Social Development Minister says nothing suggests Gloriavale children unsafe following visit

Senior government minister Louise Upston says she did not see anything on a visit to Gloriavale that caused concern about children’s safety at the West Coast Christian community.

The Social Development Minister visited Gloriavale on 30 January where she met Overseeing Shepherd Stephen Standfast, senior leaders and other Gloriavale members.

Former Gloriavale member Virginia Courage has criticised the visit, saying the minister would not have seen the reality of life at the sect and should meet leavers rather than community leaders.

On Thursday Upston said the visit was important because she was responsible for an Abuse in Care Royal Commission recommendation the government take all practicable steps to ensure the ongoing safety of children, young people and adults at Gloriavale.

“I thought it was really important for me to be able to meet the key leaders, to be able to see for myself, and to ensure that I was well-informed,” she said.

Asked if she thought Gloriavale children were safe, Upston said “there was nothing that I saw that led me to think they weren’t”.

“What we’re working on is a community plan. I have to give them the benefit of the doubt and I am at this stage confident that they are engaged in the process, that they are working with the government agencies on the ground, that they’re working on an outcomes plan. That is very much anchored around the safety and care of children,” she said.

Government agencies were at Gloriavale working with the community on a regular basis, Upston said.

“Clearly there have been issues in the past. We are focussed now on the safety of children. There was nothing that I saw that led me to be concerned about it but regular contact with agencies on the ground will continue to happen and, because we are now looking at it as a group of agencies collectively, if there was anything that happened we would get to see it and know about it quickly,” she said.

Upston said she met a large group of Gloriavale leaders and attended a community gathering with a question-and-answer session.

“Then I did a walk-around like I usually do, I just wander off and go and talk to whoever I want to talk to and that’s exactly what I did,” she said.

Gloriavale’s leaders were concerned about education and schooling but Upston told them decisions about Gloriavale Christian School were a matter for the Secretary for Education.

The minister was unable to meet leavers in Wellington on a previous occasion but said she was happy to do so in future.

“I’ve said I’m happy to and the ball is in their court so when they’re back in Wellington, happy to catch up,” she said.

Upston was accompanied by National’s West Coast-Tasman MP Maureen Pugh, Ministry of Education deputy secretary Geoff Short and Regional Public Service Commissioner Craig Churchill.

Pugh said she had nothing further to add to the minister’s comments, except to say that she was there as the electorate MP to support Upston’s visit.

RNZ has approached Short and Churchill for comment.

Courage earlier told RNZ the minister should not have gone to Gloriavale.

“What she’s seeing is not reality, it’s crafted, it’s practised. Them going there and not being informed, not knowing what they’re dealing with, not having talked to leavers, not having gotten facts about the level of harm, really all you’re doing is giving Gloriavale air-time,” she said.

Upston would have met members hand-picked by Gloriavale’s leadership, Courage said.

“I’m highly, highly suspicious that this was just a PR event to make it look like they care. ‘We’ve been there and visited’ – and you didn’t see any abuse that day so it’s all okay? Of course you didn’t see any abuse, you were talking to the people who do the abusing,” she said.

“It actually upsets me to think that she went there and talked to the leadership. It’s the leadership who are responsible for the teachings that this community is suppressed and dominated by.”

Countless visits from police, politicians and government departments had failed to expose wrong-doing at Gloriavale, Courage said.

“None of them figured out what was going on, it had to be from ex-members going to court and proving it in court without a shadow of doubt the level of abuse, neglect, coercion, manipulation, deception even. You cannot go and visit Gloriavale and know what it’s about. You do not see the real thing,” she said.

The High Court quashed Temple’s jail sentence on Tuesday following an appeal. The 85-year-old will instead serve 11 months’ home detention at a property in Greymouth.

A Gloriavale spokesperson said the minister came to see the community first-hand and meet a cross-section of members including the school board, mothers, managers and leaders.

It was a short visit including a brief inspection of the school, main building and accommodation, and a meeting with a homeschooling family, the spokesperson said.

The minister and senior leaders discussed “concerns about the registration of the school, success of our policies regarding abuse and continuing plans to support leavers”, they said.

Standfast took on the role of Overseeing Shepherd last December following the resignation of Howard Temple, who was sentenced to two years and two months’ jail for indecently assaulting young women and girls over 20 years.

The High Court quashed Temple’s jail sentence on Tuesday following an appeal. The 85-year-old will instead serve 11 months’ home detention at a property in Greymouth.

Last December the Ministry of Education announced it was cancelling Gloriavale Christian School’s registration because of safety concerns but the private school remains open pending a High Court judicial review.

Gloriavale founder Hopeful Christian – formerly known as Neville Cooper – was sentenced to five years in prison in December 1995 on three charges of indecent assault.

The Abuse in Care inquiry found the Overseeing Shepherd and senior leaders at fault for allowing physical and sexual abuse at the community, failing to prevent abuse and protect survivors and inappropriately handling perpetrators, allowing them to remain in the community and continue their abuse.

Select Committee calls for online platform transparency and accountability – Amnesty International

The Education and Workforce Select Committee has reported back on its inquiry into the harm young New Zealanders encounter online saying the current law is not adequate. It makes a range of recommendations including:
  • Strengthen liability for online harm, e.g. for platform design, such as use of algorithms and infinite scroll features
  • Establish an independent national regulator for online safety – the report states that effective regulatory change cannot be accomplished without an empowered regulator
  • Regulate algorithmic recommendation systems
  • Mandate algorithm transparency
“The Committee’s report strongly affirms that online harm is an urgent issue, that legal safeguards are needed  targeting platform accountability and transparency, and the need for an independent regulator.
“The rise of the internet has opened up incredible possibilities. However, without proper regulations, we’ve witnessed the growth of digital platforms that can create harmful online environments impacting all of society, not just young people. From death threats, revenge porn, live-streamed terrorism, to complex financial scams, the harm is profound. But it doesn’t have to be this way.
“The Committee’s report is clear, we can better protect all New Zealanders through such measures as transparency and accountability, overseen by an independent regulator.
“Search engines and social media platforms have been designed to promote content that drives engagement, regardless of its harmful effects. Therefore we would also like to see a duty of care introduced where companies must actively assess and mitigate risks with the aim of making online platforms safer by design. An approach countries like Australia and the UK, and the European Union are already doing,” says Anjum Rahman from the Tāhono Trust.
“We know the Government is considering the issue of online harm, but it shouldn’t only focus on a social media ban for young people. While this was one of the Committee’s recommendations, the report was clear more is needed. Banning social media for young people doesn’t address the root causes of harm and places the burden of safety on young people and parents while allowing platforms to continue operating predatory business models. In addition, we’re very concerned that such a policy would mean people have to give away identity data, including biometrics. This in turn raises serious privacy questions about what happens with this data.
“Any plan that solely puts the burden on parents and young people while leaving the toxic architecture of these platforms untouched, will have failed so many New Zealanders,” says Lisa Woods from Amnesty International Aotearoa New Zealand.
Notably, the InternetNZ Insights Report explored people’s thoughts about AI – a feature of many online platforms. It was reported that 68% of people are concerned that AI is being used to produce harmful content with 65% concerned it’s being used for malicious purposes. 64% think there is insufficient regulation and law governing the development of AI.
“We need to create proper safeguards – pragmatic and effective law that upholds human rights, including free speech. Importantly in doing so the Government must keep at the forefront its obligations under Te Tiriti o Waitangi and work with Māori to develop appropriate regulation,” says Woods.

Prudential Study Finds Financial Wellbeing Tapers with Age Across Asia

Respondents aged 18-35 record the highest score at 59.8 out of 100, falling to 57.7 among those aged 50-60

HONG KONG SAR – Media OutReach Newswire – 5 March 2026 – Financial confidence and preparedness are highest among younger adults in Asia and decrease in later life stages, according to new research by Prudential plc (“Prudential”), the leading Asia and Africa insurer. Results show that respondents aged 18-35 score 59.8 out of 100 in financial wellbeing, compared with 58.2 for those between the ages of 36-49 and 57.7 among those aged 50-60.

The findings form the basis for Prudential’s inaugural Financial Wellbeing Index, a regional barometer of how people in Asia are managing their finances today and how ready they feel for tomorrow. Measured from four dimensions – present financial security, future financial security, present financial freedom and future financial freedom – it combines attitudes, behaviours and expectations into a single score to indicate level of wellbeing.

Opportunity to Strengthen Financial Wellbeing

Despite nearly half of all respondents (46 per cent) rating their financial wellbeing as good or above, the index this year records an overall score of 58.9, pointing to a broad-based opportunity to strengthen confidence and preparedness.

While those aged 18-35 express stronger optimism towards their financial future, concerns around job stability and family health remain prominent. In contrast, respondents aged 50-60 are most concerned about their physical health deteriorating and rising costs of necessities such as food, clothing, power and transport, reflecting the financial and health‑related pressures that tend to intensify later in life.

From Coping Today to Confidence Tomorrow

The research also reveals a disconnect between day‑to‑day stability and long‑term financial freedom, defined as the level of preparedness for meeting financial goals. While people feel relatively secure in the present (61.7), their confidence in future financial freedom is significantly lower (55.2), suggesting that many are managing in the short term but do not feel fully equipped to sustain choices and absorb financial shocks over the longer run.

Notably, only one in three respondents (34 per cent) say they do not need to keep earning in their retirement years. Fewer than half (47 per cent) feel secure when thinking about their financial future, while only 45 per cent believe they could handle a major unexpected expense. This gap continues to widen across later life stages, highlighting the importance of early financial preparation, ongoing education and long-term planning in achieving financial freedom and sustained wellbeing.

Market Differences and Challenge in Access

Across the region, Vietnam records the highest overall financial wellbeing score at 65.1, supported by the highest number of respondents (66 per cent) who strongly or slightly agree they have access to financial services and products that enable long-term financial planning. Indonesia (62.0) and Thailand (60.4) follow closely, with respondents in both markets also reporting among the highest levels of financial knowledge, access to services and planning for long‑term success. On the other hand, those in Hong Kong, which scores the lowest for financial wellbeing at 52.5, are the least satisfied with their access.

Overall, access to financial solutions remains limited: only 18 per cent strongly agree they have what they need to achieve financial success – a disparity that amplifies the challenge of building optimal financial wellbeing and can compound over time.

Local News – Full steam ahead for Porirua streamside planting programme

More than 100,000 plants will go in the ground in Porirua this year as the city’s streamside planting programme to restore Te Awarua o Porirua Harbour shows no sign of slowing down.
The streamside planting programme, which launched in 2022, is a transformational project to create thriving habitats and improve the water quality of Porirua’s waterways and, ultimately, the harbour. Council is working in partnership with Ngāti Toa and collaborating with the regional council, Mountains to Sea, community groups, and supporting thousands of students across schools to take up the cause.
In 2026, there is $900,000 in funding – half from Ministry for the Environment and half from Porirua City Council – to restore habitat along our waterways, including putting 108,000 plants in the ground between May and October. This funding also ensures the continued maintenance and health of our previous years’ plantings to guarantee long-term project success.
Planting will take place in Horokiwi, Pāuatahanui, Taupō swamp, eastern Porirua and Rangituhi.
Council’s Manager Urban Ecology, Daniela Baggio, says working with the community to care for nature and carry out planting is extremely satisfying.
“It’s going to be a busy winter for our Parks team and we are always looking to build on the previous years’ engagement,” she says.
“Schools and communities are really committed and engaged in the programme and I’m certain we will get willing volunteers out there, often on wet days, getting their hands in the ground as we look to improve the health of the harbour, which is one of our key priorities as a Council.”
Porirua Mayor Anita Baker says planting around Porirua’s streams and waterways was a huge boost for the harbour.
“We know what planting is needed and we’re making a huge effort each winter to make this happen. Our ongoing commitment to catchment restoration is part of the Porirua Harbour Accord, which was signed just over a year ago, uniting key partners to restore the ecological, cultural and environmental integrity of this precious taonga for Porirua.”
Other key focus areas of the Accord include improving water quality, restoring biodiversity, integrating sustainable water management with urban development, and addressing climate change impacts. Signed on 6 February, 2025, it is an agreement between Te Rūnanga o Toa Rangatira, Porirua City Council, Greater Wellington Regional Council, Wellington City Council and Wellington Water Ltd and other partners passionate about the harbour’s future.
Planting days and opportunities for the public to participate will be advertised on Council’s website and social media as they’re confirmed closer to May.

Beaked whale found dead after initial refloat

The Shepherd’s beaked whale that was refloated near St Heliers in Auckland on Tuesday 3 March was found deceased on the afternoon of Wednesday 4 March off Hobsonville.

It is unusual for a deep-water species of whale to be found close to shore – it’s often a sign it is injured or sick.

We have taken tissue samples for scientific analysis and are working alongside mana whenua to remove the remains from the current spot to a suitable burial site.

Thank you to everyone involved this week including Ngāti Whātua Ōrākei, Ngāti Paoa, Te Kawerau ā Maki, Project Jonah and Massey University, and the volunteers and public who have been a great support.

Species background

The Shepherd’s beaked whale is found only in the Southern Hemisphere, with most records in and around New Zealand.

They are one of 13 species of beaked whale known from New Zealand, a world biodiversity hotspot for the group.

They are unique amongst beaked whales in having functional teeth in both the upper and lower jaws.

The Shepherd’s beaked whale status in New Zealand is Data Deficient, as we do not know how many of these animals there are, nor whether that number is increasing or decreasing over time.

We have records of 38 Shepherd’s beaked whales stranding in New Zealand, as well as 11 sightings of groups of whales seen live at sea.

Strandings have occurred all around the country, from Cape Reinga out to the Chathams and down to Stewart Island, indicating they likely have a widespread distribution throughout New Zealand waters.

Most of the live sightings are associated with offshore underwater canyon systems, for example off Kaikoura and Otago, in relatively deep waters typically used by beaked whales.

Health – Strengthening the primary care workforce: The College welcomes employment changes for GPEP 1 registrars

The Royal New Zealand College of General Practitioners (the College) welcomes the Minister’s announcement that Health New Zealand | Te Whatu Ora (Health NZ) will become the direct employer for General Practice Education Programme (GPEP) Year One registrars from February 2027.
GPEP 1 registrars will continue to be able to choose practice employment alongside this new change.
The College and Health NZ have worked together on this change to provide registrars with a smoother transition into GPEP with pay, terms and conditions aligned with other specialist vocational programmes.
College CE, Toby Beaglehole says that the announcement continues the positive momentum towards investing in the future of primary care and ensuring it remains sustainable.
“This announcement is a very positive step forward in removing barriers for house officers joining our GPEP programme, with the continuation of their employment with Health NZ.”
“Alongside the new Primary Care pathway for PGY2s, this is another step forward that continues to build the attractiveness of being a specialist General Practitioner, which will result in a more sustainable primary care system in New Zealand. We know specialist GPs are vital to the health of our communities in New Zealand and are at the frontline of our health care system.”
The 2022 Malatest report highlighted that leaving the hospital-based system was the most significant barrier for doctors entering GP training.
“It’s great that GPEP registrars can choose to be employed under Health NZ, with the resultant benefits of continuity of employment that come with this and hopefully enabling similar conditions of employment to their hospital colleagues,” says Dr Ella Barclay, Chair of the College’s Registrar Chapter.
The College continues to aim to get 300 registrars into the GPEP training programme each year, with a clear focus on strengthening New Zealand’s primary care workforce by ensuring that we have more GPs and the workforce pipeline remains sustainable.
With Health NZ now becoming the employer of registrars who are not employed by a private practice in their first year of GPEP training, the College will retain its leadership over educational content, training standards, quality assurance, and clinical placements.
The option for registrars to be employed by a private practice will remain a core component of the GPEP training pathway and has not changed under this agreement.
The College and Health NZ will work together to ensure this process is seamless for new registrars applying for GPEP in 2027.

Tax Reform – Report shows wealth tax practical and necessary to address increasing inequality

The report by Tayla Forward shows that a well-designed and enforced wealth tax can help restore progressivity to New Zealand’s tax system and generate significant revenue to better fund the public goods and services we all rely upon, but which are crumbling with the weight of underfunding.

“In 2023 IRD research found the wealthiest 311 families paid an effective tax rate of 9%, while ordinary people who earn their income from work or welfare pay 20% on average. That’s because our tax system relies too much on income tax and GST, and does not tax wealth in any meaningful way. This report shows that if we get the settings right a wealth tax is a practical and necessary step in addressing this unfairness,” said Glenn Barclay, spokesperson for Tax Justice Aotearoa and the Better Taxes Campaign.

“Right now ordinary people are contributing more to our collective pool of resources, even though the wealthiest benefit just as much – if not more – from our public goods and services. At the same time, by not taxing wealth we are making inequality worse, enabling the ultra rich to claim an ever greater share of our wealth. Treasury analysis shows the wealthiest 1% of New Zealanders now hold 26% of all assets, while the poorest 50% own just 2% of assets.”

“This increasing inequality is undermining the living standards and opportunities for ordinary people, making it harder for people to ever have enough to buy a home or save for retirement,” said Barclay.

“Poll results released yesterday by Better Taxes Coalition member the Wellbeing Economy Alliance showed that 68% of people support higher taxes on the ultra rich. And that’s the focus of wealth taxes – the ultra rich – we’re not talking about taxing the hard-earned income of doctors, builders and small-business owners. The poll indicates that the public are ready for taxes on wealth, if properly explained.”

As set out in the report, a net wealth tax:

is an annual tax levied on the net wealth (assets minus debt) that a taxpayer owns above an exemption threshold – e.g. $2m, $5m, $10m. No one with net wealth below the threshold is liable for the tax, and those liable are only taxed on their wealth beyond the threshold – net wealth up to the threshold is exempt;
usually has a low rate – the report considers rates between 1-2% – but still generates revenues in the billions of dollars; and
can be designed to address potential evasion and avoidance, and cashflow/liquidity issues. Further, much feared capital flight is largely “unproductive financial shuffling”, rather than real productivity losses.

“As Tayla Forward states in the report, there is a compelling case for wealth taxation to generate revenue we need to fund our communities, and to address wealth inequality and the concentration of economic power, which undermines living standards, as well as our democratic system and economic efficiency,” said Barclay.

“Further, the report is clear that it is possible to design and implement wealth taxes in ways that address common issues experienced overseas. The real question is whether our leaders are prepared to make the political commitment necessary to ensure ordinary people can still realistically work towards owning their own home, supporting their family and a comfortable retirement, with the support of properly funded public goods and services.”

Transport groups unite in call for driver licensing support

A coalition of transport groups is calling for increased access to driver education and training to help address the growing number of New Zealanders without a full driver’s license.
The group, consisting of Transporting New Zealand, Driving Change Network, Bus and Coach Association, MITO, Heavy Haulage Association, National Road Carriers, and Groundspread NZ wrote to Ministers last week requesting more support for the growing pool of unlicensed Kiwis, which totals over one million.
The group wrote that the recent changes to the Graduated Driver Licensing System would reduce the financial burden on learners, but more needed to be done.
“We remain concerned that this alone won’t be enough to help young people attain licenses at the scale required for them to live full, independent lives and potentially to be able work in commercial transport,” the letter said.
Transporting New Zealand’s Chief Executive, Dom Kalasih says at least 70% of job listings require a driver’s licence.
“For the road freight sector, that figure will obviously be a lot higher. Ministry of Transport estimates the freight task will grow more than 20 per cent over the next 20 years – an additional 60 million tonnes of freight moved per year. With that growth we need a sustainable supply of qualified drivers. A full Class 1 licence is the first step in that pipeline.”
The letter said that stable investment across the transport, education and social development portfolios to improve access to driver training and testing will save the Government and taxpayers money by reducing the amount of young people entering the justice system and improving their employability.
The seven organisations said driver education and testing should be integrated into secondary schools and supported by Government funding.
“Driver education in schools should be a normal part of the transition from school into work,” said Kalasih.
“Without it, too many young people who can’t access support at home or pay for private lessons are left behind.”
The group is also calling for boosted funding for low-income learners to access free programmes, and for the growth of community-based training and testing services, particularly in rural and high-deprivation areas.
“Investing in driver licensing is a cost-effective way of getting people employed, keeping them out of trouble with the law, and supporting self-sufficiency. We hope that all political parties will commit to improving access to driver education and testing.” said Kalasih.
The group is awaiting a response from the Ministers for Education, Transport, Vocational Education, and Social Development.
Three steps to improve licence uptake and workforce participation
Increase targeted financial support for low-income applicants by doubling annual government funding from $20 million to $40 million, with training and testing services delivered through community providers and MSD.
Integrate driver training into all New Zealand secondary schools by 2030, offering theory preparation, practical lessons, and on-site testing, supported by stable central and local government funding and promoted as a pathway to employment and independence.
Increase funding for mobile and community-based licensing services, particularly in rural and high-deprivation areas, from $4.05 million per year to $20 million per year.

“Study in Hong Kong” Week spotlights city’s competitive higher education sector

A major highlight was the prestigious Asia-Pacific Association for International Education (APAIE) 2026 Conference and Exhibition, which ranks among the world’s top three international higher education conferences. The event attracted over 3,500 leading international education professionals to explore the latest trends and critical issues in higher education.

Speaking at the opening ceremony of APAIE 2026, the Hong Kong Special Administrative Region (HKSAR)’s Secretary for Education, Dr Christine Choi said, “To further promote higher education in Hong Kong to the world, we are dedicating this week as the ‘Study in Hong Kong’ Week, during which we will share our success stories and connect more closely with partners worldwide.”

“Under the “one country, two systems” principle, Hong Kong enjoys the distinctive advantages of being part of China with strong support from our Motherland and at the same time being centrally located in Asia.

“Our universities are globally recognised, with five of them within the world’s top 100 and Asia’s top 20. Hong Kong claimed all top four spots in the ranking of the world’s most international universities last year. Indeed, one in every four of our students come from outside Hong Kong. She held separate meetings with the State Secretary of the Ministry of Education, Research, Development and Youth of the Slovak Republic, Mr Róbert Zsembera, and the Director General of the International Cooperation Department of the Ministry of Education and Training of Vietnam, Dr Nguyen Thu Thuy, to exchange views on the development, co-operation, and promotion of international higher education.

Dr Choi also toured the “Study in Hong Kong” Pavilion, where she learned about the promotional efforts of University Grants Committee (UGC)-funded universities and how they expand international networks to recruit students from various regions for study and exchange in Hong Kong. She also visited other booths at the exhibition, exchanging views on higher education development with representatives from various countries and regions.

Dr Choi noted that Hong Kong, as Asia’s world city, possesses advantages in global connectivity, world-class infrastructure, and rich cultural experiences that attract outstanding talent.

During the Week, UGC-funded universities hosted campus tours, allowing overseas guests to experience first-hand the fusion of diverse cultures from different regions. Universities also organised student exchange activities to foster friendships among international students from different regions, deepen their understanding of Hong Kong, and help them better integrate into local campus life.

“While Hong Kong is highly popular among students from the Chinese Mainland, those from other parts of the world, especially in the Association of Southeast Asian Nations (ASEAN) and Belt and Road countries or regions, have increased significantly in recent years,” Dr Choi said.

Speech to second Pacific Stakeholder Fono

Tēnā koutou katoa, and warm Pacific greetings to you all. Thank you for the opportunity to gather for this important fono. 

I want to begin by thanking Reverend Hiueni for opening today’s fono and bringing us together in prayer this morning.  

Thank you also to MC Fuimaono for your welcome and introduction. 

I also acknowledge Public Service Commissioner Sir Brian Roche.  

I also want to greet former parliamentary colleagues Dame Winnie Laban, Aupito William Sio and the Honourable Alfred Ngaro. Thank you for your longstanding commitment to Pacific peoples in New Zealand. 

To our Pacific leaders and public sector leaders, thank you for attending this second Stakeholder Fono and for the valuable insights you shared at the first gathering in November. 

Scene setting 

At the first fono, you heard from senior officials who provided important context about the global, geopolitical and domestic pressures shaping our environment. These forces are changing the face of how we work, how community needs are changing, and how the public sector must respond.  

New Zealand is of the Pacific, and our country is enriched by the strength, culture, and contribution of Pacific peoples. Your success is New Zealand’s success. Pacific communities are among the youngest and fastest-growing in the country. That growth represents enormous potential; for families, for communities, and for the future workforce and economy. 

That is why the Government is focused on delivering practical improvements in the areas that matter most: safer communities, better education, stronger health outcomes, secure housing, and real economic opportunity. 

Delivering for Pacific Communities Strategy 

Not long after the first fono, the Ministry published its Delivering for Pacific Communities Strategy, a practical three-year plan to ensure Pacific peoples benefit directly from government policies and programmes. 

The Strategy focuses on the priorities Pacific communities told us matter most: economic opportunity, health, housing, education, and law and order, the fundamentals that support strong families and thriving communities. 

Across these areas, the Government is committed to delivering real results, not just intentions. 

I will briefly precis these areas of law and order, education, housing, health and economic opportunity. 

Law and order 

Good societies are safe societies. In the 2025 Global Peace Index, New Zealand ranked third highest. Safety is foundational. Pacific peoples are disproportionately affected by crime, and we need to continue to address the drivers and the remedies. 

We have taken strong steps to restore law and order. There were 49,000 fewer victims of violent crime in the year to October 2025 than there were in October 2023. Ram raids are down by 85 per cent and there has also been a 22% drop in serious repeat youth offending compared to when we took office – well ahead of our target of a 15% reduction by 2030. 

Alongside this, we are supporting community-led pacific initiatives that make a difference on the ground. For example, the Government is investing $1 million over four years in the Auckland Pacific Wardens Trust, recognising the vital role Pacific Wardens play in keeping people safe and strengthening community wellbeing. 

Safer communities allow families, businesses, and young people to flourish. 

Education 

Education is the pathway to social mobility and improved quality of life. Social investment insights tell us the huge impact education has on our life’s trajectory. 

Pacific learners, on average, face lower achievement across several indicators. To address this, we are seeing the highest shakeup in education in years. We have mandated one hour each of reading, writing, and maths every day, supported by structured literacy and phonics checks to improve reading outcomes. 

We are already seeing progress. The proportion of new entrants meeting expected phonics levels has risen from 36 per cent to 58 per cent. 

At the same time, programmes such as Tupu Aotearoa are creating pathways into employment, education, and training. We have already exceeded our target, placing more than 1,000 Pacific people into new opportunities. 

I am also encouraged by the huge increase in Pacific People enrolling in tertiary education. 

Investment in STEM is also important to participate in jobs and the workforce of the future. The Toloa Scholarships programme is seeing hundreds of Pacific students supported to carry out study in fields vital to New Zealand’s future. 

Here is where we are cutting new ground with the Ministry. I have ministerial responsibility for the Integrated Data Infrastructure (IDI) and in June I also safely uploaded the largest amount of data ever into the IDI. As part of this I also recently uploaded Toloa Scholarship data into the IDI. The first grant-related data set to ever go into the IDI. This will provide two sets of insights: a look back at the attributes of the recipients, and a look forward to data insights of attributes of success. 

Education is not just for youth but for adult learners also, and programmes such as MSD’s Alo Vaka are helping Pacific adults build skills and economic security, supporting over 300 people into better employment or business opportunities, and helping participating households increase incomes by around $9,000 to $12,000 on average. 

I am also exploring converting the certificates of completion that people receive from the Centre for Pacific Languages into micro-credentials that then sit on their CV for future stacking. This will add immense value. 

Health is closely linked to housing, both of which are key priorities for this Government. 

We have made significant investment into Pacific housing initiatives, totalling $150 million. 

We are cutting some never-trod ground in Pacific health. Healthy Homes is an HNZ initiative directed at improving young people’s health outcomes against ED attendance, and against off-work and off-study impacts.  

Do healthy homes also benefit older people? In 2024, I landed the Pacific Healthy Homes Initiative which for the first time in any agency includes older people in the eligibility criteria. More specifically, Pacific people over 45 years with an ASH condition. We commissioned Otago University for before and after assessments. Initial data concludes older Pacific people benefit from warmer homes.  

The programme is achieving real results, including delivering more than 5,200 interventions to date, such as insulation, heating and minor repairs in Pacific households. 

We are investing $35.9 million to deliver 41 homes through the Pacific Building Affordable Homes Fund, and it has been a privilege to personally open Penina homes in South Auckland, and the Pacific Trust in the Waikato, and providers in New Brighton, Christchurch.  

The Our Whare Our Fale programme in Eastern Porirua, shows the power of partnership between iwi, community organisations, and government to improve economic and health outcomes for families.  

Supported by a substantial $114 million Government investment over three years, it will deliver up to 300 affordable homes by 2034. On assuming the portfolio three years ago, this was still requiring sign off, but for me the vision was impactful and the implementation deliverable. 

I signed it off, and the first stage has already delivered 18 warm, energy-efficient homes and a communal fale, and I was glad to be there with Minister Potaka and Sir Bill English to mark its completion.  

This project will support families into stable homes designed for multigenerational living, with families expected to begin moving in by the end of the year.  

Homes are kept affordable through shared-equity support, perpetual land leases from Ngāti Toa that remove land costs, and construction at cost rather than market rates.  

I want to acknowledge Central Pacific Collective, Te Rūnanga o Toa Rangatira, and the Ministry for Pacific Peoples for their collaboration on Our Whare Our Fale.  

It is an initiative that is delivering real results, with a further 32 homes expected by late 2026 and ongoing employment throughout construction.  

Strong financial capability supports long-term economic resilience and home ownership, which is why the Ministry funds 12 providers to deliver the Financial Capability Programme across New Zealand. 

Since July 2025, 674 individuals completed financial literacy training and 266 were supported with tailored home ownership plans. 

Together, these initiatives enable Pacific families to step into home ownership while also creating Pacific-led construction and employment opportunities. 

The progress in Pacific-led affordable housing reflects the Government’s broader focus on fixing the housing system and enabling long-term supply. 

Alongside this work, the Government is focused on unlocking land for housing, supporting infrastructure, and reducing the barriers and costs that slow down building. 

Health  

Unfortunately, we know that Pacific peoples continue to experience poorer health outcomes, which is why improving frontline health services is a priority. 

Recent results show encouraging progress on the targets that matter most for families: 

  • Childhood immunisation rates at age two have risen to 82.6 per cent, the largest improvement across all targets 
  • Faster cancer treatment, supported by $604 million funding for new medicines 
  • Shorter emergency department stays despite higher demand

Pacific communities are a powerful driver of New Zealand’s economy, and strengthening Pacific businesses creates jobs and prosperity that benefit everyone. 

Unfortunately, we know Pacific unemployment is unacceptably high. The cost-of-living crisis, an economic downturn and high inflation hit our most vulnerable communities the hardest. 

That is why we have prioritised practical initiatives to support Pacific communities into sustainable employment and economic opportunity.  

Alo Vaka has provided targeted support to over 1,200 individuals and supported more than 300 individuals into better employment. 

We are investing in programmes such as the Pacific Business Trust, which has created hundreds of new jobs. 

Our Toloa Scholarships Programme will see hundreds of secondary students supported through strong education to employment pathways in high growth industries, enabling skills that are critical for the future economy. 

Pacific people already play a vital role across essential industries. Strengthening skills, entrepreneurship and leadership will lift productivity and competitiveness across the country. 

At the same time, this Government is focused on getting the broader economic settings right. Inflation has already more than halved from its peak, easing pressure on families and businesses, and we have lifted the incomes of working households experiencing hardship through tax relief and more affordable childcare. While it is encouraging to see inflation trending downward and pressure beginning to ease, we know there is still more work to do. 

Our young people are our greatest asset and backing them to succeed is essential to building a stronger future for New Zealand. 

Pacific youth are one of the youngest and fastest-growing population groups in New Zealand, and their wellbeing will shape our collective future. 

They carry Pacific languages, cultures, and identities forward. They are not only the leaders of tomorrow, but innovators and change-makers of today. 

I warmly acknowledge our Youth Panel – Lyonah, Tyler, Lupe, and Kaiata. Your perspectives ensure policies remain grounded in lived experience and focused on real opportunities. 

When young people are equipped to thrive, our communities and our economy thrive with them. 

Thriving Pacific communities 

Across all these areas, safety, education, health, housing, and economic opportunity, the goal is the same: strengthening the fundamentals so Pacific families can thrive. 

When communities are safer, children are learning, people can access timely healthcare, families have stable homes, and businesses are growing, the benefits extend far beyond any one group. Strong Pacific communities contribute to a stronger New Zealand. 

Progress takes sustained effort, partnership, and trust. Government can’t do this alone, and we value the leadership and expertise within Pacific communities. 

Lastly, as the previous Ministers here will agree, it’s a great privilege to be the Minister for Pacific Peoples and to be able to engage and support the Pacific community in New Zealand. In this task, I am ably supported by the staff here at the Ministry for Pacific Peoples.  

I know there has been some discussion in the previous months regarding the Ministry for Pacific Peoples and where it sits within the structure of government. I want to be clear with everyone here that I believe it is important that there is strong voice for Pacific peoples within government, both at a ministerial level and within the public service. I am also very proud of the Ministry being in the top agencies or better across a range of public service performance measures reported over the recent months. 

The Prime Minister has said there will be no structural change regarding the ministry in this term of Government. 

That’s not to say that there isn’t room for improvement. This government believes that the entire public service needs to do better to ensure they are truly delivering for the communities they serve. That includes things like improved efficiencies, through use of AI and streamlining back-office services. Others will speak more on this.

Amnesty International Update – Urgent call to protect civilians and respect international law amid escalating regional conflict following US and Israeli attacks on Iran

Amid rapid expansion of regional hostilities across the Middle East following the ongoing joint United States-Israel attacks on Iran and the subsequent wave of Iranian retaliatory attacks across the region, Amnesty International is issuing an urgent call on all parties to protect civilians, adhere to international humanitarian law, in particular by ending unlawful attacks, such as deliberate, indiscriminate or disproportionate attacks on civilians and civilians infrastructures.
Military operations have spread across the region and now involve more than 10 countries. They have already resulted in significant loss of civilian life and destruction of civilian infrastructure. Israel has escalated its attacks on Lebanon in the past 24 hours in response to Hezbollah’s attacks. The US has said that “the hardest hits are yet to come”. Iran has warned of further intensification and insecurity across the whole region following the killing of Iranian Supreme Leader and commander-in-chief Ali Khamenei.
“Civilians should not pay the price for the unlawful and reckless acts by parties to the conflict, ravaging the principles of humanity and distinction at the heart of international humanitarian law and threatening the very foundations of international peace and security. The stakes could not be higher. Across the region, civilians have already endured successive cycles of conflict and mass violations and crimes under international law. Their protection should now be the top priority. Instead, they are facing more senseless killings and repression,” said Agnès Callamard, Secretary General of Amnesty International.
“Parties to the conflict must immediately refrain from and cease unlawful attacks, whether direct attacks on civilians, indiscriminate and disproportionate attacks, or the use of explosive weapons with wide area effects in densely populated areas. They must take all feasible precautions to prevent civilian harm.
“As the threat of a protracted international conflict grows, compliance with international human rights law and international humanitarian law is more urgent than ever. Any failure to uphold these obligations will intensify an already devastating human toll and push the region even further towards another humanitarian and human rights catastrophe.”
Attacks on Iran and Iran’s response
On 3 March the Iranian Red Crescent Society, reported that 787 people have been killed in Iran since the attacks began. On 28 February 2026, according to the Iranian authorities around 150 school children were among 165 people killed when a school in the southern city of Minab, Hormozgan province, was struck. The UN has described the bombing of this school as a ‘ grave violation of humanitarian law’, with UNESCO warning that attacks on educational institutions endanger students and teachers and undermine the protections guaranteed under international humanitarian law. The UN Human Rights Office has called for a prompt, impartial and thorough investigation into the “horrific” incident.
Amnesty International verified six videos from the aftermath of the strike that impacted the school, which show black smoke rising from the partially collapsed building and rescuers and excavators searching through the rubble for victims. Footage filmed from the school entrance shows walls marking the parameter of the school yard and building, with smoke visible in the background from the direction of a nearby Iranian Revolutionary Guards Compound.
According to the head of the Medical Council of Iran, 10 medical centres have been damaged by the Israeli and US attacks. Hospitals in Iran have already been subjected to militarized raids by Iran’s security forces who committed widespread human rights violations against injured protesters and medical workers during and in the aftermath of the protest massacres in January 2026.
The Iranian authorities shut down access to the internet again on 28 February, preventing millions of people from accessing essential information about armed hostilities and communicating with loved ones inside and outside the country, and suppressing the flow of information about violations of international humanitarian and human rights law.
The armed conflict has intensified concerns about the fate and safety of prisoners across Iran, including the thousands of protesters and dissidents arrested in connection with the January 2026 uprising. These concerns stem from reports by human rights defenders of explosions near prisons and other facilities where prisoners are held as well as Israel’s previous attack on Tehran’s Evin prison during the 12-day war.
Human rights defenders are also expressing fears that the Iranian authorities have often used armed conflict as pretext to subject dissidents to intensified patterns of torture and other ill-treatment as well as summary, arbitrary or extrajudicial executions. Amnesty International calls on the Iranian authorities to immediately release all those arbitrarily detained and take effective measures to secure the safety of all other prisoners, including through temporary release on humanitarian grounds. Concerns for the rights of people in Iran are compounded by the Iranian authorities’ well-documented record to repeated crimes under international law and other serious human rights violations, including during successive lethal crackdowns to eradicate dissent. On 8-9 January, Iranian authorities carried out unprecedented massacres of thousands of protesters and bystanders during anti-establishment protests calling for an end to the Islamic Republic.
Iranian authorities responded to US and Israeli attacks with missile and unmanned aerial vehicle attack in Israel and across the Gulf region, including in the United Arab Emirates, Qatar, Bahrain, Kuwait, Oman and Saudi Arabia.
Media reports and official government statements indicate that some of the attacks, including as a result of falling debris from intercepted missiles or drones, led to some deaths, injuries or damage to civilian infrastructure. According to the authorities in Abu Dhabi, an Iranian drone targeting Zayed International Airport (AUH) was intercepted, leading to “falling debris” killing one person and injuring seven. On 2 March, both the Qatari and Saudi authorities claimed their oil facilities were targeted by the Iranians, and a Gulf Cooperation Council statement condemned “indiscriminate and reckless missile and drone attacks.”
In Israel, according to media and rescue agencies, at least 10 people have been killed and tens injured as a result of Iranian attacks. This includes nine people killed and more than 20 injured in Beit Shemesh after an Iranian ballistic missile strike, as well as the death of a woman in the Tel Aviv area from falling shrapnel. Iranian strikes also damaged at least 40 buildings in Tel Aviv, according to local authorities.
Israel has escalated severe restrictions on movement across the Occupied Palestinian Territory (OPT), effectively blocking movement between villages and towns in the occupied West Bank including East Jerusalem. The authorities have also closed all external crossings into and out of the OPT including Kerem Shalom/ Karem Abu Salem and Rafah crossings blocking lifesaving aid and effectively placing the entire Gaza Strip under siege. Kerem Shalom/Karem Abu Salem was reopened on 3 March.
These arbitrary measures are gravely exacerbating the suffering of Palestinians living under Israel’s unlawful occupation and apartheid and are further compounding the multi-layered humanitarian crisis in Gaza, where Palestinians are still living through Israel’s ongoing genocide.
In Iraq, a faction [Saraya Awliya Al-Dam] of the Iran-aligned militia groups, calling itself the Islamic Resistance, has claimed responsibility for multiple drone attacks on Erbil in the Kurdistan Region of Iraq and later in the capital Baghdad, primarily targeting US military facilities. According to Kurdish Iranian opposition groups, drone strikes have targeted their positions in the Kurdistan Region of Iraq following warnings from the Islamic Revolutionary Guard Corps.
Escalation between Hezbollah and Israel in Lebanon
Following Hezbollah rocket attacks on northern Israel, which the group said was retaliation for Khamenei’s killing, the Israeli military significantly escalated its attacks on Lebanon, including the suburbs of Beirut, overnight on 2 March. Israeli air strikes in Lebanon had killed at least 40 people and injured 246, according to the Lebanese authorities, by 3 March. Before the recent escalation and since the November 2024 ceasefire agreement, Israel had been carrying out near daily attacks in the south of Lebanon, killing more than 380 people, including 127 civilians.
A new, mass “evacuation” warning, issued by the Israeli authorities after midnight on 2 March, has again displaced hundreds of thousands of civilians across Lebanon. The vague and broad warning covered more than 50 villages across the country’s south and east, and led to panic, clogged roads and another round of displacement for many. Additional broad mass evacuation warnings were issued early on 3 March ordering people in dozens of additional villages in southern Lebanon to leave their homes and expanding the area under threat.
On 2 March, the Israeli military said it would strike Hezbollah-affiliated financial institutions in multiple locations across Lebanon, then did. Israel previously targeted branches of the Hezbollah-affiliated financial institution in October 2024, which Amnesty International described as a likely violation of international humanitarian law, calling for such attacks to be investigated as a war crime.
International humanitarian law strictly prohibits direct attacks on civilians and civilian objects, as well as indiscriminate strikes that fail to distinguish between civilians and civilian object and combatants and military objectives, and disproportionate attacks. Aerial attacks impacting schools, medical facilities or residential buildings, as well as the firing of ballistic missiles and other explosive weapons with wide area effects into densely populated areas, raise grave concerns of possible violations of international humanitarian law.
Amnesty International is closely monitoring the situation and call on all parties to adhere to international humanitarian law. In instances of civilian death, injury and infrastructure harm, parties should initiate immediate investigations and hold anyone responsible for violations of international law to account.
“The escalating crisis in the Middle East poses a grave threat to multilateralism and to the integrity of the international legal order. Unlawful acts by parties to the conflict, particularly those committed by influential states, not only endanger civilians across multiple countries, but also accelerate the erosion of the global norms that are essential for the protection of human rights and global peace and security,” said Agnès Callamard.
“It is imperative that all parties take urgent measures to protect civilians and civilian infrastructure, including airports, hospitals, residential buildings, schools and prisons. They must also ensure safe and unhindered humanitarian access to all affected areas and enable independent international monitoring.
“We call on the international community to intensify diplomatic efforts to prevent further military escalation to avert additional civilian harm, and halt any further crimes under international law against populations who have already endured decades of repression. In line with international law, states must exercise the utmost restraint, refrain from any conduct that could fuel further violations, and remember that they have clear obligations not to aid or assist internationally wrongful acts, as well as a duty to cooperate to bring such breaches to an end.”

Hunters and Nature: why managing wild deer, pigs, tahr, and goats takes more than one tool

Hunting is part of New Zealand’s outdoor heritage. For many people, it’s how they were first introduced to the bush. Early starts, learning to read the land and weather, the thrill of the chase, spending time with friends and family, passing knowledge down through generations, and enjoying the harvest. 

Hunting also offers something more. It’s a way to connect with nature, to understand the places we care about, and to play a part in protecting them for the future. 

Seeing the forest up close

When you’re hunting, you see animal sign, hear birdsong, and notice where the good feed and habitat is, or isn’t. This is naturing. Many hunters can tell which areas are recovering, and which are under pressure from browsing wild animals like deer and goats. Hunters’ observations often match what monitoring shows: where browsing is high, the forest is less diverse and preferred plants struggle to regenerate; where deer numbers are lower, those same plants recover 1–3. Hunters also see that reflected in the condition of the animals they harvest, animals are in better condition in when numbers are low.  

That observation is one reason many hunters value healthy ecosystems and support conservation outcomes. Across the country, hunters already give back in practical ways by trapping predators, maintaining huts, reporting wild animal sightings, and contributing to local conservation projects. 

For many, hunting is both recreation and stewardship. 

The role hunters can play

Introduced wild animals such as deer, pigs, tahr, and goats are becoming more widespread and abundant across New Zealand. When numbers are high, they browse heavily on seedlings and understory plants. Over time, this can change forest structure and reduce the ability of native plants to regenerate and replenish the canopy. This then puts pressure on the habitats our native species depend on.  

Recreational hunters help reduce numbers across many parts of the country. More than 7 million hectares of public conservation land is available for hunting, and hunter effort plays a part in managing wild animal numbers across this wider landscape.  

But there’s an important reality to be clear about. Recreational hunting on its own isn’t enough to reduce animal numbers to levels that protect forest health in many areas. Research and expert commentary in New Zealand indicate relying on recreational hunting alone, without additional targeted control, often isn’t sufficient to reduce animals to low numbers that allow species preferred by introduced wild deer and goats to regenerate in our forests. It’s not a criticism of hunters. It reflects the scale of the ecological challenge.  

In our own monitoring, sites with high deer numbers, like Ruahine Forest Park,  show clear signs of browsing pressure on key plant species.   

Why DOC needs to do intensive, targeted management

Some populations of introduced wild animals, particularly wild deer, are breeding faster than they’re being hunted. Current estimates suggest there are over 1 million wild deer in New Zealand. With a reproductive rate of around 20-30%, that means more than 300,000 new wild deer are added to the population each year.  It takes a coordinated effort to keep numbers at levels that protect forest health. In many areas, the annual offtake needed just to stop populations growing is beyond what recreational hunting can achieve on its own. That’s why collective, targeted work is needed in high priority places to make a difference.

DOC focuses intensive management on around 1.4 million hectares of high-priority conservation land, where biodiversity values are highest. Including, about 1.2 million hectares where the aim is to reduce browsing pressure from wild goats at priority sites. 

Healthy forests aren’t just about trees. They provide food and shelter for birds, insects, and other native species. Every plant and animal plays a role in keeping ecosystems balanced and more resilient to changing conditions, including climate change. When introduced wild animals browse heavily, key plants struggle to survive, and the animals that depend on them are affected. Protecting biodiversity ensures these ecosystems can continue to function, thrive, and be enjoyed by future generations. 

In these areas, the level of control needed is beyond what recreational hunting alone can usually achieve. That’s why New Zealand needs to use a mix of tools, selected to suit the location, terrain, and ecological values involved: 

  • Professional ground hunting – trained teams targeting specific populations in specific areas 
  • Aerial control – necessary in remote and rugged areas 
  • Exclusion fencing – to protect sensitive ecological sites  
  • Management hunts – community-led management hunting projects that contribute to the overall effort to manage animals 
  • Commercial Wild Animal Recovery Operations (WARO) – as part of wider management and a contribution to reducing numbers 
  • Recreational hunting – as part of wider management and a contribution to reducing numbers 

All of these tools are used together where and when they’re needed. No single approach will work everywhere.  

We need to use a mosaic approach, applying different tools in different places in a coordinated manner. In some areas, sustained and intensive work is required over many years to reduce browsing pressure to levels that allow high priority forests to recover. In some locations, management may include fencing to protect sensitive ecological or land-use values by keeping animals out. In other areas, recreational hunting, or commercial recovery can contribute to reducing numbers across the wider landscape.

Working together for healthy forests

The message is straightforward: hunters are part of the solution and so is targeted DOC management. Protecting New Zealand’s landscapes requires a mix of approaches informed by monitoring and science. Many of DOC’s efforts also involve iwi and hapū, hunters, and local communities working together to get better outcomes for biodiversity.  

For example, in Molesworth’s ecologically sensitive Turk’s Head area, we teamed up with volunteers from the Marlborough NZ Deerstalkers Association to give wild goat control a real lift. With us providing coordination, some helicopter support and ammunition, the wide-open country became the perfect place for recreational hunters to make a meaningful contribution. In just a few days, volunteers removed more than 1,000 goats, and our DOC team followed soon after also removing over 1000. Working side by side in the right terrain, this combined effort made a noticeable dent in goat numbers and is part of ongoing work aiming to ease pressure on the rare plants and fragile landscapes that make Molesworth so special.

Get outdoors. Go hunting. Make sure you have a permit. Enjoy the places you care about and be part of looking after them, so nature and everything that depends on it can thrive. And if every hunter knocks over just a few extra animals while they’re out, maybe one for the freezer and one for the forest, it can help reduce numbers across the wider landscape.

Budding astronomers and photographers have ditched sleep overnight to lay eyes on a total lunar eclipse over New Zealand – from what one expert says is the “best seat in the world”.

The only lunar eclipse of 2026, also known as a blood moon, began just before 10pm on Tuesday.

Stardome astronomer Josh Aoraki earlier told RNZ lunar eclipses were not rare per se – the rarity was whether or not it was visible from your location.

“For this one in particular, we really have the best seat in the world, really. It’s really only visible for its entirety over the Pacific. And it’s the only one that we’re going to see this year. I don’t think we have another until 2028, about two years.”

Missed out? Never fear, there are other astronomical phenomenon to look forward to throughout the year.

‘I miss Jock everyday’: Family of man killed while hunting left facing ‘lifetime of hell’

The family of a young man shot and killed by a hunter on Stewart Island last year say the hunter’s failure to identify his target has left them facing a “lifetime of hell”.

Ashburton builder Paul William John Stevens, 39, has avoided jail time and instead been sentenced to five months’ home detention for shooting Jock Davies, 21, last July.

He had earlier pleaded guilty to a charge of careless use of a firearm causing death.

At the Invercargill District Court on Tuesday, Judge Russell Walker ordered Stevens to make $20,000 in reparation payments, split equally between a scholarship in Jock Davies’ name for West Otago students and a New Zealand Deerstalkers Association hunter safety course.

Davies’ mother Sarah Davies told the court she never anticipated her son, who was a cancer survivor, would not return from the week-long much-anticipated hunting trip with his father and brothers.

“I miss Jock every day, I miss the twinkle in his eye, his naughty sense of humour. I miss his laughter, the way he used to light up a room. I miss his resilience, his kindness and I miss him leaving the lights on. Jock was one special human,” she said.

Davies’ oldest brother George Davies told Stevens that he had failed as a firearms licence-holder and the family was facing “lifelong effects” as a result.

He spoke of the trauma of seeing his brother after the shooting.

“The impact of having to carry my dead brother up the hill to rescuers is something I will have to live with forever, it’s something no-one should have to do. It was meant to be a trip of a lifetime which turned into a lifetime of hell,” he said.

Davies’ brother Tom Davies described the eight months since the death as a “living nightmare”.

“I’ve found myself in a dark hole where I didn’t know what was right or wrong anymore. It has been a battle to leave the house some days,” he said.

Jock Davies had been intending to join him in Christchurch at teachers’ college and it left a “huge ache” in his heart and soul to know that would not happen, he said.

“I’m trying my absolute hardest to be there for my family as we navigate a new way of life,” he said.

Davies’ father Peter Davies said his son had touched many lives, with his funeral attended by more than 1000 people.

“As a dad there should have been so many more proud moments, but now there’s only memories,” he said.

Stevens sat quietly, crying, as the victim impact statements were read to the court.

His lawyer Grant Fletcher told the court that Stevens, a father of two, could not possibly regret his actions more.

“He would do anything to make it right but obviously he can’t,” he said.

“He’s offered his most heartfelt, most sincere, most genuine remorse and regret.”

Reading from a summary of facts, Judge Walker said Stevens and Davies were part of the same group of eight people on the week-long trip, hunting in the South Lords River block.

The group split up on the morning of 6 July and Davies was dropped off from a dinghy, while Stevens and another associate went in the opposite direction to hunt.

Stevens told police the terrain was “gnarly and hard-going,” he said.

“You said you were not used to hunting in such thick and challenging bush.”

Stevens heard a shuffling noise 20 metres away and saw a “dark shadowy image”, he said.

“Confident it was a deer and not wanting to miss the opportunity, you chambered a round in your rifle and fired a single telescopically-aimed shot,” he said.

“You aimed for what you believed was the neck area of the deer.”

A rescue helicopter was dispatched at about 11am but when it arrived two hours later Davies was dead, he said.

Judge Walker found Stevens’ actions to show a “medium-to-high level of carelessness”.

Stevens “would and should have been well aware of the dangers of hunting” but did not attempt to sight the deer with his own eyes, he said.

“The terrain was challenging for you to the extent that you discussed turning back. You were clearly aware that others would have been in the area,” he said.

He found Stevens’ remorse to be genuine and said Davies’ death would have a life-long impact.

“I accept the mental health impact that this has had and will continue to have upon you. It is rightly described as profound,” he said.

From a starting point of 18 months’ imprisonment, Walker deducted eight months for mitigating factors and converted the resulting 10 months’ imprisonment into five months’ home detention.

He also ordered the forfeiture of Stevens’ rifle and ammunition.

Possible Māui dolphin found deceased

The two sub-species of dolphin look so similar they can’t be identified without a genetic test – but based on the location it’s likely to be a critically endangered Māui dolphin. At the last survey there were just an estimated 48 to 64 individuals left.

The juvenile dolphin, which washed up near Port Waikato, was reported to DOC on the morning of Thursday 26 February, after a member of the public came across it on Wednesday afternoon.

With the help of the local landowner, DOC staff collected the dolphin and sent it to Massey University for a necropsy to try and understand what has happened to it. A DNA sample will be sent to the University of Auckland to determine if it was a Māui or Hector’s dolphin.

Mana whenua supported DOC to gain access to private landowners, and undertook karakia protocols. Remains will be returned to Ngaa Iwi o Te Puaha o Waikato at a later date. The dolphin was gifted the name Māui Pōtiki from mana whenua, derived from the karakia Pai Mārire.

DOC Marine Species Manager Malene Felsing says unfortunately, preliminary necropsy work could not determine a cause of death because the remains are severely decomposed.

“More testing is being done to see if we can learn anything about what’s happened to this dolphin, but this will be limited due to the decomposition of the animal.

“Given the rarity of the species we need to try and learn anything we can, to better understand the threats facing these iconic dolphins, which are some of the smallest in the world.”

Malene says anyone out naturing on our coasts who sees a dead dolphin is asked to call it in to DOC as soon as possible, with an accurate location, so we can collect it quicky.

“The sooner we can get to the animal, the better condition it will be in for necropsy which means we will learn more from it. Every hour is critical.

“A huge thanks to the local landowners for retrieving the dolphin from a really remote stretch of coastline.”

Malene says Māui and Hector’s dolphins can be identified by their distinctive rounded dorsal fin, which looks a bit like one of Mickey Mouse’s ears, and the public are encouraged to report all sightings.

“DOC recently started its five-yearly Māui dolphin population survey. Real time reports of sightings, especially off the west coast of the North Island from Maunganui Bluff to Whanganui, help our field teams understand where dolphins have been seen and improve the survey’s results.”

EIT remembers honorary graduate and business leader Sir Selwyn Cushing

EIT is remembering Sir Selwyn Cushing, a prominent Hawke’s Bay business leader and honorary graduate, following his recent passing.

Sir Selwyn passed away on February 10, aged 89. He was awarded an honorary Bachelor of Business Studies by EIT in 2000, recognising his outstanding contribution to business and his strong support for education in Hawke’s Bay.

EIT Sir Selwyn Cushing was awarded an honorary Bachelor of Business Studies by EIT in 2000 in recognition of his contribution to business and education in Hawke’s Bay.

He was appointed a Companion of the Order of St Michael and St George (CMG) in 1994 for services to business management and was made a Knight Companion of the New Zealand Order of Merit in 1999 for services to business, sport, and the arts.

Hastings Deputy Mayor Michael Fowler, who was a senior accounting lecturer at EIT from 1997 to 2018, said Sir Selwyn would be remembered not only for his professional achievements, but also for his character and commitment to the region.

“He was a really humble, honest man that loved Hawke’s Bay,” Michael said. “He never lost his down-to-earth roots.”

Sir Selwyn was a natural choice to receive the honorary degree when EIT began conferring its own Bachelor of Business Studies qualifications, Michael said.

“We were awarding our own Bachelor of Business Studies degrees for the first time in 2000, and I came up with the idea that he should be awarded an honorary BBS because he was one of our foremost business leaders in Hawke’s Bay.”

Sir Selwyn’s connection to education began early in his career. He qualified as a chartered accountant at just 19, becoming the youngest person in New Zealand to do so, and later taught accounting through the former night school system to support others entering the profession.

“He had a passion for education and believed in education. He taught accounting at night school because he wanted to help other people.”

Michael said Sir Selwyn was deeply honoured to receive recognition from EIT, reflecting both his professional achievements and his strong connection to the region.

“He was absolutely thrilled to receive it,” he said. “He was a Hawke’s Bay man and was proud that education had developed to the point where you could qualify to be an accountant at a polytechnic in Hawke’s Bay.”

John West, EIT Executive Dean, Faculty of Commerce and Technology, said: “EIT is glad to have been able to recognise such an important Hawke’s Bay leader through the award of an honorary degree. Sir Selwyn leaves a business legacy, not only through our region but national and internationally.”
