meant millions in ACC payouts for ‘avocado hand’ injuries, and telling someone they “have the avocados” can spark a language debate.

As well as being keen consumers, New Zealand makes a solid contribution to the global supply of avocados. More than 4700 hectares of the country is planted in avocados, with most concentrated in the Far North and Bay of Plenty.

About 50 percent of what was grown locally last year remained in the country, the rest heading offshore.

Australia is the biggest buyer, purchasing about a third of our exports in 2025, down from a peak of 90 percent in 2020. Far smaller quantities are bought by South Korea, Thailand, Taiwan and Hong Kong.

Export earnings have fallen from a 2020 high of $177m to $102m, as New Zealand competes with other global growers, such as Peru, which had a bumper crop in 2025.

New Zealand Avocado chief executive Brad Siebert said countries such as Mexico, Peru, Columbia and South Africa are producing more avocados, which leads to volatile prices. Demand globally is increasing, but at a slow, sometimes uneven pace.

Domestic prices rise and fall annually, often peaking in May. The highest price per kg of $28.67 was in May 2019.

Seafood might be hard to miss in an office lunchroom, but in the data it disappears. It is incredibly hard to put a figure on how much commercially caught seafood ends up in our lunchboxes compared to what’s exported.

The industry body Seafood NZ said there’s been no need to collect domestic information and this position hasn’t changed since RNZ examined seafood exports in 2020.

It is possible to take some stabs at the number. Previously published figures include 90 percent, 77 percent, and numbers previously on Seafood New Zealand’s website say approximately 450,000 tonnes of seafood is caught each year, with 276,901 tonnes exported.

This comes out at about 63 percent – but working on caught weight versus exported weight is not accurate. Fish is gutted and often filleted before export, so it is impossible to match the caught weight up with export data. Sanford’s 2025 annual report says about 82 percent of its sale value is from exports.

Where our seafood goes has shifted over time. In the 1990s, Japan, Australia and the United States were the biggest buyers of our seafood, but by 2011 China emerged as the top buyer. Its spending peaked in 2022 at $709m but by 2025 dropped to $594m.

Seafood exports earned $2b in 2024 and 2025. The biggest single export earner was live rock lobster – China bought $290m worth of them.

Crayfish might not be on everyone’s lunch menu, but rock lobster has been New Zealand seafood’s biggest export earner since 2017 with around 2500 tonnes exported each year, earning between $266m and $392m. Export volumes hit a record 2700 tonnes in 2025.

The demand has put pressure on crayfish populations. In December it was announced that commercial and recreational fishing for rock lobster will be banned from April 2026 off Northland’s east coast in an effort to halt the species rapid decline in the area.

Despite high-profile controversy about global beverage giants bottling our water, exported New Zealand water actually represents a small proportion compared to what’s sold locally.

An exact figure for local sales is hard to come by, but 2018 information published on the Ministry for the Environment’s website suggests only 17 percent is exported.

Bottling companies pay resource consent fees, but do not pay for the water itself. This can mean they pay less for water than residential rate payers.

In 2020 China was the biggest buyer, but since 2022 the US has taken top position.

Despite abundant water here, Kiwis still pay for water from other countries. In 2025 more than 3 million litres was imported, including 1m litres from Italy and nearly 300,000 litres from Fiji.

‘A little short of a disaster’: Little Penguins mauled by dogs at Piha

Lying on the rocks and left to die, with puncture wounds, exposed bones, and sometimes missing limbs.

According to conservationists, that is the state Little Penguins/Kororā are being found in on coastlines around the country, and irresponsible dog owners are to blame.

Auckland’s West Coast beaches were a particularly egregious hotspot for dog attacks on penguins.

Peter Hosking from Pest Free Piha said that earlier this year, five Piha penguins were killed by a dog in just one night.

“It was a shock. We only have a handful of birds nesting here. And to lose five in one night was a little short of a disaster,” Hosking said.

“It’s hard to say exactly how many [Kororā] there are at Piha, but it’s fewer than 15, so to lose five in one night is a big loss to the penguin community here.”

From late summer to autumn, penguins shed their old feathers to grow new ones, and they cannot return to sea during that time. It was then that most dog attacks happened.

Hosking said 13 adult Kororā had died at Piha this moulting season, nine of which were confirmed to have been attacked by dogs after post-mortem examination.

At North Piha, dogs were allowed to be off-leash. But Hosking said owners were letting their dogs run free in areas where they should not be, close to penguin habitats.

Auckland Council appointed a dog control ranger just for Auckland’s West Coast four years ago to enforce the rules.

But Hosking said it did not matter that people were compliant during the day if others allowed their dogs out at night, when penguins went wandering.

“Some of the attacks here have occurred at night, which is an indication that people are not keeping their dogs under control at that time. And of course, at night, it is less likely there will be dog patrols or people around to do anything about a dog that’s out of control,” he said.

“It’s pretty clear that it is dog owners, probably in North Piha, who allow their dogs to be out outdoors and off-leash at night, so we’re trying to educate all dog owners, but especially those people that they need to have their dogs under control at all times and at night in a kennel or inside their properties.”

Dr Rashi Parker, from BirdCare Aotearoa, which treats sick or injured native birds, said two of the Kororā brought to them this moulting season were confirmed to have been attacked by dogs.

She said one was recently attacked at Anawhata, a West Coast beach where dogs are prohibited.

“There’s a continued concern from community groups involved with conservation initiatives along the West Coast that there are off-leash dog incidents often involving locals themselves. It’s not visitors coming into the area, it’s locals doing this.”

BirdCare had cared for five penguins confirmed to have been attacked by dogs in the past five years.

But BirdCare rehabilitation assistant Catriona Robersto suspected that 18 of the injured penguins brought to them this moulting season could also have been injured by dogs.

She warned that even small dogs could cause significant and often fatal injuries.

“Most people with a puppy at home will love to play tug of war with them, and it’s really cute in the setting of the home. But out in the world, they’re inherently going to pick up something that is, let’s face it, shaped like a cuddly toy, grab it and shake it. And we often see the sort of ragdoll injury in penguins that come into us,” Robersto said.

“Recently, we had a penguin that ended up with really bad neck torsion to the point where it couldn’t move normally at all because its neck was so stunted from having been shaken around. We had another case come through where that shaking behaviour had actually ended up causing huge lacerations.

“I’ve worked in a professional capacity with these birds for a while now, and I haven’t seen anything damage a bird that way, shy of a moving vehicle.”

She said it was heartbreaking to see Kororā that would have otherwise been healthy, had a dog not got to them.

“It’s poor dog ownership. Because it’s as simple as keeping them on a leash in an area that’s known to have penguins or suspected to have them,” Robersto said.

“All of us here at Bird Care feel like we’re screaming into the void because it is such a simple fix and those breeding adults are so vital to the survival of these species.”

Auckland Council Animal Management West team lead Clarke Trethowen said the West Coast Beach Patrol officer had issued seven infringements, three formal warnings, and a high volume of verbal warnings this moulting season.

He said they had received multiple reports of dead penguins, mainly on Piha beach, which appeared to have been attacked by an animal.

“Unfortunately, no evidence has been obtained to identify the dog responsible and allow for a prosecution.”

“The West Coast beaches have a diverse environment where many animals live, breed and visit. It is important that all dog owners are aware of the rules and read the signs before entering the beach to avoid enforcement action and to ensure our beaches can be shared safely by everyone.”

Melissa Mcluskie, from the New Zealand Penguin Initiative, said dog owners nationwide needed to be vigilant.

She said Auckland was not the only place where they were seeing a large number of attacks. They were also happening in Wellington, Kaikoura, Northland, and the Bay of Plenty.

“Penguins are very smelly and attractive to dogs and so they’re easy for dogs to locate. When dogs are off-leash, uncontrolled, or unsupervised, they could be going into penguins’ habitats, killing a bird and then walking away and the owners have no awareness whatsoever what happened.”

She said not all Kororā killed would be found or sent to a rehabilitation centre like BirdCare.

“The ones that are lucky enough to be rescued and go through the rehabilitation process are documented. But not all of those will be examined or sent off for a necropsy. Due to penguins’ dense feather plumage that covers their bodies, it’s not always obvious that they have been attacked or killed by a dog, so they do need to have a proper necropsy examination. And there are a lot of birds that have likely been attacked by dogs that we are unaware of,” Mcluskie said.

“Another issue is sometimes a bird that’s actually still alive may be put in the dunes or under some vegetation. That actually puts it at risk of being attacked by a dog that may go and walk through the dunes.”

As well as reporting attacked penguin sightings, she urged people to be alert for any penguins wandering on the beach during the daytime

“Healthy birds will be coming ashore at night time or they will be tucked away safely away in their burrows or nest boxes. So if you’re seeing a bird that’s out on the beach during the day, it’s not normal. It’s likely sick, injured or starving and it needs help.

“There is a number of community groups around the country that monitor their local colonies, and most of them are willing to rescue a bird and get it the right help that it needs.”

Schools bringing in counsellors to deal with harm caused by social media

Principals of two Auckland schools say they’ve had to hire counsellors specifically for dealing with the harm caused to children by social media.

The principal of East Auckland’s Riverina Primary School, Bryce Mills told Checkpoint children as young as eight were being exposed to extreme online content.

He said his school hired a counsellor to help deal with the damage and he was not the only one.

Auckland’s Whangaparāoa College had hired the equivalent of five school counsellors last year to help teenagers harmed by social media, it said.

It’s prompted calls to push through a ban on social media for under-16s.

It comes days after Parliament’s Education and Workforce Committee released its final report on the inquiry into the harm social media causes for young people, offering recommendations including banning under-16 year olds from social media.

“Roblox in particular is a big one at the moment, in terms of the chatter that happens, the games they have access to.

“I know that it’s both a platform for kids and adults, they can both access it, they can create the games on there, so I guess that makes it a lot more open.”

What the students see and hear online at night arrived with them at school the next day, she said, and they didn’t always understand what they were repeating.

“They heard it from their friend or they heard it from this person online, so they thought that it was okay to say.”

Last year, research from Te Mana Whakaatu the Classification Office, found young people don’t generally go looking for objectionable content.

But it could be hard to avoid when it came up on social media, in group chats, or was shown around in person.

Some examples of this included pornography and real-world violence.

Riverina Primary School principal Bryce Mills said similar content was being seen by children as young as eight at his school.

“There is the odd occasion unfortunately where you do hear some of that sexual stuff coming through as well,” he said.

The school of 150 students was self-funding its own online security system, which costed them $3000 each year.

But Mills said the school couldn’t control what the students saw once they went home for the day.

“I had a parent the other day say to me, that they got up at one in the morning to go to the bathroom and they could see a glowing light from a bedroom.

“Their daughter had gone out and got the phone off the dining room table and was on their phone.

“If they hadn’t gone up to go to the bathroom, they wouldn’t have known that. It [happens] behind those closed doors.”

The situation was similar at Auckland’s Whangaparāoa College.

Principal Steve McCracken said he had to hire the equivalent of five school counsellors last year to help teenagers harmed by social media.

It was costing the school hundreds of thousands of dollars.

“I think that it is largely driven by social media and what they see is cool, the people that they see online with rich backgrounds and fast cars and all the bling.”

Last year, Australia became the first country to implement a social media ban for under 16’s, blocking access to sites like TikTok, YouTube, Instagram and Facebook.

Navy faces potential fine after Akaroa Harbour oil spill

Canterbury Regional Council is yet to decide if there will be any penalties for the Royal New Zealand Navy after a ship spilled hundreds of litres of oil in Akaroa Harbour.

About 200 to 300 litres of lubricating oil leaked from HMNZS Te Kaha on Sunday morning because of an oil cooler defect on the ship’s starboard engine.

The Defence Force (NZDF) said the ship was in Akaroa for a training exercise.

The council’s coast and harbours manager Guy Harris said crews had cleaned up most of the oil using absorbent booms. It was not a large spill, but the oil was quite toxic and “thick” for wildlife, although that made it easier for teams to pick up, he said.

“We’ve been on the water since first light doing observations. We still haven’t seen any more black oil but we are still seeing odd sheen, which is very thin layers of oil, and we’re chasing those down.

“We’re also doing shoreline observations looking for oil on the beach, on the rocks.

“This type of oil could be quite significant if it wasn’t captured, if it was in a more remote place or the weather wasn’t so forgiving or we couldn’t get to it, it could be quite damaging. But in this instance we did everything right, and we had a few things on our side as well.”

Harris said any enforcement action against the Navy was yet to be determined by the regional council.

Polluting ships could result in prosecutions or fines of thousands of dollars under the Resource Management Act.

Harris said there had been no reports of any oiled or sick wildlife so far, but teams were continuing to search the area. The oil spill did not happen in Akaroa’s marine reserve.

“We’ve been looking out for seabirds such as shags or blue penguins, there’s a few other birds that come and go but they’re the main ones we’d be looking for, and maybe red-billed gulls,” he said.

Otago University professor of zoology Liz Slooten said she had serious concerns for dolphins and seabirds in the harbour.

She said seabirds could have their feathers covered in oil, causing them to lose their insulation, sink, drown or be unable to catch fish. Risks for marine mammals included breathing in polluted fumes, getting oil in their eyes, or eating contaminated fish, she said.

“There’s a whole bunch of health effects that will follow on from these animals taking in oil, or diesel or other petrochemicals, so it’s a really serious problem.”

She said bottlenose dolphins had been seen to lose teeth after swimming in contaminated waters in the Gulf of Mexico after the Deepwater Horizon disaster, when 4.9 million barrels of oil spilled into the sea.

Slooten said it was concerning the Navy leak was the second spill in the harbour in the past two months, with more than 2000 litres of marine diesel fuel spilling from the Black Cat Cruises boat on 31 January.

Banks Peninsula councillor Tyrone Fields said Akaroa had had a “horror run” and news of another spill was disheartening.

“The health of the harbour there is really on the precipice, and I’d hate to think we’d consider doing future damage to it by continuing to pump wastewater into it. At some point we just have to start doing the right thing when it comes to our waterways.”

NZDF said the ship’s company had been working with the harbourmaster to clean up the slick.

REVEALED: Scientists’ discovery of ancient deep sea corals brings new hope for protection against threat of industrial fishing – Greenpeace

New scientific research from Greenpeace has uncovered ancient and fragile corals at a Lord Howe Rise seamount in the South Pacific, an area of huge ecological significance in the high seas that has never been surveyed before.
This scientific discovery, from just one seamount on the Lord Howe Rise, has proven for the first time that the seamount is a vulnerable marine ecosystem. This new status should protect it from destructive bottom trawling, according to international rules intended to protect these fragile ecosystems. This discovery comes as bottom trawling was temporarily paused in the area in 2024, but threatens to make a return.
The scientists catalogued a total of 350 corals, sponges and other life forms in just a fraction of the Lord Howe Rise seamount – many of which are 100+ years old and some reaching almost 2 metres in height. Slow-growing and fragile, the corals include bamboo, golden, precious, stony, hydro and black, in addition to sponges, sea lilies and anemones.
Vulnerable marine ecosystems are fragile, rare, or complex marine habitats that are highly susceptible to irreparable damage from human activities. Campaigners say this means that the area must be closed to damaging bottom trawling for good – widely considered to be the greatest threat to seamount ecosystems.
Commenting, Greenpeace Aotearoa Ocean Campaigner Ellie Hooper who led the scientific expedition to Lord Howe Rise, says:
“It was moving and awe-inspiring to see these vibrant corals and fragile sponges streamed up from the deep, but right now they face an uncertain future. If this site is reopened, these ancient species could be destroyed by New Zealand bottom trawlers in the future. And this discovery is just a tiny snapshot of life in the area.
“The New Zealand government must stop protecting the interests of industrial fishing companies and not attempt to reopen the area for bottom trawling. Every other nation has stopped this destructive practice in the region, are they not embarrassed to be the only ones left?
“We are now armed with the proof we needed that bottom trawling must be banned here. It’s clear that this is a vulnerable marine ecosystem so it’s crucial we act now to protect this fragile life in the deep from destruction.”
Lord Howe Rise is of huge ecological significance, but despite this it remains under serious threat. Whilst the seamount surveyed was temporarily closed to bottom trawling in 2024 after a New Zealand trawler – the Tasman Viking – dragged up 37kg of coral, the New Zealand government could push to reopen that area to destructive bottom trawling, which could destroy the ancient corals and sponges scientists have documented there.
The New Zealand government in early 2026 submitted a proposal to increase the amount of coral and other vulnerable deep-sea species that can be trawled up as bycatch on the high seas without consequence. This proposal was submitted ahead of the annual meeting of the South Pacific Regional Fisheries Management Organisation this week, with Greenpeace also submitting the findings from Lord Howe.
International resolutions state that vulnerable marine ecosystems should be protected from bottom trawling due to their fragility, ecosystem importance and slow recovery rate, making them incredibly vulnerable to this fishing method.
The area is being considered for one of the world’s first ocean sanctuaries under the Global Ocean Treaty, which came into force earlier this year.

Moa Point disaster exposes deeper problems, public health experts warn

Public health experts are warning the catastrophic failure of Wellington’s Moa Point wastewater treatment plant exposes deep, systemic problems with New Zealand’s infrastructure management.

Early last month a blockage in the plant’s outfall pipe led to a backflow of sewage into the plant, shutting it down and forcing the closure of beaches along the city’s South Coast as up to 70 million litres of untreated sewage was sent into the sea each day.

The University of Otago’s Public Health Communication Centre said the failure was a severe example of problems already affecting systems across Aotearoa.

It said Water New Zealand’s latest performance review recorded more than 3000 sewage overflows nationwide, though the true number was likely higher because reporting had historically been inconsistent.

It also found about 20 percent of the country’s 334 publicly run wastewater treatment plants were operating with expired resource consents, meaning they may not meet current best-practice standards or have robust monitoring in place.

If the inquiry into the Moa Point wastewater treatment plant was too narrow, the risk was only learning lessons about Moa Point and not systems across New Zealand, Marnie Pricket said. RNZ / Samuel Rillstone

University of Otago research fellow Marnie Pricket said responsibility for water services was spread across multiple organisations, including the national regulator Taumata Arowai, regional councils, local councils and central government ministers.

Pricket said the complexity of that system made accountability unclear when things went wrong.

“For example, Taumata Arowai has oversight of water services but doesn’t currently have the legislative tools to intervene if regional councils fail to regulate wastewater discharges effectively.”

Poor wastewater management posed risks to both human and environmental health, including exposure to raw sewage, contamination of drinking water sources and polluted shellfish beds, she said.

Ageing infrastructure and climate change were also likely to increase the risk of failures in the future.

The government announced a Crown Review Team would investigate the failure under the Local Government Act 2002. But Prickett said that process appeared to focus largely on the role of Wellington City Council, which could limit its ability to investigate the full range of issues affecting wastewater management across the country.

“The drivers of poor wastewater management are much broader than a single council,” she said. “They include policy and investment decisions, workforce limitations, problems with data quality, governance issues, and unclear roles and accountability across agencies.”

The upcoming Crown inquiry must examine not just the immediate cause of the breakdown, but the wider drivers behind wastewater failures nationwide, Prickett said.

“If the inquiry is too narrow, we risk learning lessons only about Moa Point,” she said.

“But this is a national issue, and the inquiry should help us understand how to improve wastewater management across the country.”

The review should follow the model used after the 2016 Havelock North campylobacter outbreak, she said.

“The value of the Havelock North inquiry was that it looked at the specific outbreak, but it also examined the broader drivers of poor drinking water across the country.

“That meant the lessons could be applied nationally. That’s what we’re hoping for with the Moa Point inquiry.”

Acid rain falls on Vanuatu islands as volcano belches ash

The Vanuatu government has decided not to order a mass evacuation of communities on Ambae island affected by acid rain from the Manaro Voui volcano.

On Friday the Council of Ministers (cabinet) endorsed the recommendations of the National Disaster Committee for a plan of action.

This included approving a budget of 20 million vatu (US$170,000) for a team from the National Disaster Management Office to go to Ambae on Saturday.

Once there they will assess the most affected parts of the island and have them declared disaster zones.

Climate change minister Ralph Regenvanu said there is no mandatory evacuation at this stage but people in the worst affected areas are encouraged to move to less affected parts of the island if they do not feel safe.

“Even though on Ambae we are hearing the activity of the volcano is changing, sometimes it is increasing and sometimes it is going down, it is still only at alert level three,” Regenvanu said speaking in Bislama.

Regenvanu said plans are in place should the volcanic activity increase even further.

“The council has also approved that if we go to alert level four, which is the worst case scenario, and will require the whole island to be declared a disaster zone and for us to start evacuations, an emergency plan is already in place.”

Acid rain impacts

Acid rain from the volcano on Ambae – 310km north west of the capital of Port Vila – is reportedly effecting water and food supplies.

Authorities say the volcano is spewing toxic burning ash which is now covering the entire island due to wind changes.

The Vanuatu Meteorology and Geohazard department (VMGD) says acid rain has now reached Santo, Malakula, Pentecost and Ambrym islands.

Its director, Levu Antfalo described its effects.

“It burns, right because it contains sulphuric oxide, it rains down and becomes acid rain. It burns their crops, pretty much anything that it gets in contact with, water as well. Usually those who use wells, drums, tanks that are not covered could be affected, but bore hold water seems to be okay,” he said.

Antfalo said the heavy ash fall also alters the PH levels in water, making it more acidic.

“I mean it burns their protein source, like vegetables.. We were told as well it increases the PH of water as well as prawns and fish that are there (in rivers).”

Edwin Tarai and his family were evacuated after Ambae erupted in 2018, and have never returned.

The 74-year-old, who lives in Santo, said people on Ambae were complaining about government inaction.

“There is no plan of moving out at the moment but there is a concern. People are complaining and wondering what is the government’s next move,” Tarai said.

The former nurse practitioner said that the noise is increasing and can be heard in east Santo, Pentecost and Ambrym islands.

Nixon Garae, a tug boat captain in Luganville, Santo has relatives in East Ambae, who described the noise.

“They said the noise is very loud because when people are talking you can’t hear the other person talking. It is causing ear pain because it’s very loud and heavy,” he said.

“Last Saturday when they were in church, when the preacher stood up at the front, they could hardly hear him because the noise was too loud.”

Active shield volcano

A volcano duty officer with New Zealand’s GNS Science, Yannick Behr said Ambae is a typical shield volcano and a very active one at that.

“It’s part of a chain of volcanoes in Vanuatu, they’re sitting on a rifting zone that is caused by the eastward subduction of the Australian plate. That tectonic process keeps that volcanism alive so all volcanoes on this rifting zone, they erupt quite regularly,” Beer said.

The latest plumes are about four kilometres above sea level, he said.

“It can twice as high, but again these are explosive eruptions but because of the consistency of the magma they tend to be not quite as catastrophic as you can see them (sic) from other types of volcanoes,” Beer said.

The geohazards department has issued a reminder to Ambae residents to stay out of the danger zone.

This comes after an aviation warning was issued on Thursday for volcanic ash cover over the island.

In a public address overnight director Levu Antfalo warned residents to take precautions.

“Just a reminder that the danger zone is a three kilometres radius around the crater. So do not go close to it,” Antfalo said.

“Things to take care of include water, protect your water supply. It will also affect food gardens. And also those with respiratory illnesses…this can affect the health of families that live close to or in the surrounding areas of Ambae,” he said.
