About Wit Pimkanchanapong

Wit Pimkanchanapong is a Bangkok-based artist. Born in 1976 in Bangkok, Pimkanchanapong graduated from the faculty of Architecture, Chulalongkorn University, Bangkok, Thailand in 1992 and received a MA in Visual Communication, Electronic Media & Time-Based Media, from Kent Institute of Art & Design, Maidstone, UK in 1994.

Wit identifies the special qualities of particular spaces, materials and multimedia from an architectural viewpoint and causes them to reflect the uniqueness of the region or place, transforming these into spaces that bring awareness to the viewer. He also creates places where people can share artworks, via an idiosyncratic mechanism combining media technology and everyday items.

Maze as a concept has become an important form in Pimkanchanapong’s work since 2021. Its origins come from his encounter with a Buddhist maze ceremony on the northern border of Thailand, which opened a way for him to bring together art, architecture, design and technology. He sees the maze as a literal representation of life: it is not linear or predetermined, and it contains many entry points, shifting routes, and unexpected possibilities. Viewers of the work may move forward, reach a dead end, and then find a new path — a rhythm the artist connects with the “rebirths” one can experience over a lifetime.

Screening rates for HPV increase at clinics with self-tests

HPV self-tests increase screening rates, with a new study finding 10 percent more coverage at clinics which offer it.

Self-testing for human papillomavirus was rolled out nationally in September 2023.

The study period for this newly-published research took place before that change – between February 2022 and September 2023 – but it compared screening rates at clinics which offered self-testing, to those which didn’t.

It found screening coverage was 10.8 percent higher at practices offering self-testing, and higher for all groups, including Māori – a historically undeserved group.

Published on Thursday in The Lancet Obstetrics, Gynaecology, and Women’s Health journal, it included 22,511 people enrolled in 14 GPs in Te Tai Tokerau Northland.

Half the practices offered HPV self-testing and half offered a vaginal speculum exam by a doctor or nurse, the standard screening method before self-testing was introduced.

Professor Bev Lawton, lead author of the study and director of the University’s Te Tātai Hauora o Hine-National Centre for Women’s Health Research Aotearoa, said the study proved self-testing was a game changer.

“We know from our previous research the HPV self-test is acceptable and accessible for under- and never-screened wāhine Māori,” she said.

HPV causes 95 percent of cervical cancers. According to Health NZ, since HPV self-testing was introduced in 2023, 81 percent of those being screened have opted to self-test – in the two years to July 2025, screening coverage rose by 7.4 percent.

It was important to understand how changes to the kinds of test on offer would affect the overall coverage, or number of people being reached by the programme, Lawton said.

“If you’re going to change it and offer a self-test, you don’t want to lose your coverage,” she said. “Because the more people that the programme screens, the more likely that you’re going to save lives.”

Speaking from Austria, where she and her colleagues were discussing the study findings at the international conference EUROGIN, an international congress on HPV infections and associated cancers, she said the study could have worldwide ramifications – millions of people around the world could be spared an invasive vaginal speculum exam.

“We believe all national cervical screening programmes should urgently consider a universal offer of HPV self-testing through primary care,” she said.

“If you have an organised screening programme, as you do in high income countries… it really means that millions of women do not need to have a speculum.”

The research was funded by the Health Research Council, the Ministry of Health, and Mahitahi Hauora.

Charter school students attended more than state students in 2025

Associate Education Minister David Seymour says baseline attendance data for charter schools shows they’re off to good start, but there is more work to be done. 

“When children can learn and grow in ways more specific to their needs, they attend school more,” Mr Seymour says. 

In 2025 the average regular attendance rate for charter schools was 59.7 per cent. For state schools it was 58 per cent. A student regularly attends when they are in class for 90 per cent of the term. 

“This is a good result for the seven charter schools which opened last year,” Mr Seymour says. 

“Three of the charter schools which opened last year work specifically with young people who have long‑standing challenges with education. This includes many students who previously attended school very rarely but are now at school significantly more.

“The regular attendance rate across the other four schools was 66.7 per cent. If it weren’t for illness making attendance in Term 4 difficult for students at one of these schools, it would have been even higher.

“Now that schools have their attendance baselines they will be monitored on how they perform against it. The expectation is that schools will show significant improvements in their second year. 

“In return for greater autonomy with how they use their funding, charter schools will face greater scrutiny and must adhere to minimum standards. 

“Minimum standards are informed by a school’s equity index (EQI), which is reviewed annually. As schools grow and change, their EQI, and the standards they are expected to meet, may also change. The goal is to guide schools towards the Government’s target.

“All charter schools are expected to make progress towards these minimum standards and the Government’s target of 80 per cent of students attending regularly.

“If a school does not meet its minimum standard, the Authorisation Board will step in. Initially, this may involve requiring the school to map out how it will improve attendance. If progress is not made, the Board can end the school’s contract.

“The charter school model ensures these schools can be flexible in how they use their funding, while maintaining clear accountability for results. Ultimately, this is about making sure more children are in class, learning, and succeeding.”

Making human papillomavirus (HPV) self-testing available to all women increases the number of people screened for cervical cancer, a new study led by researchers from Te Herenga Waka—Victoria University of Wellington has confirmed.

 

The study, published today in The Lancet Obstetrics, Gynaecology, & Women’s Health journal, shows offering the HPV self-test lifts screening rates among everyone eligible, not just among those who have previously been under-screened for cervical cancer. “We know from our previous research the HPV self-test is acceptable and accessible for under- and never-screened wāhine Māori. This effect has been clearly demonstrated in Aotearoa New Zealand, where the introduction of universal HPV self‑testing—guided by this research—has led to a marked increase in coverage,” said Professor Lawton.

 

Professor Lawton and her colleagues are discussing the study findings at an international conference on HPV, being held this week in Austria.

 

“Cervical cancer is now preventable but remains a problem in many countries due to programmes not reaching high coverage levels. We believe all national cervical screening programmes should urgently consider a universal offer of HPV self-testing through primary care.

 

“HPV self-testing—offered by trusted providers, with training and on-going education for primary care staff, and supported by clinic ‘champions’—contributes to successful screening programmes. Universal HPV self-testing is acceptable, safe, and increases screening coverage. This will reduce harm, save lives, and make an important contribution to the equitable elimination of cervical cancer worldwide,” said Professor Lawton.

 

The research was funded by the Health Research Council, the Ministry of Health, and Mahitahi Hauora.

Master Plumbers marks 125 years of fixing problems and safeguarding public health

Master Plumbers has been fixing problems and advocating for regulation that protects public health for a long time.
Chief Executive Greg Wallace says its work has kept communities functioning, and most importantly, healthy.
“Nowhere is that more obvious at the moment than in Wellington, where the importance of good plumbing infrastructure has been getting quite a bit of attention.”
Today the organisation is celebrating 125 years of service to the plumbing industry with a function at Government House hosted by Governor General Dame Cindy Kiro and attended by Hon Minister Penny Simmonds and Mayor of Wellington, Andrew Little.
“When systems work well, nobody notices. But safe drinking water, healthy homes, effective drainage and modern sanitation all depend on the skills of plumbers, gasfitters and drainlayers throughout New Zealand,” Mr Wallace says.
Over 250 people, including Master Plumbers members from across the country as well as industry leaders and partners, are attending the event, which will celebrate the association’s contribution to raising plumbing standards and safeguarding public health since 1901.
Several member businesses have been around long enough to have played a part in shaping New Zealand’s landscape.
Hamilton-based FB Hall & Co Ltd helped build the Waikato region, from dairy farms and factories to high-rise buildings. Founded by English immigrant Frederick Benjamin Hall in 1923, the company has been involved in projects at Waikato Hospital, Waikato University, The Base Shopping Centre and Tristram Precinct in its 103 years in business.
Brockelsby’s Plumbing and Gasfitting Ltd started from a residential house in Lower Hutt in the 1930s, and Mander & Co Ltd has operated from the same site in Johnsonville since the company’s inception more than 70 years ago. Both have been members of Master Plumbers since the 1940s.
While tools, technology and workforce diversity have evolved, Master Plumbers’ role in advocating for key regulatory advances has remained constant throughout its history.
In 1912, the passing of the Plumbers’ Registration Act – the forerunner of today’s Plumbers, Gasfitters and Drainlayers Act – was largely thanks to lobbying by the national association.
More recently, Master Plumbers has been a vocal advocate for New Zealand’s new lead-free product legislation coming into effect this May. It has also spearheaded calls to allow plumbers and drainlayers to certify their own work, which is expected to become a reality later this year.
“Self-certification is a significant step forward that recognises the professionalism and capability of our trades and that skilled, licensed tradespeople can be trusted to stand behind their work,” he says.
Looking ahead, the sector faces significant challenges. The growing need for housing, infrastructure renewal and climate resilience all put pressure on an industry with longstanding workforce shortages.
Mr Wallace says he is encouraged by the quality of people entering the industry, but more are needed.
“Apprenticeships are increasingly recognised as a smart and rewarding career path, and we see talented young people entering the trades with real ambition and capability. They represent the future of our industry.”

Final data shows Term 4 attendance continues to rise

Associate Education Minister David Seymour welcomes final Term 4 attendance data, which shows attendance rates were higher than any Term 4 since 2022. Daily attendance data also shows Term 1 this year is off to a good start. 

Data shows in Term 4 2025, 57.3 per cent of students attended school regularly. A student attends school regularly when they are in class for 90 per cent of the term. This was an increase from 56.4per cent in Term 4 2024.

“This data shows attendance rates are rising again under this Government,” Mr Seymour says. 

“In Term 4 2022 regular attendance was at 48.7 per cent. In Term 4 2025 about 150,000 more students attended school regularly than in 2022. Kiwi students are showing up to school more, and parents are pushing them to attend. Those students and parents should be proud.

“When the Government takes attendance seriously, so do schools, parents, and students. It’s important we continue to drive the change in attitude towards attendance.”

Central and East Auckland was the region with the highest regular attendance rate at 62.6%. This was followed by Otago/Southland at 62.5 per cent, and North and West Auckland and Canterbury/Chatham Islands, both at 61.7 per cent.

“Attendance rates are back on a steady upward trajectory. This is a good start, but there is still work to be done. I expect attendance to continue rising as the roll out of our attendance initiatives continues,” Mr Seymour says. 

“The daily attendance dashboard shows that Term 1 this year is also off to a good start. The lowest daily attendance rate so far is 86.4 per cent. I expect this positive trend to continue. At the same time last year the lowest daily attendance rate was 80.1 per cent. 

“Every school is now required to have implemented their own attendance management plan (AMP). It means there are escalating responses for declining attendance.”

Some examples of how interventions could work are:

5 days absent: The school to get in touch with parents/guardians to determine reasons for absence and set expectations.
10 days absent: School leadership meets with parents/guardian and the student to identify barriers to attendance and develop plans to address this.
15 days absent: Escalating the response to an Attendance Service Provider. If absence escalates beyond this point (or for cases of non-enrolment) prosecution of parents becomes a possibility.  

“Frontline attendance services are now more accountable, better at effectively managing cases, and data-driven in their responses. They have access to a new case management system, better data monitoring, and their contracts will be more closely monitored. Budget 2025 included $140 million of additional funding to improve attendance over the next four years.

“Attending school is the first step towards achieving positive educational outcomes. Positive educational outcomes lead to better health, higher incomes, better job stability and greater participation within communities. These are opportunities that every student deserves.”

Education delegation heads to Australia for maths engagements

Education Minister Erica Stanford is heading to Australia with an education delegation of 15 principals and deputy principals to attend the Maths Fact Fluency Masterclass and Explicit Mathematics Conference.

“Raising student achievement and closing the equity gap are at the heart of our education reforms, and teaching maths brilliantly is absolutely central to that,” Ms Stanford says.

“Our engagements in New South Wales are set to provide valuable opportunities to learn from what Australia is doing well so that we can provide an even stronger maths offering for our children.

“Like New Zealand, the majority of schools in New South Wales are working to implement explicit mathematics instruction. During the visit, our delegation will hear from Australian experts and practitioners who have been leading that work. Topics include:

  • Understanding the Australian journey toward structured/explicit mathematics instruction
  • Exploring impacts from both school and system perspectives
  • Gaining insight into effective implementation across system, school and classroom levels
  • Learning from the real-world effects of significant shifts in mathematics instruction
  • Understanding how staff, families and wider communities have been engaged
  • Learning about the challenges encountered and lessons learned
  • Receiving practical guidance for those at the beginning of the journey

“We will also be sharing our Government’s plan to lift achievement and close the equity gap in New Zealand. I look forward to sharing experiences and ideas,” Ms Stanford says.

Events – Record number of schools set to compete at 2026 National Secondary School Waka Ama Championships

A record 142 secondary schools and 2,300 participants from across Aotearoa will gather at Lake Tikitapu next week for the 2026 Secondary School Waka Ama Championships, highlighting the continued growth of waka ama among rangatahi nationwide.

Hosted by Waka Ama Aotearoa NZ, the five-day national championship will take place from the 23–27 March. The event brings together thousands of student paddlers to compete in sprint racing across a range of divisions and distances.

The annual event, which started in 2002, has become one of the largest secondary school sporting competitions in the country during summer tournament week. The students representing their kura and schools compete in disciplines such as W1, W6 and W12 racing, including mixed, boys’ and girls’ divisions.

Waka Ama Aotearoa NZ CEO, Lara Collins, says that as the numbers for waka ama continue to scale up, its expected to see such a growth amongst rangatahi, based on the 2026 Waka Ama Sprint Nationals statistics.

“Every year this sport gets bigger, and a positive indication that it continues to grow are the numbers of rangatahi participation. This year alone there was an increase of 22% in paddlers from ages 5 to 23 from the 2026 Waka Ama Sprint Nationals” says Collins.

This year’s interest from schools reflects the rapid growth of waka ama throughout Aotearoa. More rangatahi and schools are embracing the sport for its combination of high-performance competition, cultural connection and fun.

For TIPENE, this will be their inaugural year competing at the event. Waka ama team manager and parent, Ramari Matairangi, says it’s a great opportunity for their school to reach a significant milestone.  

“With our rangatahi competing at the Waka Ama Secondary School Nationals for the first time, it reflects the rapid growth of the TIPENE Waka Ama Programme and the commitment of our students, coaches, kura, and partners who have worked together to establish a strong foundation in a short period of time,” says Matairangi.

As a first-year programme for the school, it has set the pathway for future growth and sustained involvement in waka ama at TIPENE and beyond according to Matairangi.

Over five days of racing, the lake will be home to school teams, supporters and whānau as the country’s top young school paddlers compete for waka ama national titles.

Universities – Traffic silently killing Aucklanders – UoA

Pollution from cars in Auckland is killing around 700 people a year and hospitalising 4,000 more, with health researchers calling for policy changes.

More than 700 Aucklanders die every year from air pollution from traffic, similar to the number who die from smoking cigarettes, with almost 4,000 more ending up in hospital, according to a new report.

Almost all Aucklanders, 90 percent, are exposed to dangerous levels of air pollution higher than international standards.

Nationally, 2,000 people die per year from traffic pollution.

“Because the particles are so small, they are not easy to see, so we often don’t even think about them being there,” says Dr Jamie Hosking, a public health researcher at Waipapa Taumata Rau, University of Auckland.

“Sometimes, when we’re close to traffic, we can smell the exhaust, and that’s when we really notice it. But even when we can’t smell it, it’s still there, putting our health at great risk.”

Petrol and diesel burn to produce noxious gases, chiefly nitrogen dioxide (NO2), and minute particles of soot, smoke, dust and chemicals (PM2.5).

“Because they’re so small, these particles can get right into our lungs and then cross into the bloodstream. They cause health effects through their impact on the lungs, but also on our cardiovascular system – the heart – and can contribute to strokes,” Hosking says.

A report, Our Air, has just been published on Auckland’s air pollution by Healthy Auckland Together a collective of public health researchers and agencies working in the area. Hosking and fellow public health researcher at the University of Auckland Professor Alistair Woodward will present the report to Auckland Council’s Transport Committee and call for urgent action on Auckland’s air pollution.

Auckland’s air pollution comes partly from household heating but pollution from traffic is by far the biggest cause of illness.

It is estimated traffic pollution causes 6,100 cases and 424 hospitalisations for childhood asthma every year in Auckland.

People in cheaper housing near motorways and busy roads are at extra risk, so there are equity issues.

“It’s often people on lower incomes who end up being more exposed to this dirty air and then having the health impacts as a result,” Hosking says.

What Auckland Council needs to do

The report outlines solutions. The 20 agencies comprising Healthy Auckland Together would like to see Auckland Council:

  • Invest in affordable, clean and frequent public transport services 
  • Introduce equitable congestion charges 
  • Build and maintain attractive footpaths and pedestrian crossings, and protected cycle lanes
  • Improve air quality monitoring 
  • Provide more parks and street trees 

What central government needs to do
Nationally, the government needs to:

  • Raise vehicle emission standards to ensure cleaner vehicles enter the country
  • Update New Zealand’s air quality standards to reflect the latest health evidence
  • Set transport charges – such as fuel excise, road user charges and registration fees – so they properly reflect the health and social costs caused by vehicle emissions.

Air pollution in Auckland results in a significant number of deaths and serious illnesses with unacceptable healthcare and social costs – urgent action is needed.

Opening address at Annual Immigration Law Conference

Tēnā koutou katoa, thank you for inviting me to join you at the Immigration Law Symposium.

It’s a privilege to be here today and speak about the work we’ve delivered in the immigration portfolio over the last two years.

I want to acknowledge and thank you all for your contributions. As immigration professionals, you play a critical role in the system, helping deliver real benefits for New Zealand.

Immigration is integral to New Zealand’s prosperity. It supports this Government’s Going‑for‑Growth objectives, enables businesses to access the skills they need to compete globally, and enriches our communities. 

This Government has focused on making the immigration system smarter, faster, and fairer – attractive to talented people, one that prioritises New Zealanders for jobs, is workable for employers, and with the integrity New Zealanders expect.

Today I will talk about the importance of immigration for our economy and our society, and highlight some of the changes we have made so that the system is attracting talent, while managing risk.

I will also be announcing some proposed new changes to be incorporated into the Immigration (Enhanced Risk and Management) Amendment Bill that will be introduced this afternoon. These are to ensure our settings are working for New Zealanders. That means we can respond more effectively to non-compliance, hold people to account when they break the rules, and maintain public confidence in the integrity of the system. 

The importance of immigration to New Zealand’s success

Immigration is critical to New Zealand, and New Zealanders, success. Put quite simply, without immigration, New Zealand cannot thrive, grow, or deliver the aspirations that we have for future generations. 

New Zealand is now a multi-cultural society. Many of you in this room will be migrants or the child of migrants. People who came to New Zealand with a dream for a better life for themselves and their family, who have worked hard, and who contribute to the richness of our multicultural fabric.

Many migrants are fiercely proud, and protective, of the sacrifices they have made to call New Zealand home. Whether that’s pursuing higher education, growing their skills and experience so they can meet residence requirements, or working multiple jobs to be able to support family back in their homeland.   

Others have come to us through humanitarian or family reunification pathways. Feeling persecution or conflict at home, often coming to New Zealand with nothing other than determination to learn a new language and build a new life in a place they would not have necessarily have chosen if things had been different. Or leaving an established home to join with family settled here, for the privilege of watching grandchildren grow up and being part of their day to day lives rather than a face over an iPad or a phone that visits infrequently. 

Smart, targeted, and fair immigration settings makes New Zealand richer in every possible way.

I know that there are those with some concerns about immigration. I see it in the emails that come into my office, in some of the conversations that I have in the community, and in some of the broader public conversation that has been occurring. 

And my answer is you were right to be, and so was I.

As many of you will know, when I because the Minister in late 2023, net migration was running hot as an unsustainable 130,000 per year. This was on top of the over 230,000 people who had been granted residence as part of RV21. 

This was creating challenges across the system – from health, to education, to infrastructure. Many schools were overwhelmed with students with no or little English and high levels of additional learning needs. 

The previous Government was overwhelmed with demand when the borders re-opened in mid-2022 from employers who had been unable to access the international market for skills and talent for over two years. 

And in the rush to let that talent in some unfortunate shortcuts and decisions were made contributing to migrant exploitation, people coming to New Zealand for jobs without relevant skills or experience, wage inflation driven by median wage requirements, and people who were unable to succeed in New Zealand because they had no or little English.  

At the same time our post-COVID economic situation was deteriorating with New Zealanders losing jobs as workforces were downsized or, in some instances, disbanded.

It was immediately apparent to me that we needed to take urgent steps to tighten the settings, address migrant exploitation, prevent the erosion of the social licence for immigration and re-balance our approach to risk and verification. 

However, at the same time, we also had to continue to facilitate businesses being able to access overseas skills and experience where they genuinely could not recruit a suitable New Zealander, especially in skill shortage areas.

Some of the decisions I took through 2024 were difficult, all of them were necessary. Introducing minimum English language requirements for lower skilled roles, minimum relevant experience, no longer allowing partner work rights or domestic student status for the children of lower skilled workers, holding the line on the three year maximum continuous stay for lower skilled roles, continuing to require IELTS 6.5 or equivalent for the skilled migrant pathway, checks to ensure that employers are genuinely engaging with MSD, removing the median wage requirements to address wage inflation and the disadvantaging of New Zealand workers, lifting the bar on acceptable standards of health requirements for AEWV so that people don’t build a life here only to discover when they apply for residence that they aren’t eligible because a family member is not ASH and others.

At the same time, we know that the skilled migrant settings introduced by the previous Government were disconnected from the reality of many of the people that we wanted New Zealand to be attractive to – especially skilled trades and technicians. People without a degree, or in a registered occupation, or earning 1.5x the median wage but who were critical to our businesses and regions succeeding. That drove our changes to the Skilled Migrant Category that will be coming in in August. Two new pathways for people we desperately want to remain in New Zealand but who otherwise would have left. 

Our focus on smart and fit for purpose immigration system has not just meant significant changes for the accredited employer work visa and skilled migrant visa, we also made hugely successful changes to the Active Investor Plus visa, introduced two new seasonal visas, the Parent Boost visa, the business investor visa, and late this year will introduce a new short term graduate work visa for people doing Level 5-7 courses that do not currently qualify for post-study work rights. 

Alongside this, Immigration New Zealand has done an enormous amount of work to be both facilitative to genuine employers with real need, while strengthening their risk and verification processes.

The world is an unstable and uncertain place and the push factors out of some countries for people desperate to make a life for themselves somewhere else are significant. This means that Immigration New Zealand sits right at the often challenging intersection of needing to facilitate genuine migrants while adapting to new and innovative ways that desperate people try get around the checks and balances that protect New Zealand.

I would like to take this opportunity to acknowledge the hard work of Alison McDonald, the head of Immigration New Zealand, who will shortly be retiring, for the incredible work that she has led over the last two and a half years. It is no easy thing to have a Minister who wants you to be faster and better and more engaged with the sector, while not compromising on quality, who is also either changing visa settings on you or introducing new ones every other month. 

Alison and her operational team, alongside the policy team in MBIE, have done an exceptional job the last two years. 

I would also like to thank David Cooper, who has chaired my Immigration Advisor Reference group, made up of six immigration advisors, including the Chair of NZAMI, who have voluntarily given their time and expertise to provide feedback on what is working and what isn’t, sense check changes, and even be in the detail of draft immigration instructions to make sure they are fit for purpose and will achieve the intended policy objective.

To those with concerns and reservations about immigration, I hear you and I have shared some of those concerns.  

When I became Minister we had 60 percent of the people coming in on work visas were lower skilled roles, and only 40% on mid or higher skilled roles. Today that has flipped and then some with currently over 70% of work visas for mid-high skilled roles and only 30 percent for lower skilled roles. 

We have held the line on people needing to leave New Zealand when their maximum continuous stay comes up so that the labour market can be re-tested to see if there is a New Zealander available for the job and we are unapologetic about the fact that a level of English is a requirement, not a nice to have;

We have also welcomed over 43,000 people have been granted residence under the Green List Sraight to Residence and Work to Residence pathways in high demand skilled shortage areas.  Doctors, engineers, early childhood, primary and secondary school teachers, mechanics, electricians, construction managers and many others.

Our schools, our hospitals, our infrastructure, our primary industries, and our businesses would literally not be able to function without immigration. Immigration isn’t a nameless faceless imposition, it’s

The nurse from the South Africa triaging your child late on a Friday night at after hours, the technician from India restoring communications after a storm the Filipino dairy farm worker out in the cow shed at 4am in rural Southland, the Italian engineer helping to deliver a major roading project, the French Senior Cellar Hand turning your favourite grape into your Friday evening drink, and yes, the cleaner from Brazil vacuuming an office block late at night because the cleaning company hasn’t been able to find a willing New Zealander.  

Is the system perfect? No, and it never will be. There will always be opportunities for improvement, decisions that need to be revisited or recalibrated, and more to be done. But I can say with absolute conviction that we are in a lot stronger position and New Zealanders can have a lot more confidence in the operation and integrity of the immigration system than two years ago. 

The privilege of migration comes with responsibility  

As may of you know, the Immigration (Fiscal Sustainability and System Integrity) Amendment Act received Royal assent late last year. 

The amendments represent a significant step forward in ensuring our immigration system is fair, future-focused, and fit for purpose.  

Many of you here today provided feedback on the Amendment Act during its development or provided valuable submissions as part of the Select Committee process. Thank you for your input.

It is now an offence to charge a premium for employment. This is one of many changes we have made to stamp out migrant exploitation.

The Amendment Act also means that when someone pleads guilty or is found guilty of a criminal offence, this able to be considered by the immigration system in resident deportation liability decisions even if the migrant is discharged without conviction.

I want to touch on this one for a moment because it was one that I received some push back on. Some accused me of overreaching into the justice system, others that this would cause stress for migrants, yet others told me it would overwhelm Immigration New Zealand’s case management process because of the number of people who now may be subject to liability for deportation.

I want to be very clear on this. Residence in New Zealand is a privilege, it is not a right, and it comes with responsibilities. In some parts of New Zealand it was becoming the norm that migrants were getting discharged without conviction for criminal offending because it could trigger deportation liability while a New Zealander was convicted of the same crime because there was no possibility of deportation. This was unfair and unjust.

If a migrant would like to avoid stress in their life them my advice to them is very clear. Don’t drink and drive, don’t indecently assault children, don’t beat up your pregnant partner or do anything else that might lead to deportation liability.

And if this change leads to more volumes of cases and deportations that have to be managed by Immigration New Zealand then we will increase the resourcing for those teams.

There is nothing that will erode the social licence for immigration than a sense that people are coming to New Zealand, abusing our hospitality and the privilege it is to be granted residence by criminal offending, and not facing the appropriate consequences for it. 

It is in that vein that I want to talk about the Immigration (Enhanced Risk Management) Amendment Bill and a Parliamentary paper that will be introduced to Parliament.

The Bill aims to increase the effectiveness of immigration compliance and enforcement; improve the integrity of the refugee and protection system; and improve the operation of the wider immigration system.  Many of you will know some of the amendments in the Bill after I announced some late last year after policy decisions were taken.

First, the Bill proposes to extend the period during which a residence visa holder may become liable for deportation following criminal offending – from 10 to 20 years.

New Zealand has one of the more lenient criminal deportation liability regimes. Australia, the United Kingdom, Canada, and Ireland all make residents liable for deportation indefinitely, including for relatively minor convictions. 

As proposed, deportation liability would continue to be scaled according to the seriousness of offending and the length of time a person has held residence. But longer-term residents who commit very serious offences will no longer evade deportation liability.

Two recent examples of migrants who committed serious crimes and cannot under the existing law be deported because they have been resident for more than ten years are:

  • the Australian Jaz brothers sentenced to 17 years’ and 16.5 years’ imprisonment, respectively, for serious sexual offending. As resident visa holders for more than 10 years, they will not be liable for deportation upon release.
  • and, in 2023, an individual was convicted of serious sex offences. He was not liable for deportation because he had held a resident visa for more than 10 years even though between 2014 and 2017, he committed lower‑level offences that made him liable for deportation; at the time, his liability was suspended because he had a New Zealand partner.

This change makes it clear that serious criminal offending will have serious consequences for resident visa holders.

The Bill also clarifies existing deportation liability settings.

It strengthens the consequences for migrants providing false or misleading information at any stage of the immigration process, making it clear that this could trigger deportation liability; 

It also clarifies that serious historical offending committed overseas before a person holds a New Zealand visa can give rise to deportation liability. 

The Bill also removes humanitarian appeal rights to the Immigration and Protection Tribunal for all visitor visa holders, and for temporary visa holders who are liable for deportation because of criminal offending. This recognises the different status and expectations of temporary versus resident migrants. It supports timely deportation action where appropriate and reinforces New Zealanders’ expectations that people in our country respect the law.

The Bill increases the maximum penalty for migrant exploitation to ten years’ imprisonment, better reflecting the harm that exploitation causes. 

It also extends the practical timeframe for MBIE to issue employer infringement notices to six years after the offending. This is because exploited migrants often do not report their employer until after the employment relationship has broken down, and some more complex investigations can take longer to complete. 

The Bill also establishes two new employer-focused infringement offences

  • for providing incorrect or incomplete information (for example in an accreditation or job check application), and
  • failing to provide wage and time record documents when requested. 

These changes will expand the range of tools available to address non-compliant employer behaviour. 

To improve the effectiveness of immigration compliance activity, the Bill also adjusts the threshold under which Immigration Officers can request basic identity information to people who may be liable for deportation or turnaround or may be in breach of their visa conditions. 

This change will make an existing power workable, supporting enhanced compliance outcomes.  I want to be very clear because there has been some untrue public commentary on this one, this will not permit broad, discretionary checks of people in public places. It certainly will not allow compliance officers to randomly stop or detain people to request their identification and then check on their immigration status without cause.  

Immigration officers will only be able to use this power when they already have a legitimate reason to be at the site or premises and they have a good cause, such as a person attempting to flee or hide, to suspect that the person might be in New Zealand unlawfully or in breach of their visa. 

If that bar is not reached, then an immigration officer will not be able to request identity information. I am sure that the Select Committee will ensure that this new provision is fit for purpose and will meet by intended objective and I look forward to their scrutiny and feedback.

Additional protection proposals in Parliamentary Paper

Like our international partners, New Zealand continues to experience large numbers of asylum claims and significant backlogs in determinations, as the world becomes more unstable and uncertain. Since the borders re-opened in 2022 there has been a significant increase in claims and there are currently over 4,000 asylum claims on hand. This is the largest number ever.  

While there are always genuine claims, there are many claims that are not meritorious. In some instances, people lodge an asylum claim in the final days of another visa, not because they will face persecution in their home country but simply because they want to remain in New Zealand and are not eligible for another visa. 

This frustrates the system, meaning that genuine claims take longer to approve and lengthening the time period that person with a non-meritorious claim remains in New Zealand. 

Resourcing and operational changes put in place in recent years have helped to improve processing, however, challenges remain.  

And so today I am announcing that I will also table a Parliamentary Paper alongside the Bill with an additional seven amendments to protect New Zealand’s protection system and over time support more efficient processing of claims so that those with genuine need are afforded protection. 

Importantly, they will serve New Zealand’s aim to tackle global challenges facing the system while affording protection to those who need it.

These most significant changes are: 

  • better managing claimants who fail to attend biometric appointments and those who act in bad faith,
  • claimants who commit serious crimes onshore before their refugee status is determined, addressing an omission in the Act relating to withdrawing claims. 

Two of the proposals relate to managing instances of bad faith

I am aware of cases where people take actions to deliberately engage in provocative political activity after arriving in New Zealand, such as seeking social media or media attention, in a cynical attempt to create or increase their grounds for recognition as a refugee.   

The bad faith proposals will ensure that both INZ and the Immigration Protection Tribunal have the ability to deal with cases made in bad faith as swiftly as possible, and that the benefits associated with refugee status are reserved for those who genuinely deserve them. 

They also ensure that we maintain our international obligation to not return someone to a country where they may face persecution or other serious harm.

Another proposal relates to the interpretation of Article 1F(b) of the Refugee Convention which excludes people who commit serious crimes before admission to the country of refuge from refugee status, to make sure refugee protections only go to those who genuinely deserve them. 

The proposal will broaden New Zealand’s interpretation of this obligation to exclude those who commit serious crimes after arriving onshore but before status determination from refugee status. These claimants may still be eligible for protection status where there is a genuine need. 

Although the numbers of people involve are small, the offending is serious. I know that many New Zealanders would be shocked to know, as I was, that if a person who has claimed refugee status has been convicted of a serious crime in New Zealand but before their claim has been decided Immigration New Zealand is currently unable to take that into account when determining their refugee status. 

Currently, INZ has on hand 14 refugee claims from people who have been convicted of serious offences since arriving in New Zealand, including one person convicted of murder, five for serious drug offences, three for sexual offences, four for family violence, one for arson, and one for burglary with a weapon.

The proposed amendment will ensure that people who commit crimes offshore and onshore are treated the same, sending a signal that this behaviour is not tolerated and maintaining public confidence in our refugee and protection system. 

Overall, this Bill is about further strengthening our immigration system and ensuring it is working well for both New Zealand and migrants.

ChildFund – Any war is a war on water

When oil prices surge, most people think about petrol. Few think about water.
The volatility in oil prices since the war in the Middle East does not stop at fuel pumps. It flows through to transport, infrastructure and essential services, especially in some of the poorest countries.
“Water systems run on energy. When oil prices spike, the cost of pumping, treating and delivering water rises too. In vulnerable communities, there is no financial cushion to absorb that shock,” says ChildFund New Zealand CEO Josie Pagani.
In many of the communities where ChildFund works, in the Pacific and beyond, clean water depends on bore pumps powered by diesel or electricity priced against global fuel markets. A surge in oil price increases operating costs immediately. Spare parts become more expensive. Transport costs rise. Maintenance is delayed.
“A rise in oil prices in one part of the world can mean a village pump runs fewer hours a day somewhere else.”
The consequences fall hardest on children.
When water systems become unreliable, families are forced to rely on unsafe sources. Waterborne diseases spread more easily. Girls are often pulled from school to collect water. Household income is diverted to cope with illness or to buy water from private suppliers.
“Access to clean water changes everything for a child. It means health instead of sickness. School instead of long walks carrying heavy containers full of water.”
Conflict also damages water infrastructure directly. Pipes, wells and treatment plants are frequently destroyed in war zones. But even communities far from conflict feel the economic aftershocks through global energy markets.
“Any war is a war on water. Children living thousands of kilometres from a battlefield still feel the impact when global shocks make essential services more fragile.”
ChildFund invests in long-term water resilience, including gravity-fed systems and solar pumping designed to reduce dependence on volatile fuel markets. Strengthening community-managed systems helps protect children from global economic shocks.

Three Kiwi Students Set to Honour ANZAC Legacy in Türkiye – AFS Gallipoli Youth Awards 2026

Three exceptional New Zealand students are preparing for a journey of remembrance and discovery as they depart next month for the Gallipoli Peninsula. Awarded the AFS Gallipoli Youth Award 2026, Tim Kirke (Timaru),Takikawa Rangi (Te Puia Springs), and Lexie Knight (Tauranga) will travel to Türkiye from 7- 27 April to connect with their family histories and attend ANZAC Day commemorations.
The AFS Gallipoli Youth Award is a prestigious scholarship that selects recipients based on their dedicated research into their ancestors’ roles in World War I. This year’s winners each bringing a deeply personal story to the three-week exchange programme:
Tim Kirke (Timaru): Recognised for his outstanding presentation on his Great GreatGrandfather, Charles Sealy Verity, and how Verity’s legacy continues to influence Tim’s life today.
Takikawa Rangi (Te Puia Springs): Takikawa researched his Great Uncle Rere Hauiti of the First Māori Contingent, highlighting the sacrifices made to secure a better future for coming generations.
Lexie Knight (Tauranga): Lexie used family letters to create a moving account of her threeGreat Great Uncles – Herbert, George, and Douglas Knight – two of whom were involved in the Gallipoli campaign.
During their time in Türkiye, the students will be hosted by local Turkish families and participate in cultural activities. The programme is facilitated by AFS New Zealand and AFS Türkiye and is supported in part by the New Zealand Embassy to Türkiye.

RIF funding underpins geothermal sector

The Government has ringfenced $50 million from the Regional Infrastructure Fund for the development of geothermal projects, Regional Development and Resources Minister Shane Jones says.

“Early-stage geothermal exploration involves high upfront costs. Targeted government investment will help de-risk exploration and get more projects off the ground,” Mr Jones says.

“Given the scale of opportunity, it makes sense to ringfence $50m to help de-risk and ensure geothermal projects are well-positioned to lift productivity and strengthen regional resilience,” Mr Jones says.

In New Zealand, geothermal energy accounts for about 20 percent of our electricity supply. Geothermal heat can also have direct industrial and commercial uses such as in timber or milk drying, heating glasshouses for horticulture, or water for prawn farms. It’s also used to heat buildings and water in hospitals, homes and tourist spas.  

Three projects have so far been successful in seeking funding, totalling $23m, from the Regional Infrastructure Fund (RIF).

“Through this ringfenced funding, two $10m loans have been granted to two projects – the Taumanu and Kopura geothermal projects near Rotomā and Kawerau,” Mr Jones says.

The projects involve early work needed to potentially unlock two new geothermal power stations for electricity generation. It includes underground surveys and the exploration well-drilling and testing necessary to confirm the geothermal resource.

The funding for the Taumanu and Kopura Projects will be delivered through joint ventures between renewable energy company Eastland Generation and local Māori land trusts. 

“These are early-stage projects that, if successful, have the potential to develop additional renewable, reliable, low-emissions, home‑grown energy, while helping boost Māori economic development, jobs, and long‑term regional growth and resilience,” Mr Jones says.

Around 140 jobs are expected during construction, with up to 20 permanent roles once the power stations are operating and opportunities for local suppliers.

A third project, in the Bay of Plenty, has received a $3m grant. The Whakatāne Geothermal Temperature Gradient Well Programme is a project run by the University of Auckland through the Geothermal Institute. It plans to drill three exploratory wells in Whakatāne to provide data that will reduce geological uncertainty and enable future development of renewable heat supply for industrial and community users in the eastern Bay of Plenty.

Relevant projects which meet the criteria and have already applied to the RIF will be considered for the ring-fenced funding. Applications for new projects will also be accepted for consideration.

Successful projects will be announced when they have been evaluated and ministers have made decisions.

Today’s funding announcements follow on from the $60m ringfenced for supercritical geothermal announced in November 2024.

ERO’s school reports strengthened and improved

Parents will soon benefit from clearer, more useful information on how their child’s school is performing through an overhaul to ERO’s school reports, Education Minister Erica Stanford says.

“Parents, teachers and school boards want to celebrate the successes of their local schools and need to clearly understand any areas for improvement. To date, reports on school performance through ERO have not sufficiently focussed on the details most relevant to parents and have been dense and complicated to read and understand.

“As Minister, I’ve heard this from parents and know that too often, key challenges facing our schools, or the successes they’re achieving haven’t been evidenced through ERO’s reporting. I am pleased to be releasing a new, simplified report that is focussed on student achievement, progress and engagement and co-designed with parents to ensure fit-for-purpose reports help families to feel informed and support schools to respond. 

“From Term 2, parents can expect more detail on almost twice as many topics. Reports will have clear measurements and strong, visual, easy-to-understand overviews of performance and the value that schools are adding for students.

“The new reports will recognise successes as well and provide a roadmap for improvement. They focus on the key changes that will make the most difference for students.

“ERO has engaged with schools across the country and hosted parent focus groups to gather valuable feedback, and this is apparent in the new parent focus throughout the reports.”

Ms Stanford says the new ERO reports will join the Government’s wider initiatives to lift student achievement and do the basics brilliantly including the introduction of twice yearly assessments in reading, writing and maths for Year 3–8 students, the introduction of the Phonics Check, the Year 2 maths check, and updated student reports.

“The Government’s education reforms have put educational achievement back at the centre of our education system.

“The results for children are beginning to show, and we’re ensuring parents can see exactly where their child is excelling and needing help, so that they can go with them on that journey and help them achieve their potential.

“The Government is committed to ensuring parents have detailed information to be involved in their child’s education, including through updated assessments, clear curriculum outlines, and better reporting.”

Tertiary Education – International student numbers surge at Vic Uni

Te Herenga Waka—Victoria University of Wellington posts major rise in international student enrolments and strong growth in arts, politics, and teaching, as well as higher numbers of Māori and Pasifika students.

Victoria University has recorded a substantial 50 percent increase in international students enrolled to start, signalling strong global interest in studying in the capital.

The latest numbers, released today, show a surge of young, ambitious learners choosing Wellington as the place they want to study, grow, and build their futures.

Vice-Chancellor Professor Nic Smith said the data underscores Vic Uni’s global reputation and distinctive Wellington identity: “The latest figures demonstrate our desirability among international learners. The diversity of countries represented in our enrolments shows our widespread appeal right now—and reinforces Wellington’s reputation as a vibrant, globally connected capital,” he said.

“Alongside the rise in international students, the University is also seeing strong growth in arts, politics, the environment, and teaching—an encouraging sign of renewed student engagement with culture, society, and civic leadership. Our campuses are positively humming with students.”

The data shows rising enrolments of Māori and Pasifika students (up 5 percent and 8 percent respectively)—reinforcing Victoria University’s commitment to fostering a diverse and inclusive learning community.

The upward trajectory of enrolments challenges recent rhetoric about Wellington and shows young people continue to value the city’s creativity, opportunities, and sense of belonging.

Deputy Vice-Chancellor (Students) Dr Logan Bannister said the results reflect both the hard work of staff and the attractiveness of Wellington as a destination: “Our team has put in a huge effort to grow international enrolments, and it’s paying off. We’re seeing students from all over the world choosing Victoria University of Wellington because they want to experience everything Wellington has to offer. It’s an exciting moment for our campus community.”

Halls of residence trends show strong demand for independent-living options, driven largely by the growth in international learners.

Chief Operating Officer Tina Wakefield said the University’s residential options continue to evolve alongside student needs: “Living in a hall of residence provides an incredible start to university life. Your hall becomes your home—and with it comes a family. It’s where life-long friendships and memories are made. To meet growing demand, especially for independent-living options, we’ve opened a new hall every year for the past three years, adding almost 450 beds for our students.”

Highlights from the 2026 data census (as at 9 March 2026)

·         Commencing full-fee enrolments are up 50 percent on 2025, with 973 international students scheduled to start, up from 650. Our students come from 114 countries around the world, with the United States being the most common country of origin this year. China, India, Bangladesh, and Vietnam complete the top five.

·         Our total number of students has already reached 18,759, representing three years of consistent growth. In fact, our student population now corresponds to almost ten percent of the capital city’s population.

·         Independent living in our halls of residence is up 7 percent, with 56 additional beds filled for a total of 857 beds. Halls of residence had a total headcount of 2,582, a slight drop of 1 percent on 2025, which notably was likely a result of Wellington school-leavers choosing to stay at home to save on living costs.

·         Students starting a Major in Politics accounted for a 30 percent rise on 2025 numbers (169 enrolled students up from 130) and the new Bachelor of Politics has launched to meet strong demand, with 79 people already enrolled in the first year. The BPol is currently the only one in New Zealand.

·         Māori student enrolments are up 5 percent for a total of 2,263 students, and there an extra 99 Pasifika students enrolled, for a total of 1,410 (an 8 percent increase).

·         Graduate Diplomas in Teaching (Primary and Secondary) are both up, gaining percentage increases of 21 percent and 15 percent respectively.

·         New enrolments in the Bachelor of Midwifery are up significantly, with 108 new students (up 27 percent)—a standout growth area this year.

·         Enrolments at the Faculty of Law are up 12 percent in commencing students, for a total of 562, following its latest accolade as the number one place to study law in New Zealand according to the 2026 Times Higher Education (THE) 2026 Rankings by subject.

·         Bachelor of Environment and Society continues its strong trajectory in its second year, with enrolments up by 214 percent (66 compared to 21 last year).

·         Bachelor of Music enrolments are up 17 percent, including strong growth in Popular Music (97 percent).

Education – ERO issuing new school reports from Term 2, focused on providing clarity for parents to understand their school performance

The Education Review Office (ERO) is overhauling their school review reports to better enable parents and whānau to understand school performance and engage in their child’s learning.
ERO Chief Review Officer Ruth Shinoda said the new reports will lift standards of education by providing parents with clear, useful and accessible information about schools in the areas that matter most to their child’s education.
“We wanted to make sure that parents and whānau can easily understand our reports, so they are empowered to ask good questions, make good choices, and get involved in their child’s education,” says Ms Shinoda.
“We talked to parents all over the country, and they told us that our reports needed to change – that they need better, clearer information about school quality. We heard them and have overhauled our school reports, making them much easier to understand. Crucially, they are more sharply focused on the things that make the biggest difference to learner success and wellbeing – including attendance, progress, achievement and assessment.”
The new reports also have an increased focus on progress – celebrating where schools are doing well in lifting student outcomes.
“Parents and whānau will be able to clearly see what’s working well in a school, and what needs attention – and they will be able to see the clear pathway for schools to follow to lift student outcomes. Equally, the reports are a critical document for school leaders – so they know what to focus on to lift student success,” says Ms Shinoda.
Alongside an easy-to-understand picture of how well the school is doing for parents, the new reports provide a clear roadmap for improvement focusing on the key things that will make the most difference for students. This will enable schools to make changes and get the support they need in a transparent way. The reports will also celebrate progress schools have made.
“Every day, our specialist reviewers are in schools across the country, evaluating school performance and providing guidance on improving schooling practices – focusing on what makes a school great for students,” says Ms Shinoda.
“Ultimately these changes will drive improvement for education for every learner in New Zealand. They will enable parents and whānau to engage more effectively in their child’s education and be informed on how well their school is doing. They will also support schools with clear actions for every school, so that school leaders can pay attention to shifting what matters most.”
ERO reviewers will begin using the new report format for all schools – primary, intermediate and secondary – in Term 2 this year.

  • ERO reports on schools approximately every three to four years. In 2024/25, ERO reported on 745 schools and kura (30% of all schools and kura).
  • The new report has three parts: a full report, with judgements on 14 domains (or 16, if the school has bilingual Māori provision) and recommended next steps so schools know exactly what to work on; a summary overview, providing parents and whānau with an “at a glance” understanding of school’s performance; and a visual snapshot of the school’s quality across domains.
  • ERO’s reports are written following a formal ERO review, which includes visits to the school. Reports are published on ERO’s website for parents, whānau and the community to access. The new reports have been developed through extensive feedback from school leaders, parents and whānau, helping shape the final format.

New facial recognition technology is being worked on that could detect if someone is driving drunk with just a three second video.

Researchers in Australia have been working on the project using artificial intelligence for about two years.

The aim is for it be able to detect whether a person is driving drunk or likely to be a dangerous driver because they are angry or fatigued.

Dr Zulqarnain Gilani from Perth’s Edith Cowan University told First Up the algorithm that’s being developed uses a three to 10 second video of a person to see if they are drunk or fatigued, using their expression.

The technology can also determine a person’s blood alcohol level, Dr Gilani said.

“The algorithm currently can detect five expressions, whether a person is happy, sad, angry or showing disgust, whether they are tired or not tired, or fatigues or not fatigued, and their blood alcohol level as well.”

Through testing, Gilani said videos of people driving a simulator in three different intoxication states with differing blood alcohol levels has been used.

The current technology has a 93 percent accuracy level, he said.

Gilani said it was important that AI used be tested thoroughly on all ethnicities and different conditions.

The current algorithm has been tested on a small cohort of 65 – which was a proof of concept test, he said.

The next steps were to collect more and diverse data if they were to implement this in real life.

Asked how the technology could determine mood, Gilani said it all stemmed around psychology.

“Psychology literature tells us that humans display different, either expressions or psychological states, and their faces show that.

“For example, they say that if somebody is drunk, they blink really fast. And the time for which they close their eyes slows down, so they close it for more time.”

They also suffer hot flushes, he said.

“Whereas if someone is tired, their eyes are droopy. Now the interesting thing is that if somebody is very fatigued and someone is intoxicated, they show almost the same sort of behaviour.”

There were two practical scenarios that the researchers saw for implementing this in real life.

Gilani said the first was to have roadside cameras with the technology which could pick up someone who was driving in an impaired condition and somehow, flag it.

“This is a work in progress. How do we do that and how do we flag it and how do we warn the driver?”

The other was to have the technology inside a person’s car. Gilani said many cars these days have an electric ignition. If a camera facing the driver had the technology and detected a person was impaired, the car wouldn’t start.

Gilani said the project required funds.

“We are actively working with different collaborators, partners and also applying for different fundings so that we can collect more data and make this thing practical.”
